IPA 2009 Multi-beneficiary StatisticalCooperation Programmedefinitions (intermediate cost survey, breakdown of output for domestic market andexport, etc.) This improvement has started in 2009 with some changes mentionedbefore and full changes of questionnaire are planned for improvement in 2010.3.3.1 EnterprisesNational accounts produce, on a regular basis, annual estimates of production (valuedadded and GDP) at current prices and at the prices of previous year.The basic approach can be summarized as follows:– The production-side estimates are mainly based on grossing up the enterprisefigures from the surveys using numbers of enterprises. Estimation of laborinput by combining sources from the labor demand side (businesses) anddemographic sources (census of population) or social statistics (livingstandard sample surveys) plays an essential role in producing the estimate ofthe non observed economy;– The aggregates for general government, financial institutions and some publiccorporations are estimated from budgets or balance sheets and from otheradministrative sources;– The main approach used to estimate output for agriculture is "price xquantity";3.3.1.1 OutputFor market producers production is composed of market production and productionfor own final use. Thus, production equals the value of produced goods and servicesin the period. Relevant output categories are shown in the following codes in annualaccounting statements for enterprises:– sales of goods and services on domestic market and export (data are in anaggregate format);– sales of trade goods on domestic market and export (data are in an aggregateformat);– additions to less withdrawals from inventories of finished goods and work-inprogress– value of goods for own final use;– current transfers from general government , subsidies;– purchase value of sold goods for resale36/236
IPA 2009 Multi-beneficiary StatisticalCooperation ProgrammeThe following table shows all steps from accounting data to the final value of outputat basic prices in national accounts. The table shows the compilation process whichis applied to all branches for which gross value added is estimated. In the first step,total output according to the data source is estimated; it equals the total turnover lessthe purchase value of sold goods for resale. Turnover equals the sum of all sales ondomestic market and exports (items 1, 2 and 3 in Table), additions to lesswithdrawals from inventories (item 4), the value of goods for own final use (item 5)and all current transfers from the institutions of general government (item 6).In the next step output at basic prices according to data sources is further adjusted forexhaustiveness which is not shown in companies’ accounts.
