Non-nationalowned provinces will usuallyhave fairly low levels ofmilitancy, while occupiedprovinces will generally bemuch higher. In both cases,this may also be compoundedby your current level ofnational dissent. Detailedpartisanship values aredisplayed in the informationpanel when you are reviewinga province’s details, or may beseen as a graphic representationon the main mapwhen you click the partisanmapmode button.Partisanship damages theeconomy of a province,hampering the supply andmovement of troops in thatterritory, and increasing thelikelihood of open rebellion. Inowned provinces, this effect isslightly less than in occupiedprovinces, but neither shouldbe expected to contribute avery high percentage of theirindustrial or resourcepotential.The risk of rebellion isrepresented directly by thepartisanship level and will befurther modified by yournational dissent values, andthis same partisan percentageis also applied as a reductionto your nation’s transportcapacity. This may beovercome by maintaining alarge enough standing force tosuppress their efforts;however, neither type ofprovince will contribute highvalues of manpower to yournational manpower poolexcept under very unusualcircumstances, and eachoccupied province you controlwill reduce your transportcapacity by at least 1 point.The only way to reduce thelevel of partisanship in aprovince is to keep theresistance movements incheck by placing troops thereto maintain order. Most landunits have a suppressionvalue. This value is subtractedfrom the partisanship valuewhen the troops are located ina province, and the value isdoubled when the troops havebeen specifically ordered toengage in anti-partisanactivities, though we’ll look athow to do this when we get tothe Land Combat section. Ifthe suppression value is highenough, the additionalpercentage effects ofpartisanship may becompletely eliminated, but thebase reduction to resourceextraction and IC and theminimum loss of 1 point oftransport capacity in occupiedterritories cannot be removed.The factor that will mostheavily influence partisanshipand national dissent is thedegree to which your societyis open or closed. Opensocieties have nationalprovince populations that willbe considerably more militantabout your actions, but ownedand occupied populations aregenerally very happy to beallowed to express theiropinions and are less likely torevolt. The opposite is true ofa closed society. To a lesserdegree your Minister ofSecurity, who is responsiblefor such domestic affairs, maybe able to influence thedissent or partisanship levels ifhe possesses the correctskills.Beware! Partisans anddissidents who rise inrebellion may be heavilyarmed and quite difficult todefeat.Failing to deal with thempromptly may result in themachieving independence,forming their own government,and establishing a new nationthat will be in conflict with yourown. Neighbouring provincesmay even decide to join in therebellion and it is quitepossible that other membersof the international communitycould be drawn into the affair.Diplomacy -InternationalAffairsOverviewWe now turn our attention tointernational affairs - yournation’s ability to engage indiplomatic activities with theworld’s other nations. Theoptions available to you whenconducting diplomacy willdepend on the relationshipthat exists between yourcountry and the nation withwhich you are attempting toenter into discussions. Theoverall stance is of primeimportance, whether you areallied, at war with, or neutraltowards one another. Otherfactors may also play a pivotalrole in the likely success ofyour negotiations: yourrelationship with the nation,your cabinet and most notablyyour foreign minister, yourrespective forms of governmentand domestic policies,and your prior diplomaticactions.74
