PREFACEThe <strong>Tiger</strong> represents many things to <strong>Myanmar</strong> people and to the Union of <strong>Myanmar</strong> and it’snatural wilderness. It is a national symbol for the country, a flagship for conservation, anindicator of intact and healthy forest ecosystems, and a keystone species upon which otherbiodiversity and the forest itself are dependent. Despite their importance, the status of<strong>Myanmar</strong>’s tiger population was uncertain for many years due to poaching for the trade inTraditional Chinese Medicine (TCM), hunting of their prey species, and forest clearance tomeet human needs at the expense of wildlife. In the absence of detailed knowledge aboutwhere tigers live and how they are threatened in those places, plans to conserve the specieswere thwarted.In 1999, the <strong>Myanmar</strong> Forest Department commissioned a study to determine the currentstatus and distribution of tigers, and formulate an updated national strategy for their futuremanagement and conservation. This document “A National <strong>Tiger</strong> Action Plan for the Unionof <strong>Myanmar</strong>” is the end product of a three-year program conducted jointly by the <strong>Myanmar</strong>Forest Department and the Wildlife Conservation Society with funding from the US NationalFish and Wildlife Foundation and ExxonMobile’s “Save The <strong>Tiger</strong> Fund”. I am pleased tosay that the program has gone well beyond my expectations. The Plan details what isneeded to save <strong>Myanmar</strong>’s tigers from extinction and so provides a valuable prospectus forfuture conservation.
