IPA 2009 Multi-beneficiary StatisticalCooperation Programmeand the second HBS, in 2000, covered Tirana and other urban areas, with 5,389households. In 2006-2007, HBS was conducted in a national coverage.Gross Fixed Capital Formation, General Government and NPISH final consumptionexpenditure are covered almost by the same data sources as GDP by the productionapproach.Exports and imports of goods and services are estimated according to customsstatement data and data of the balance of payments, prepared by the Bank of Albania.Data sources and their use are described in detail in individual chapters ofexpenditure components.5.1.1 Household final consumption expenditure (HFCE).Households are defined in parag. 2.75 of ESA95. Final consumption expenditure ofhouseholds is primarily made up of goods and services purchased in the market butalso includes consumption of household production for own final use, such as theservices of owner-occupied dwellings, and goods or services received as income inkind. It does not include social transfers in kind, intermediate consumption or grosscapital formation, acquisitions of non-produced assets, payments to NPISHs, taxesother than taxes on products, or voluntary transfers (see parag 3.76-3.77 of ESA95)Data sources are very limited for household consumption in Albanian NationalAccounts. Household Budget Survey (HBS), based on COICOP classification, wasconducted in 2006-2007 for the first time with national coverage (previous surveyscovered only urban areas or only Tirana) and seems to have followed good surveypractice. But this data is not used for the 2006 calculations. Household consumptionpublished for the 2006 is based on 2005 data, by extrapolating them with the growthrate of services to households.5.1.2 NPISH final consumption expenditureThere is a law in Albanian Republic, No. 8788, dated 7.5.2001, for Non-profitInstitutions. This law establishes the rules for foundation, registration, operation,organization and activity of non-profit organizations, which pursue the purposes andpublic interest.By this law, Non-profit Institutions are associations, foundations and centers, activityof which is developed independently and without being influenced by the state.Main data source of this component is a survey prepared in 1998. The sources andmethods of calculating NPISH final consumption expenditure are explained inparagraph 5.8.86/236
IPA 2009 Multi-beneficiary StatisticalCooperation Programme5.1.3 General government final consumption expenditureThe calculation of General Government Final consumption expenditures are derivedfrom the Production Account, for which the main data sources are expenditures andrevenues taken from the Ministry of Finance.5.1.4 Gross fixed capital formationGross fixed capital formation (GFCF) consists of expenditure on machinery andequipment, construction and other capital products. Different data sources are usedfor annual estimates of GFCF, such as statistics available at Ministries (Ministry ofAgriculture and Food, Ministry of Public Works), balance sheets, and foreign tradestatistics.Gross fixed capital formation is valued at purchaser’s price.This component of the expenditure GDP is outlined in paragraph 5.105.1.5 Changes in inventoriesAt present, independent estimates on the change in inventories are not available, butChanges in Inventories are published together with the statistical discrepancies.5.1.6 Acquisitions less disposals of valuablesNo estimation is available at the moment, for the Acquisitions less disposals ofvaluables.5.1.7 Exports and imports of goodsPrinciple data sources for exports and imports of goods are external trade statisticsaccording to the customs statements together with the coverage adjustments in BoPdata prepared by the Bank of Albania. BoP systematically summarizes the economictransactions of a country with the other neighboring countries, for a certain period oftime.5.1.8 Exports and imports of servicesPrinciple data sources for exports and imports of services are external trade statisticsaccording to the customs statements together with the coverage adjustments in BoPdata prepared by Albanian Central Bank.BoP, systematically summarizes, the economic transactions of a country with theother neighboring countries, for a certain period of time.In Albanian Balance of Payment, data are available for Exports of goods and services(P.6 in ESA95) and Imports of goods and services (P.7 in ESA95).
