Estimation of regional accountsThe proposal for breakdown of the Albania territory was prepared in relation withRegulation (EC) No 1059/2003 of the European Parliament and of the Council of 26May 2003 on the establishment of a common classification of territorial units forstatistics (NUTS).Regional breakdown of Albania is based on the Act No. 8653 on the formation ofPrefectures as administrative units. These units were become based for regionalpolicy in Albania and there is correspond to regions at level NUTS 3.The Council of Ministers, with act (decision) No. 1037, date 15.12.2010 -On theimplementation of the nomenclature “Albania in 3 (three) regions NUTS II”according to the nomenclature of the territorial units on statistics (NUTS) of theEuropean Union-, determine three statistical regions Level II: Durrës and NorthAlbania; Tirana and Elbasan; South Albania.These 12 approved regions were grouped into 3 non-administrative units as regionsat level NUTS II. Region at level NUTS I is Albania as a whole territory.Number of population for each non-administrative unit at level NUTS II (see annex P)is harmonized with thresholds in Regulation of EP and the Council No. 1059/2003,article 3, which arranged minimum size 800 thousand people and maximum 3million .At present time, INSTAT is working for the experimental estimation of Gross ValueAdded at regional level NUTS II in constant prices and growth rates of RegionalGDP9.3 IPA 2008 Multi-Beneficiary Programme on StatisticsThe IPA 2008 Multi-beneficiary project was initiated in April 2010. IPA 2008follows IPA 2007 and will have follow-up IPA projects (IPA 2009).The general objective of the IPA 2008 is the development of statistics in thecandidate and potential candidate countries from Balkan, including Albania, to theintegration into European Union. Main objectives of IPA 2008 project are:9.3.1. Objectives:Objective 1:Objective 2:• To significant improve the bases of the estimates of GFCF,changes in Inventories, CFC and Value Added of serviceindustries (Financial/insurance; Business services; Education /Health, private sector) and in the Beneficiaries.• This will lead to increase quality and comparability of the NAdata used for a wide range of national and international needs.• To update the description of the sources and methods used tocompile non-financial NA prepared under the IPA 2007 project by126/236
IPA 2009 Multi-beneficiary StatisticalCooperation Programmeincluding the improvements achieved during the current projectand extending, where appropriate, the description for the NA areascovered under the pilot project.It is important to stress that in the field of National Accounts, an important part of theIPA National project were similar with the objectives of IPA 2008 Multi-beneficiaryprogramme on statistics. Taking into accounts this fact, the activities of the IPA 2008Multi-beneficiary programme were defined in the way to avoid the overlap betweenthe two projects and to create the premises for the improvement of NationalAccounts estimations in Albania using the opportunities offered by the two projects.The outline project plan in the field of Albanian national accounts for improvementin conceptual harmonization with ESA 95 is summarized as follow:9.3.2. Improve the estimation of production, intermediate consumption andgross value added for education and health in private sector for the year 2009.In order to improve the GVA in services, this activity is focused to the estimation ofthe production, intermediate consumption and GVA for private units in health andeducation activities starting from the year 2008. The coverage of the available datasources to the total population of Units for Private Health and Education were takeninto account. The integration of this data sources into a final estimation were donetaking into account the structure followed by the production sector. This data wereused to extrapolate GVA, IC and Output following the production sectormethodology. The first draft evaluation was used to revise the final data for 2008 andthe semi-final data for 2009.Main steps undertaken on this activity are:9.3.2.1 Identification of data sources and units belonging to NACE 80 and 85,private sector.Main data sources used for the estimation of Private Health and Education:- SBS data ( Education and Health are not covered into SBS)- Balance sheets/Mini - Balance Sheets : Annual Balance data (Source TaxAuthorities)- Retrievable information:- Evaluation of Output ,IC ,VADD- Evaluation of Turnover, Wages- Size, Region and Nace 4- VAT declarations : Data are Monthly (Source Tax Authorities)- Retrievable information:- Total Turnover for Economy- No time stamp regulated- Size, Region and Nace 4127/236
