IPA 2009 Multi-beneficiary StatisticalCooperation ProgrammeImputed rent is estimated by multiplying the average of square meter of dwellingwith number of dwelling and multiplying again with average price for square meterpaid by renter, for each type (owner or renter) and for each stratum.Total output of this industry is estimated at 66 002 million LEK in 20063.17.1.1.4 Intermediate consumption in data sources, corrections and adjustmentsThe value of intermediate consumption is estimated at 19.048 Million LEK andconceptual corrections of intermediate consumption for rent are calculated by usingthe ratio of 29 percent (decided by foreign expert in the framework of IMF project)to the total value of output for imputed rent and rent paid by households.3.17.1.2 Business activities3.17.1.2.1 Data sources and methodsFor business activities and government producers (research and developmentinstitutions), data sources are the same as for other branches (annual accountstatements, annual business structure business, VAT file)Gross valued added of this branch in 2006 is estimated at 29 157 million LEK or3.67 percent of the total of gross value added.3.17.1.2.2 Output in data sources, corrections and adjustmentsConceptual output corrections for business activities are standard as for otherbranches. In business activities exhaustiveness adjustment are significant particularlyfor a large number of small enterprises.Total output of this industry is estimated at 54 640 million LEK in 20063.17.1.2.3 Intermediate consumption in data sources, corrections and adjustmentsIntermediate consumption conceptual corrections are standard and the same as forother industries. Exhaustiveness adjustments are necessary for coverage of nonsurveyedenterprises, misreporting and underreporting. The final value ofintermediate consumption is thus estimated at 25 483 million LEK in 2006.74/236

IPA 2009 Multi-beneficiary StatisticalCooperation Programme3.18 Public administration and defense; compulsory social security (L)3.18.1 IntroductionThe Government in Albanian Approach is divided into two parts: Centralgovernment and Local government.This is mainly an institutional division of the General Government and in practicehas no large impact on measurement of figures.6The general government is the main structure of the government. It is made ofimportant institutions (Ministry of Finance, Ministry of Defense etc) otherinstitutions like (Hospitals, Universities, etc.) or even other institutions (like charityfond, libraries etc).The Central Government includes the non-market institutions,since they provide a lot of services to the final consumer (to the household or to thegovernment itself) with less that 50 percent of the market price.The Ministry of Finance usually uses the data about the general government and theirstatistics are focused on this part of the data. It is a future plan to implement the localdata in a separated way. This data could be used just as reference of the original datawe receive (to have a reference to double check the original data).The Local Government is made from the institutions at a local level.
