IPA 2009 Multi-beneficiary StatisticalCooperation ProgrammeThe new calculation of output for non-observed economy takes into account that thecoefficient of NOE must be lower, considering the fact that this coefficient ensuesbetween 60 – 70 percent for most of construction enterprises.Observed construction estimation:According to the annual accounts of construction enterprises, the revenues are asfollows:a) Income from sales of own productionb) Income from sales of servicesc) Other sales incomeIt was identified the share of revenues from construction activity, “Income fromsales of own production” and income of sales of services, (which is pureconstruction) to the total revenues of all construction enterprises.All enterprises which have construction as their main activity are included for theestimation of output indicator on construction activity. This means that there aresecondary activities including construction activities. The coefficient of GFCF in thetotal of output was obtained by subtracting from output the component not defined asinvestment. This coefficient of construction activity compared with total activity’svalue of these enterprises is about 89 % percent.5.10.2.2 Machinery and equipmentMachinery and equipment are estimated with a commodity flow method:GFCF (Mach & Equip.)= Imports + Domestic production – Exports +estimated trade marginsImport and export of machinery and equipment are provided by the foreign tradesector of INSTAT, by NACE classification. Some proportions (by expert method)were decided in order to estimate the value of imported machinery and equipmentthat goes to GFCF. The calculations are made at level 4 of NACE, and then areaggregated at level 2 of NACE.In a survey of administrative sources on trade margins, a coefficient of the trademargins equaling 8.5 % was used. Trade margins are applied to the producer’s valuefrom Net imports and domestic production.97/236
