Elaboration of institutional sectors accountsIn the sector accounts, institutional sectors are distinguished not in terms of thenature of their production activity (such as agriculture, industry, services etc) butrather in terms primarily of the institutional form of the units that make them up.Thus companies, whether engaged in commercial non-financial or financialbusiness, are grouped in a different sector from households, even though the latterare in many cases also engaged in commercial production, and from governmentor other non-market producers such as voluntary agencies.Actually, Albania doesn’t compile Sector Accounts. So, in order to improve thenational accounts, IPA Project 2007 has foreseen several objectives, in the frameof general strategy and within the requirements of the topic 2:01 “Annual NationalAccounts” of EUROSTAT Statistical Requirements Compendium and otherrelevant modules. One of the objectives of the project IPA-2007, NationalAccounts component, consists on the development of institutional sectorsaccounts in Albania (in accordance with ESA 95), by elaborating the productionand generation of income accounts for financial (S12), non-financial (S11),households (S14), non-profit organizations serving households (S15) and fullSequence of Accounts for the government sector (S13), with full observance ofaccounting principle applied in the System of National Accounts (SNA-93) andEuropean System of Accounts (ESA-95).In this framework, main results obtained for this activity are: Classification of the economic units into institutional sectors based onESA 95 requirements. The first activity for the implementation of theinstitutional sectors accounts is represented by grouping the units from alleconomy in the defined 6 sectors. The first classification will be improvedbased on Enterprise census results. Analyzing of available administrative and statistical data sourcesnecessary for institutional sector accounts; The first classification of the government revenues in order to estimatetaxes on products and taxes on production carried out; Government Market output identified and estimated for the years 2008 and2009; Detailed analysis of financial indicators necessary for the estimation ofFinancial Intermediation Services Indirect Measured (FISIM) and for theestimation of the intermediate consumption.
