HEARTS OF IRON DARKEST HOURDissent andPartisansPolicy settings will alsoinfluence the public’s demandfor consumer goods, andfailing to meet these demandswill have negative consequencesby increasingdissent, which represents thepopulation’s overall level ofunhappiness.Dissent has three significantimpacts:● it will cause your troops tofight more poorly;● it will reduce your industrialcapacity and;● it will greatly increase thelikelihood of your public risingin open rebellion against you.You can control dissent byreducing it or at leastmitigating it somewhat byallocating a larger share ofyour IC to the manufacture ofconsumer goods, though thiswill reduce your ability to meetthe production and supplydemands of your military.Providing excesses ofconsumer goods will reducedissent, while falling short inthis area will cause dissent toincrease. Dissent will alsoincrease in response toshortfalls in military supply.You will need to maintain acareful balance between theneeds of your military and thehappiness of your subjectsthroughout the game.Captive populations (thepeople who live in foreignprovinces that you occupy) willbe much less interested inworking for you and are farmore likely to rebel than oneswho feel that they naturallybelong under your rule.Partisans (nationalists whoremain loyal to their formergovernment and oppose youroccupation) will reduce aprovince’s industrial capacityand supply efficiency and mayalso become openly militant ifyou fail to maintain sufficientforces to keep them undercontrol.An alternative to maintainingrigid military control is tovoluntarily grant partisans theirfreedom, allowing them toform a new nation andestablish a government oftheir own. You will lose themajority of the economicbenefits from provinces theyare granted, but they willgenerally be friendly towardsyou if you allow them theirsovereignty; conversely, if theyachieve freedom on their own,you will lose all economicbenefits and the fledgingnation will actively side withyour enemies and seek todestroy you.Diplomacy andTradeInternational diplomacy willalso be a significant componentof your success. Thereare many diplomatic optionsavailable to you, includingnegotiating one-timeexchanges of goods,arranging open-ended tradeagreements, forming alliancesor declaring war, and yourability to do any of these willdepend on the type ofrelationship you have with thenation involved. Many actionsare subject to restrictionsbased on your political sliders(in particular authoritarian/democratic and interventionism/isolationism)and yourdiplomatic stance.For example you cannotdeclare war on a country withwhom you signed a nonaggressionpact and you can'tdemand provinces from acountry whose independenceyou are guaranteening. It’srare that a nation can standalone against the world, soyou will probably wish to bepart of an alliance. Dependingon the historical situation,some nations will begin thecampaign or scenario alreadya member of an alliance, whileothers will be neutral. As thegame progresses, the factionsmay attempt to influence othernations to join their alliance, orneutral countries may evenpetition to join an alliance ifthey have a good relationshipwith its members. Alliancesmay freely move forces andtrace supplies through theterritories of their membernations. They will frequentlysupply friendly forces and canlend divisions or even entirearmies to an ally when thesituation warrants that they beunder their control. Neutralterritories must be respectedat all times, meaning thatmovement and the tracing ofsupply is prohibited unless youcan negotiate military accessfor your troops with thatnation’s government.The other major diplomaticactivity you will conduct istrade. You will probablyestablish a number of openendedtrade agreementsThere you will exchangeresources, cash or goods withother countries on a dailybasis in order to meet yourrespective industrial needs.You can also negotiate onetimedeals of this nature, ormore complex trades thatinvolve the exchange orpurchase of land or eventechnological blueprints.You are also able to simplydonate resources, land,blueprints or even equipment12
