HEARTS OF IRON DARKEST HOURlocated in a province andinsufficient levels achievedthrough poor planning ordestruction by enemy bombingcampaigns can havedevastating results.Partisan Activity: Thisis the amount ofpartisan activity in theprovince. Partisans willactively seek to hamper yourindustry and supply in nonnationalterritories and mayeven rise in revolt if theopportunity arises. You willneed to assign forces to antipartisanduties to suppresstheir resistance efforts;garrisons and MPs areparticularly good at this.Air Base: All air unitsmust have a base ofoperations. Thenumber of individual wingsthat may be stationed in aprovince without penalty isdetermined by the operationalsize of the base, which maybe reduced as a result ofenemy attack. If too manywings make simultaneous useof a base, they will experiencereduced rates of repair andupgrade and will be slow toregain organisation. On themain map, a base will be blueif it is being used by at leastone wing and grey if it is not, although this colour distinctionis hidden by the fog of war.Ports and NavalBases: While manyprovinces have a largeenough port for naval vesselsto temporarily dock, all militaryvessels require larger facilitiesfor repairs and refitting to takeplace. A naval base maysupport any number of flotillas, but the size of the basedetermines how efficiently itdoes so. Repairs to damagedships will only occur whenthey return to their assignednaval base. This icon willappear in two different sizeson the main map. A small iconindicates a port, while a largericon indicates a naval base. Ifeither is coloured in blue, thenthe port or base currentlycontains naval vessels, although this too will behidden by the fog of war. Anaval base in a province thatyou own will remove the fog ofwar from an adjacent seaarea, although it may notnecessarily detect any or allenemy naval vessels that gothere, since this is subject toyour technology. Ports are notdisplayed in the ProvinceDetails, so if you see this iconin the information panel, itdenotes that a naval base hasbeen built here and will alsoindicate its size andoperational condition.Radar Station: Radarstations provideimproved detection ofenemy air activities. The air-toaircombat abilities of anyaircraft defending the skiesover that province will beimproved proportionally by thesize of the radar installation. Aradar site also removes thefog of war from an adjacentsea zone, although it may notnecessarily detect any or allenemy naval vessels that gothere. You will not be able tosee another nation’s radarsites in any province that ishidden by the fog of war.Nuclear Reactor: Thisinstallation might bebetter described as anuclear test facility, since itdoes not provide any powerthat can be used on aprovincial level. Instead, itsfunction is to greatly assist inthe research of nucleartechnologies and acceleratethe testing and manufacture ofweapons-grade materials.Nations tend to be secretiveabout such projects, so thesewill not be visible if theprovince is hidden from you bythe fog of war.Rocket Test Facility:This is the rocketrycounterpart to a nuclearreactor, providing a facility formore rapid testing andmanufacturing rocketpropelleddevices such asflying bombs, rocket bombers, ballistic missiles and ICBMs.As is the case with nuclearreactors, these are hidden bythe fog of war.Context-SensitiveInformationThe upper half of theremainder of the informationpanel, the large slate-greyarea, will display one of twothings depending on whetheror not you control the provinceyou are reviewing. If you don’tcontrol it, then some basic butessential diplomatic informationwill be displayed here,as well as the controllingnation’s flag. You may click onthe flag to initiate a diplomaticaction with that country. If theprovince is currently underyour control, then a completelist of any land, air and sea37
