The main items are the use ofcompany cars for private purposes and free or subsidized accommodation or meals.For the moment, no estimates are available on this issue.Consumption expenditure by Albanian resident households can take place either inAlbania or the rest of the world. The consumption expenditure which takes place inthe rest of the world is regarded as an import of services to Albania.Correspondingly, consumption expenditure in e Albania by household residents inthe rest of the world is regarded as an Albanian export of services in the nationalaccounts. Thus, total final consumption expenditure in Albania by all households hasto have imports of added services and deducted exports in order to arrive at Albanianhousehold final consumption expenditure for the national accounts.In 2006 calculations no adjustments are made in order to shift from Domestic toNational concepts.5.8 NPISH Final Consumption ExpenditureAccording to the Albanian law, Non-profit Institutions are associations, foundationsand centers, activity of which is developed independently.These units mostly perform services to households and are not under governmentcontrol and financing. Sources of revenues mostly come from voluntarycontributions and membership fees. Also, these units can partly perform marketactivities by selling goods and services. Therefore, NPISH final consumptionexpenditure equals the output by the cost approach less any market and similarrevenue (market output and other non-market output).In 2006, NPISH Final Consumption Expenditure is estimated at 1,371 million LEK,in a 0.2 % of GDP.Main data source is a special questionnaire worked out for NPISHs in 1998.Following this period a survey on NPISHs has not been carried out. IPA 2009 Multi-beneficiary StatisticalCooperation ProgrammeIt is necessary to create a new special questionnaire, to take the new data on differentindicators, for all actors of NPISHs, and to re-estimate them.5.9 Government final consumption expenditureGovernment final consumption expenditure in Albanian National Accounts isestimated at 89.411 million LEK in 2006, or 10.1 per cent of GDP.The detailed figures of general government final consumption expenditure are shownbelow:43Table 5.4:General government final consumption expenditure,In Million LEK2006Public Administration 51,165Education 24,465Health 13,782GG final consumptionexpenditure 89,411The source used to estimate government final consumption expenditure is the AnnualStatement of Government taken from the Ministry of Finance. This means all generalgovernment units are covered.Data for output measured in terms of costs of production - are available from itemsby type on the cost side of the government accounts. Government expenses(expenditure side of the government accounts) are coded by type (kind oftransaction), by industry, by sector and by COFOG.Final consumption of general government is valued as the sum of the costs incurredto produce those individual and collective services; it is equal to the differencebetween the output of general government and the value of the residual sales.So far, only the total of residual sales was identified; no breakdown was made.Consumption of fixed capital is added to the output. It is taken from the AnnualFinancial Statement of Public Institutions (budgetary), provided by Ministry ofFinance, Department of Accounts, respectively from Table no. 7 (Consumption offixed Capital). It is necessary to underline that this Department doesn’t make therecapitulation of Annual Statement of Public Institutions on a yearly basis.The following table provides the data for CFC based on the sources of the Ministryof Finance:93/236
