IPA 2009 Multi-beneficiary StatisticalCooperation ProgrammePart A:Annual National Accounts at current pricesCHAPTER 1: STATISTICAL SYSTEM AND ARCHITECTURE OF NA1.1 Institutional frameworkINSTAT is the most important agency for the collection of Albanian macro economicstatistics. INSTAT undertakes most of the data collection and compilation, with the mainexceptions being that balance of payments (Bop), banking sector data is the responsibilityof the Bank of Albania (BOA), and government statistics is collected by the Ministry ofFinances (MOF) and agricultural statistics are collected by the Ministry of Agriculture andFood (MAF).Following the IMF recommendations, the Council of Statistics was created in 1999 for thepurposes of ensuring a good co-operation among the agencies. In the second meeting of theCouncil of Statistics it was adopted the decision of setting up a sub-committee for NA withrepresentatives from the main agencies which provide INSTAT with inputs for nationalaccounts: BOA, MOF, Ministry of Agriculture and Food, Ministry of Public Economy andPrivatization, Ministry of Public Work, Ministry of Transport.INSTAT has at its disposal the following instruments to plan, direct and monitor statisticalactivities in the country: the Law on Official Statistics the five-year Programme of Statistics the five-year Strategic Plan of INSTAT one-year operational Plan of INSTAT one-year Budget Plan of INSTAT quarterly progress reports on implementation of the Programme of Statistics Memorandums of Understanding between INSTAT and main counterpartsThe law on Official Statistics represents the foundation of the statistical system in thecountry. The Law was adopted on 5 February 2004 (N° 9180). The scope of the Law is toestablish the legal framework for the collection, organization, production anddissemination of official statistics in Albania. The Law on Official Statistics defines thestatus of the Programme of Official Statistics and the role and tasks of central statisticalbodies in the country. It is quite comprehensive and modern and lays a strong foundationfor the operation of the Statistical Institute in Albania.According to the Law on Official Statistics INSTAT is responsible to draft and ensure theimplementation of the Programme of Official Statistics. Article 6 of the Law states asfollows:“The Programme shall cover the statistical information necessary for the observation ofthe economic, social and environmental situation in the Republic of Albania, focusing onthe phenomena which are essential for decision makers and respecting citizens’ right toofficial data. To realize the Programme it is necessary to take into consideration therelation between the costs and burdens on one hand and the benefits on the other hand.”12/236
IPA 2009 Multi-beneficiary StatisticalCooperation ProgrammeThe Programme of Official Statistics in force covers five years (2006 - 2011) and it hasbeen approved on January 31st 2008 by the Parliament upon the proposal of the StatisticalCouncil. INSTAT is responsible for proposing the Programme to the Statistical Council.The Programme includes central information on the development and production ofOfficial Statistics in Albania, e.g. descriptions of the main statistics and indicators institutions responsible for producing and disseminating results classifications adopted (regional) level at which the statistics and indicators are available frequency with which the statistics and indicators are available year when the statistics and indicators will be disseminated list of sources used to produce the statistics and indicatorsThe Programme of Official Statistics includes a general estimate of the annual operatingcosts of the Institute of Statistics for the years covered by the Programme. It does notinclude estimated costs of other statistical agencies (other authorities) which are specifiedin the Programme as authorized entities to undertake activities to produce official statistics.The Article 8 of the Law on Official Statistics states that INSTAT shall seek to concludeMemoranda of Understanding (MoU) with all Statistical Agencies and with holders ofadministrative records that are used in the production of the Programme of OfficialStatistics covering business arrangements and mutual obligations.INSTAT has undertaken some expansion and recruitments for a number of additionalpositions. This includes the implementation of restructuring at the top level, involving thecreation of five Directors’ positions reporting to the Director-General – including one fornational accounts, upgrading National Accounts from a Sector to a Directorate. TheNational Accounts Directorate (NAD) was also reorganized to follow the structurerecommended by the project of Technical Assistance from IMF, creating Annual Accounts,Quarterly Accounts and Development Sectors.Organizational chart of statistical body is given in Annex AThis institutional organization has been available since June 20th 20081.2 Approaches usedThe estimates of GDP are produced using a system of statistical sources and administrativedata which are mainly based on the concepts and framework of the SNA93 and consistentwith ESA95. The work is carried out in detail to the fullest extent possible, both to ensureproper reliability of the estimates and to provide a sufficiently detailed breakdown toreflect trends in the various sectors. Time series are available from 1996 onwards.The NAD produce, on a regular basis, annual estimates of production (value added andGDP) and expenditure approaches at current prices and at the prices of previous year.
