As in other countriesin transition also in Albania the dwellings were very quickly included in the72/236

Therefore an estimation of the imputed rent was needed. The first estimatesof imputed rent (rent considered as being paid by the owners of dwellings) are basedon the data of stock of dwellings and estimates of the rent paid per square meter.The value of the imputed rent for 2006, is 58 611 million LEK.Almost of the total gross value added of this branch is estimated for housing services(services of owner occupiers). Housing services of owner occupiers is valuedaccording to similar market rental services. As approximately 94 percent ofhouseholds live in own houses and apartments and only 6 percent in rented services.Actual rent covers the rent for publicly-owned dwellings and the rent paid to privateowners who rent dwellings (also some information coming from the CPI compilationwas used).3.17.1.1.2 Data sources and methodsHousing services of owner occupiers (including holiday apartments) are estimated inthe benchmark year 2001 using data from Census of Population and Dwellings innumber of dwellings divided per renter, owner occupant and rent free and by eachdistrict. Also are used data from Household Budget Survey and Living StandardMeasure Survey for rent paid per square meter by renter. For up- dating figures after2001, are using the data from number of building permits for dwellings (squaremeter, number of new apartments and new country house).The data taken into account for the calculation of imputed rent are (year 2001):- number of dwellings inhabited and by owner occupied dwelling dividedby four stratum (coast, mountain, center and Tirana city);- number of dwellings inhabited by renter divided by four stratum (coast,mountain, center and Tirana city);- number of dwellings inhabited by renter on a free basis divided by fourstratum (coast, mountain, center and Tirana city);- average of square meter of dwelling for each stratum- total of rent paid by renterThe cost approach is not used yet for estimation of housing services of owneroccupiers.3.17.1.1.3 Output in data sources, corrections and adjustmentsBased on the data mentioned above firstly it is estimated the average price per squaremeter dividing total of rent paid by renter with the number of dwelling inhabited byrenter and dividing again by average meter square of dwelling (separately for eachstratum).73/236
