IPA 2009 Multi-beneficiary StatisticalCooperation Programme9.2 Improvements of sources and methodologies in National Accounts duringIPA 2007 projectINSTAT compiles and disseminates annual National Accounts aggregates basedon the European System of Accounts ( ESA95) which is the EU version of theworld level System of National Accounts of the United Nations (1993 SNA). Themost recent publication covers the years 1996 – 2008. Gross Domestic Product(GDP) and its components are estimated for the total economy by the productionand the expenditure approach at current and constant prices.Revisions to statistical information are an essential bridge between the timelinessand accuracy of data. Revisions reflect the availability of new information as wellas efforts to improve methodologies. In this framework, from March 2010,Institute of Statistics (INSTAT) is assisted from IPA 2007 National Project“Support for the alignment of the Albanian statistics with EU standards” and oneof the components is “National Accounts”. Main objectives foreseen in order toimprove and extend the national accounts, in the frame of general strategy andwithin the requirements of the topic 2:01 “Annual National Accounts” ofEUROSTAT Statistical Requirements Compendium and other relevant modules,are:‣ The implementation of new national accounts domains as institutionalsectors accounts,‣ Supply and Use Tables (SUT-s),‣ Regional Gross Value Added (GVA),‣ quarterly GDP by expenditure side,‣ the improvement of annual and quarterly estimation of GDP‣ Non-Observed Economy (NOE).In the framework of this project, main actions taken to improve national accounts(see Annex J) are:9.2.1. Improving the statistical sources and methodology for annual NationalAccounts estimations.9.2.1.1 Improvement of the sources.During this project are improved the statistical and administrative data sources.The major improvements accorded in the below mentioned subjects:9.2.1.1.1 Statistical Data sourcesThe main statistical data sources used in national account is the StructuralBusiness Survey (SBS). It provides information useful for annual GDP by118/236
IPA 2009 Multi-beneficiary StatisticalCooperation Programmeproduction and expenditure approaches, for SUT-s elements, for Non-ObservedEconomy and for regional GVA estimations. Due to this fact, improvements havebeen done in order to make possible estimation of:• Production, intermediate consumption and GVA for non-financial units;• Full-time equivalent employment• GFCF in line with the methodological requirements of ESA95,which means toinclude the intangible assets, the major repairs and the investments from ownaccountproduction;• Structure of the intermediate consumption necessary for the SUT-scalculation;• Regional accounts estimations;• Consumption of Fixed capital (CFC) by implement the PIMProposals have been included in the SBS questionnaire for the year 2009 and2010. (See Annex Q.)SBS has been improved also in the coverage, by including the private health andeducation services and by collecting the necessary indicators for the nationalaccounts estimations.Another useful data sources for national accounts development is the representedEnterprise census 2010. Several economic indicators for the year 2009 wereincluded in the census questionnaire from which it could be mention: number oflocal units, number of employed persons at local units and the main activity;indicators of production and intermediate consumption about the enterprises andespecially for NPISH; elements of GFCF for all the units.The results of the census will be useful to:• improve of institutional sectors classification, including the non-profit units;• estimate the production, intermediate consumption, GVA, investments andchange in inventory based on direct and complete data of enterprises;• estimate the final consumption of the Non-profit institutions servinghouseholds (NPISH) for the year 2009 and build up an estimation method forthe following years;• Estimate the regional accounts based on local units data.The enterprise census results will be used to build up a benchmark method for theestimation of same components of national accounts.119/236
