Key directions of future managementarrangement are summarized as follows:• The Council agreed to set up an Interim Management Committee(IMC) to be chaired by Mr. Len Harper of CILT in Australia. Mr. K.Y. Leungof CILT HK as a member of the SWG has expressed his willingness tocontribute to the work of the IMC.• The IMC will start developing the future direction of CILT Internationalto strengthen the international framework that is responsive tonational needs, and which supports relevant activity at national levelagainst standards that are recognized and valued by the internationallogistics and transport community.• The IMC is also to pave the way for the establishment of theManagement Committee, with its primary responsibility for theInstitute’s budget and international business development, to beformally appointed at the ICM at Glasgow in November 2004.• CILT HK will need to respond to CILT International with proposals for anew income stream and a project suitable for seed funding for businessdevelopment to be submitted to the Director General by 30 April.Membership and EducationThree papers in respect of work-based knowledge route, continuingprofessional development and CILT Certificate in Logistics and Transportwere presented and discussed at the ICM. 02CILTHK Newsletter issue 16proposals <strong>and</strong> report back <strong>to</strong> the Council<strong>of</strong> CILT Hong Kong for furtherconsideration.a)Work-based Knowledge Route<strong>The</strong> route is designed for experiencedlogistics <strong>and</strong> transport practitionerswho do not possess a relevantqualification for membership (MILT).At least 8 years’ work<strong>in</strong>g experience isrequired <strong>and</strong> applicants are required <strong>to</strong>complete a comprehensive CV withtheir application. <strong>The</strong> new proposal issimilar but clearly more comprehensivethan the ‘Experience Route <strong>to</strong>Associate Membership (now MILT)’<strong>of</strong>fered by CILT Hong Kong. If CILTHong Kong is <strong>to</strong> take the proposalforward, work is required <strong>to</strong> specify:• <strong>The</strong> folder <strong>of</strong> <strong>in</strong>formation required• <strong>The</strong> panel <strong>of</strong> assessors <strong>to</strong> vet <strong>and</strong>approve the applications; <strong>and</strong>• <strong>The</strong> fees (the exist<strong>in</strong>g applicationmay need <strong>to</strong> be re<strong>view</strong>ed)b)Cont<strong>in</strong>u<strong>in</strong>g Pr<strong>of</strong>essional Development<strong>The</strong> International Council did not<strong>in</strong>tend <strong>to</strong> impose this as a world-widerequirement but allows NationalCouncils / Independent Sections <strong>to</strong>consider <strong>in</strong>troduc<strong>in</strong>g a requirement fora CPD plan cover<strong>in</strong>g one or two years<strong>to</strong> be <strong>in</strong>cluded with any application forelection <strong>to</strong> <strong>Chartered</strong> Membership <strong>and</strong>/ or upgrade <strong>to</strong> ellowship. A CPDsystem is already <strong>in</strong> place <strong>in</strong> HongKong <strong>and</strong> the ideas <strong>in</strong> the paper couldbe used for reference. We could alsoconsider whether <strong>to</strong> give additionalrecognition for those who are active <strong>in</strong>CPD by giv<strong>in</strong>g a designation title.c) CILT Certificate <strong>in</strong> <strong>Logistics</strong> <strong>and</strong><strong>Transport</strong><strong>The</strong> certificate programme lead<strong>in</strong>g <strong>to</strong>MILT is ready for launch <strong>in</strong> 2004. <strong>The</strong>qualification is designed for first l<strong>in</strong>emanagers <strong>and</strong> supervisors work<strong>in</strong>g <strong>in</strong>the field <strong>of</strong> logistics <strong>and</strong> transport.Learn<strong>in</strong>g materials have beendeveloped by CILT International <strong>and</strong>can be purchased at a licence fee <strong>of</strong>400 sterl<strong>in</strong>g pounds for 2004. Inaddition, there will be qualityInternational Council Meet<strong>in</strong>g <strong>in</strong> Dubaiassurance <strong>and</strong> moderation fees forexam<strong>in</strong>ation papers.CILT International also <strong>in</strong>tends <strong>to</strong><strong>in</strong>troduce a Diploma <strong>and</strong> AdvancedDiploma programmes which will lead<strong>to</strong> chartered membership (CMILT). As<strong>to</strong> whether it will subscribe <strong>to</strong> CILTcertificate programme will depend on:• Whether there is a strong local<strong>in</strong>terest <strong>in</strong> the certificate programmegiven that most <strong>of</strong> our studentmembers prefer <strong>to</strong> enroll <strong>in</strong><strong>in</strong>stitution-based study programmes;• Whether we could encourage exist<strong>in</strong>gCILT course providers <strong>to</strong> modify par<strong>to</strong>f their programmes <strong>to</strong> be <strong>in</strong> l<strong>in</strong>ewith the certificate course; <strong>and</strong>• Whether our exist<strong>in</strong>g <strong>in</strong>dependence<strong>in</strong> quality assurance <strong>and</strong> exam<strong>in</strong>ationarrangements could be ma<strong>in</strong>ta<strong>in</strong>edthrough satisfy<strong>in</strong>g CILT Internationalthat we had already had a strongquality assurance system <strong>in</strong> place.This would remove the need <strong>to</strong> payfor the quality assurance fee.d)CILT <strong>in</strong> Ch<strong>in</strong>a• We have been approached by bothDirec<strong>to</strong>r General <strong>and</strong> Pr<strong>of</strong> Wang <strong>of</strong>CILT Ch<strong>in</strong>a for assistance <strong>in</strong>develop<strong>in</strong>g a suitable exam<strong>in</strong>ationarrangement for CILT Ch<strong>in</strong>a.• Ch<strong>in</strong>a would be look<strong>in</strong>g <strong>to</strong> HongKong for assistance <strong>in</strong> launch<strong>in</strong>g thecertificate programme <strong>and</strong> <strong>in</strong> help<strong>in</strong>gwith the sett<strong>in</strong>g <strong>of</strong> exam<strong>in</strong>ation,questions <strong>and</strong> subsequentmoderation <strong>of</strong> exam<strong>in</strong>ation scripts.• CILT <strong>in</strong> HK would need <strong>to</strong> determ<strong>in</strong>ehow <strong>to</strong> take this forward not<strong>in</strong>g thatit is <strong>in</strong> our <strong>in</strong>terest <strong>to</strong> assist Ch<strong>in</strong>a<strong>and</strong> <strong>to</strong> develop closer collaborationwith our Ch<strong>in</strong>ese counterparts. It isunders<strong>to</strong>od the CILT Ch<strong>in</strong>a will visitHong Kong <strong>in</strong> May <strong>and</strong> memberswould be kept <strong>in</strong>formed <strong>of</strong> thisdevelopment.Other Key Po<strong>in</strong>ts <strong>of</strong> CILT ICM(a) President–elect<strong>The</strong>re were two contenders, Joe Walsh<strong>and</strong> Rohan Abeywickrema. Joe WalshMembership & Education Committee Meet<strong>in</strong>gwas elected the President-elect <strong>and</strong> willsit on the IMC.(b)Executive Vice-PresidentOur DG, Cyril Bleasdale would retireby the end <strong>of</strong> May 2004. He is <strong>to</strong> takeup a part-time appo<strong>in</strong>tment with CILTas the Executive Vice President,Bus<strong>in</strong>ess Development.(c) New Direc<strong>to</strong>r GeneralMr. John K<strong>in</strong>ley will retire from ILT asDirec<strong>to</strong>r <strong>of</strong> <strong>in</strong>ance <strong>and</strong> take up thepost <strong>of</strong> Direc<strong>to</strong>r General on 1 June 2004.<strong>The</strong> above two posts will be on a 3-yearcontract with a comb<strong>in</strong>ed remunerationnot exceed<strong>in</strong>g the current level <strong>of</strong> DG.(d)requency <strong>of</strong> uture InternationalCouncil Meet<strong>in</strong>gs<strong>The</strong> frequency <strong>of</strong> ICM will be reducedfrom two <strong>to</strong> one every year. ollow<strong>in</strong>gthe November 2004 meet<strong>in</strong>g atGlasgow, the first annual meet<strong>in</strong>g willbe held <strong>in</strong> end June 2004 <strong>in</strong> Ch<strong>in</strong>a.(e)Proportionate RepresentationTo reflect the different sizes <strong>of</strong>National Councils/IndependentSections, CILT International wasseek<strong>in</strong>g <strong>to</strong> develop new criteria <strong>in</strong>determ<strong>in</strong><strong>in</strong>g subscription rate <strong>and</strong>vot<strong>in</strong>g rights. <strong>The</strong> currentarrangement which is based on thenumber <strong>of</strong> chartered member (CMILT)will be changed <strong>to</strong> <strong>in</strong>clude MILT.Details will be developed by theInterim Management Committee.(f) CILT World<strong>The</strong> Council considered the futurearrangement for the production <strong>and</strong>distribution <strong>of</strong> CILT World. It wasagreed that it would be a m<strong>in</strong>imum <strong>of</strong>2 issues a year <strong>and</strong> that CILT Worldwould be operated on a self-fund<strong>in</strong>gbasis. National Council could choose<strong>to</strong> pay 20 pence per member per issuefor a pr<strong>in</strong>ter diskette or 50 pence percopy plus freight charge.(g)Appo<strong>in</strong>tment <strong>of</strong> Tra<strong>in</strong><strong>in</strong>g AdvisorNational Councils / IndependentSections are requested <strong>to</strong> provide acontact person for tra<strong>in</strong><strong>in</strong>g issues. CILT<strong>in</strong> HK will need <strong>to</strong> provide a contactperson. It was suggested theChairman <strong>of</strong> the E&T Committeewould be the appropriate person.(h)Pr<strong>in</strong>cipal <strong>and</strong> Second ContactNational Council / Independent Sectionsare requested <strong>to</strong> provide a Pr<strong>in</strong>cipal<strong>and</strong> Secondary contact. It was suggestedthat the Pr<strong>in</strong>cipal contact will be theExecutive Direc<strong>to</strong>r <strong>and</strong> the secondarycontact should be the President.

CILTHK Newsletter issue 16 09(i) Plann<strong>in</strong>g AssumptionsRDS-2000 provides the strategic framework for further expansion <strong>of</strong> Hong Kong’s rail network. It reiterates our transportpolicy <strong>of</strong> us<strong>in</strong>g rail as the backbone <strong>of</strong> our public transport as railways <strong>of</strong>fer a safe, efficient <strong>and</strong> environmentally friendlymode <strong>of</strong> public transport for the susta<strong>in</strong>able development <strong>of</strong> our city. As a strategy, RDS-2000 provides a blue pr<strong>in</strong>t forfuture railway expansion. More detailed eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> f<strong>in</strong>ancial studies have <strong>to</strong> be undertaken before we can come <strong>to</strong> anydef<strong>in</strong>itive decision as <strong>to</strong> how <strong>and</strong> when <strong>to</strong> implement any <strong>of</strong> the proposed railway projects.Plann<strong>in</strong>g, <strong>in</strong> essence, is a decision mak<strong>in</strong>g process under different conditions <strong>of</strong> certa<strong>in</strong>ty <strong>and</strong> uncerta<strong>in</strong>ty. Assumptions onpopulation, employment <strong>and</strong> economic growth change over time. In carry<strong>in</strong>g out the plann<strong>in</strong>g work, we have used the best<strong>in</strong>formation available for the best forecast. But we do not s<strong>to</strong>p at that po<strong>in</strong>t. We cont<strong>in</strong>ue <strong>to</strong> closely moni<strong>to</strong>r <strong>and</strong> re<strong>view</strong> theneed <strong>and</strong> tim<strong>in</strong>g <strong>of</strong> the proposed projects as more updated <strong>in</strong>formation are available. It is through this cont<strong>in</strong>uous plann<strong>in</strong>gprocess that decisions are taken <strong>to</strong> take forward any project. We need <strong>to</strong> stress that whilst forecasts can change, the policyobjective <strong>and</strong> the strategy <strong>in</strong>tention has not. A fundamental part <strong>of</strong> Government’s transport policy is still <strong>to</strong> make use <strong>of</strong>railways as the backbone <strong>of</strong> our public transport system.(ii) CapacityI would like <strong>to</strong> po<strong>in</strong>t out that the practical capacity <strong>of</strong> a tra<strong>in</strong> is not the same as the maximum theoretical capacity that the tra<strong>in</strong>can physically carry. With our society advanc<strong>in</strong>g <strong>to</strong> a higher level <strong>of</strong> development <strong>and</strong> the competition <strong>of</strong> many other modes,passengers take comfort <strong>in</strong><strong>to</strong> account <strong>in</strong> mak<strong>in</strong>g their choices <strong>of</strong> travel. <strong>The</strong> capacity is therefore more related <strong>to</strong> the passengers’perception on travel time, convenience <strong>and</strong> comfort.Moreover, new railway l<strong>in</strong>es are not just <strong>to</strong> relieve bottlenecks. <strong>The</strong>y can be driven by the need <strong>to</strong> improve accessibility <strong>and</strong> forsupport<strong>in</strong>g development <strong>and</strong> br<strong>in</strong>g<strong>in</strong>g transport <strong>and</strong> economic benefits. <strong>The</strong> Tseung Kwan O Extension, West Rail <strong>and</strong> evenPenny’s Bay Rail L<strong>in</strong>k are good examples.We are also cont<strong>in</strong>uously re<strong>view</strong><strong>in</strong>g the need for new railway projects. As a result <strong>of</strong> our re<strong>view</strong>, we have revised the tim<strong>in</strong>g <strong>of</strong>the North Hong Kong Isl<strong>and</strong> L<strong>in</strong>e <strong>to</strong> beyond 2016.(iii) More rail-based boundary cross<strong>in</strong>gsWe agree that <strong>in</strong>creased emphasis should be given <strong>to</strong> the economic development <strong>of</strong> the whole Pearl River Delta region.Indeed, the HKSAR Government has put <strong>in</strong> major <strong>in</strong>vestment <strong>in</strong> transportation <strong>in</strong>frastructure <strong>to</strong> meet the grow<strong>in</strong>g crossboundary travel dem<strong>and</strong>s. On the road side, the Shenzhen Western Corridor will be completed <strong>in</strong> 2005. We are build<strong>in</strong>gnew additional cross<strong>in</strong>gs at Lok Ma Chau <strong>and</strong> Sha Tau Kok. <strong>The</strong> Hong Kong-Zhuhai-Macao Bridge under plann<strong>in</strong>g willfacilitate transport l<strong>in</strong>kage with Pearl River West. On the rail side, the Sheung Shui <strong>to</strong> Lok Ma Chau Spur L<strong>in</strong>e, which willbecome a second rail cross<strong>in</strong>g, will be commissioned before mid 2007. We are also explor<strong>in</strong>g with our Ma<strong>in</strong>l<strong>and</strong>counterparts the feasibility <strong>of</strong> build<strong>in</strong>g a Guangzhou- Shenzhen-Hong Kong Express Rail L<strong>in</strong>k with the objective <strong>of</strong> shorten<strong>in</strong>gthe travell<strong>in</strong>g time between Guangzhou <strong>and</strong> Hong Kong <strong>to</strong> with<strong>in</strong> an hour. <strong>The</strong> current proposal by KCRC <strong>to</strong> extend the EastRail across the harbour <strong>to</strong> form the fourth rail harbour cross<strong>in</strong>g will also enhance cross-boundary l<strong>in</strong>kage.(iv)Cohesive, coord<strong>in</strong>ated <strong>and</strong> economically viable rail developmentIt is always our aim <strong>to</strong> implement the recommendations <strong>of</strong> RDS-2000 <strong>in</strong> a cohesive <strong>and</strong> coord<strong>in</strong>ated manner. We wish <strong>to</strong> alsopo<strong>in</strong>t out that KCRC has found both the Kowloon Southern L<strong>in</strong>k <strong>and</strong> the Shat<strong>in</strong> <strong>to</strong> Central L<strong>in</strong>k are commercially viableprojects. In their proposals <strong>to</strong> Government, KCRC does not require any Government’s f<strong>in</strong>ancial nor property support.Apart from the f<strong>in</strong>ancial angle, we have assessed the economic benefits <strong>of</strong> these projects. I can assure you that as for otherprojects, government will carefully consider their performance before the f<strong>in</strong>al decision is taken for their implementation.(v) Merger <strong>of</strong> the two railway corporationsI wish <strong>to</strong> po<strong>in</strong>t out that regardless <strong>of</strong> whether the Corporations are <strong>to</strong> merge or not, the purpose <strong>and</strong> objective <strong>of</strong> RDS is <strong>to</strong>determ<strong>in</strong>e the best network expansion plan that can result <strong>in</strong> the best benefit <strong>to</strong> the community as a whole. In justify<strong>in</strong>g theneed <strong>and</strong> the programme for any rail <strong>in</strong>frastructure projects, it is the overall benefit <strong>to</strong> the community rather than the <strong>in</strong>teres<strong>to</strong>f <strong>in</strong>dividual opera<strong>to</strong>rs that comes first.(vi)A New <strong>Transport</strong> Development StrategyAs I have said <strong>in</strong> para. (i), plann<strong>in</strong>g is a cont<strong>in</strong>uous process <strong>and</strong> we are actually re<strong>view</strong><strong>in</strong>g the need <strong>and</strong> tim<strong>in</strong>g <strong>of</strong> the variousprojects as a cont<strong>in</strong>uous exercise. This exercise will <strong>of</strong> course take account <strong>of</strong> any change <strong>in</strong> the external environment that willhave an effect <strong>in</strong> the plann<strong>in</strong>g assumptions, any evolv<strong>in</strong>g developments as well as Government’s policy on transport.I am certa<strong>in</strong>ly more than happy <strong>to</strong> share with you, <strong>and</strong> your <strong>Institute</strong>, any further <strong>view</strong>s on Hong Kong’s railwaydevelopment. 10CILTHK Newsletter issue 16Views on Harbour Reclamation<strong>The</strong> Policy Committee <strong>of</strong> the <strong>Institute</strong>discussed issues related <strong>to</strong> the HarbourReclamation at its meet<strong>in</strong>g on3 December 2003. Based on the trafficforecast data provided by <strong>Transport</strong>Department <strong>and</strong> our underst<strong>and</strong><strong>in</strong>g <strong>of</strong>the exist<strong>in</strong>g transport condition <strong>and</strong><strong>in</strong>frastructure provisions <strong>in</strong> the area, weare <strong>of</strong> the <strong>view</strong> that:a. <strong>The</strong>re is an imm<strong>in</strong>ent need for theCentral Wanchai Bypass (CWB).b.Alternative alignments for the CWB asproposed by various groups oppos<strong>in</strong>greclamation are considered impractical.Build<strong>in</strong>g an underground road l<strong>in</strong>k onreclaimed l<strong>and</strong> for the CWB appears <strong>to</strong>be the only feasible approach.c. Based on the traffic projectionsprovided by the <strong>Transport</strong> Department,the CWB will relieve the seriouscongestion on the ma<strong>in</strong> roads along the north shore <strong>of</strong> Hong Kong Isl<strong>and</strong> <strong>to</strong> anacceptable level. We recognize that there may be little help <strong>to</strong> relieve thecongestion <strong>in</strong> the core bus<strong>in</strong>ess areas <strong>in</strong> Central <strong>and</strong> Wanchai. To tackle the trafficcongestion <strong>in</strong> these core bus<strong>in</strong>ess areas, it requires a comprehensive traffic dem<strong>and</strong>management measures.d.Based on the figures provided by the <strong>Transport</strong> Department, there seems <strong>to</strong> be littlespare capacity <strong>to</strong> cater for long term traffic growth. That really made astrong impression on the audiences.Most participants found the course no<strong>to</strong>nly very <strong>in</strong>terest<strong>in</strong>g but also mostvaluable enabl<strong>in</strong>g them <strong>to</strong> obta<strong>in</strong> a more<strong>in</strong>-depth knowledge <strong>and</strong> underst<strong>and</strong><strong>in</strong>g<strong>of</strong> mediation.As the pr<strong>of</strong>essional body, the <strong>Institute</strong>has been endeavor<strong>in</strong>g <strong>to</strong> facilitatemembers’ pr<strong>of</strong>essional <strong>and</strong> careerdevelopment through education <strong>and</strong>tra<strong>in</strong><strong>in</strong>g. CILTHK Newsletter issue 16 11meet cilthk council membersMr. Joseph TsuiJoseph Tsui graduated <strong>in</strong> <strong>Transport</strong> Studies at the Hong Kong Polytechnic (now the Hong KongPolytechnic University) <strong>in</strong> 1982 <strong>and</strong> obta<strong>in</strong>ed his Master Degree <strong>in</strong> <strong>Transport</strong> Studies from the Hong KongUniversity <strong>in</strong> 1994. He has been <strong>in</strong>volved <strong>in</strong> the transport <strong>in</strong>dustry for over 21 years start<strong>in</strong>g as a researchassistant with Mart<strong>in</strong> <strong>and</strong> Vorhee (now MVA) after graduation. He jo<strong>in</strong>ed the <strong>Transport</strong> Department <strong>of</strong> theHKSAR government <strong>in</strong> 1984 as a <strong>Transport</strong> Officer <strong>and</strong> has been <strong>in</strong>volved <strong>in</strong> various aspects <strong>of</strong> transportduties <strong>in</strong>clud<strong>in</strong>g district transport management, public transport plann<strong>in</strong>g, Ts<strong>in</strong>g Ma Control Area<strong>in</strong>frastructure plann<strong>in</strong>g as well as contract management work. At present, he is a Chief <strong>Transport</strong> Officeroversee<strong>in</strong>g the plann<strong>in</strong>g <strong>and</strong> operation <strong>of</strong> railways <strong>in</strong> Hong Kong.Dur<strong>in</strong>g the past 16 years as Hon. Secretary, Mr. Tsui has served 13 chairpersons. He has learnt a lot fromthem <strong>and</strong> established friendships with many CILT members. He has been particularly impressed by thededication <strong>and</strong> enthusiasm <strong>of</strong> the Council Members who are volunteers but yet have unselfishlycontributed their time <strong>and</strong> efforts <strong>in</strong> promot<strong>in</strong>g transport <strong>and</strong> logistics for the well-be<strong>in</strong>g <strong>of</strong> the society <strong>in</strong>Hong Kong as a whole.Mr. Joseph Tsui,CILT, MAMr. Tsui is proud <strong>to</strong> be Hon.
