The overall objective of STS is to show thedevelopment of economy in short term period and from methodological aspect toproduce estimates of change over time for the total population of enterprises.Reporting unitsReporting units are companies, enterprises and other organizations.PeriodicityQuarterlyResults availabilityResults are available 90 days after the end of the reference quarter.Sampling frameThe last STS cover only enterprises with at least 10+ employees and the useestimation method “keeping identical enterprises”. The largest enterprises represent70 percent of total annual turnover in the covered activities.The estimation method currently used in the STS-survey is based only on valuesfrom enterprises included in the sample on two consecutive sample occasions.Estimates based on identical enterprises showed only the change for the enterprisesincluded in both sampling, not the change for all enterprises with at least 10employed. To produce estimates showing change over time for all enterprises with atleast 10 employed a better method would be to produce a total for each quarter basedon all enterprises in the sample and then use these totals to produce estimates ofchange over time.The sample frame consists of all active enterprises in the Business Register (BR)classified into the economic activities C,D,E,F,51(exl.51.1),55.1,60.1,61,62,63,64,72and 74.2 with at least 1 employed. Both public and private sector are included.The sampling frame is divided into strata based on economic activity, so-calleddomain strata. Principally the two digit level is used to create these strata. Thestratification is done in order to fulfill the STS regulation.198/236
IPA 2009 Multi-beneficiary StatisticalCooperation ProgrammeMain features of survey methodologyThe main objective of this new survey design was the increase of the degree ofcoverage to include the total population (in covered activities).In this framework, a decision was taken for a pilot survey on fourth quarter 2007.The pilot survey was conducted in parallel regarding this fourth quarter. The regularsurvey started in the first quarter of 2008 (and onwards).The purpose for the pilot survey was:- To analyze the estimates produced by the pilot survey and to comparethem with estimates from the current survey;- To produce a link between the new and old survey design.- A link between the new and old method produced by using the pointestimates regarding the fourth quarter 2007 from the two surveys (pilotand regular).- And to see the feasibility of collection of information from smallenterprises on quarterly basis.- The two activities 72 and 74.2 are not included in pilot surveys.Population and sample sizeThe sample consisted of 2 426 enterprises (excl.72 and 74.20) and the sample size ineach stratum was decided by guidance from Neyman allocation (using number of theemployed as auxiliary information).The information is collected by interviewers through face to face interviews.The survey design in 2008 followed the design of pilot survey of 2007. As regardsthe coverage of problems coming from pilot survey on Construction and Wholesalethe sample is increased for those two activities in 2008, in 2008 the sample totaled(3075 enterprises).The enterprises with 1-4 and 5-9 employees, and all enterprises with 10 and moreemployees are included by sample, based on size class; the enterprises that haverealized less than 5 percent of total turnover on group activities (division, 2 digitlevel by NACE) are excluded from sample.CoverageIndustry, (sections C, D and E, 10-41);Construction (section F, 45);Wholesale trade, (section G, 52.-52.9); Hotels, (section H, 55.1);Transport and Telecommunication, (section I, 60.1; 61.1; 62; 63; 64),Informatics services, (Section K, 72 and Architectural and Civil EngineeringServices, (Section K, 74.20).199/236
