All theseinstitutions make annual accounting statements, but they are directly delivered to theMinistry of Finance, and are used only for the purpose of the ministry like internaldata, not for outsider of the Ministry of Finance.The main source of the data used by national accounts is the structure of theexpenditure by the Ministry of Finance (budget database). This structure is availablein monthly interval period and the data are available in the official web site of thisministry. The structure is mainly based on the government accounting system. Eachexpense is detailed into every element from the institute to the main reason of thisexpenditure.The actual data are based on cash basis. The accrual base, even though morepreferred, is not yet available76/236

Priorto 1991, the administration of education at all levels was prescribed nationally inconjunction with economic planning. At present, the staffing, management,financing, building and up-keeping of schools remain to a large extent the domain ofcentral authorities or their district-level branches. Private education has recently beenintroduced. For the private sector therewas coved by the IPA 2008 project (Chapter 24). The depreciation of the privateeducation is defined by using the data from the annual accounting statements(consumption of fixed capital account) that are detailed for each institutional level.These values are adjusted with the value of public sector summed together.Total value added of this branch is estimated at 24 679 million LEK in 200677/236
