Vice-Chancellor’s Orders dated 22-11-2010.*****I am by direction of the Vice-Chancellor to inform that new system of releasing Entitlementamounts in place of the existing system of releasing advance amounts to the colleges to meet theexpenditure for the conduct of external practical Examinations (except English CBT Practicals) ofUniversity is introduced for UG Courses i.e., B.A./B.Com./B.Sc./B.C.A./B.Sc.(ASLP) with effectfrom the practical examinations of 2010-11 academic year (February/March, 2011 PracticalExaminations) and onwards. The following are the guidelines and procedures for implementation ofthe new Entitlement System for practical examinations expenditure.1. The new system of entitlement for the conduct of external practical exams by the colleges isapplicable to the U.G Courses only i.e., B.A./B.Com./B.Sc./B.C.A./B.Sc.(ASLP) w.e.f. theacademic year 2010-2011 i.e., from February/ March, 2011 examinations and onwards.2. Under this new system, the practical examination fee paid by the students is shared between theColleges and the University in the ratio shown below to facilitate its implementation:a. 60% of the fee collected from the candidates towards practical examinations (except forEnglish CBT practicals) is released to the Degree colleges as entitlement amount to meetall components of expenses for the conduct of external practical exams.b. 40% of the fee collected from the candidates towards practical examinations (except forEnglish CBT practicals) is retained with the University to meet the expenses to beincurred by the University for the conduct of external practical exams like printing ofanswer booklets, printing of OMR practical awards, scanning and verification etc.


3. (i). The columns for examination fee paid by each student with break-up for examination feepaid for ‘Theory’ ‘Practical’ and ‘Total fee paid’ are introduced in the nominal rolls /galliesof Degree Examinations from March/April 2011 as per the format shown below to enable theCollege to claim 60% entitlement amount in the practical examination fee remitted(excluding fee for CBT English practicals) and the University to verify income and processfor payment of entitlement amount.Sl.No.Name ofthe StudentNominalRollColumnsWrittenExam(Theory)Fee (Rs.)Exam Fee PaidPractical EnglishExam Fee CBT(other than ExamEnglish CBT FeeExam Fee) (Rs.)(Rs.)TotalFeePaid(Rs.)TOTAL(ii) The Additional Controller of Examinations, ANU is entrusted with the work ofincorporating above fee related columns in the nominal rolls of Degree Colleges andensuring that the data is filled up by the Colleges.4. The Coordinator (UG Exams), ANU is entrusted with the work of processing and obtainingfinancial sanction from competent authority for the proposals received from Degree Colleges forreleasing entitlement amounts to them for conducting Degree Practical Examinations byobtaining data from the Additional Controller of Examinations regarding practical examinationfee (excluding English CBT practicals fee) remitted by the Colleges. The Additional Controllerof Examinations has to countersign the file.5. Wherever, entitlement amount is not claimed by the colleges prior to the commencement of thepractical examinations, the same will be released as and when claimed by them after dueverification of fee paid.6. In case of colleges where students of other colleges are allotted examination centre for practicalexaminations, the entitlement amount pertaining to such colleges will be paid to the collegehaving examination centre.7. The existing rates of remuneration for the conduct of external practical examinations should befollowed by the colleges to meet the expenses for the conduct of external practical exams. Thecomponents of expenditure are Chief Superintendent’s remuneration, TA/DA to externalexaminers, remuneration to external/ internal examiners, remuneration to skilled assistants /nonteachingstaff and material charges. Besides these items, new provision is made for payment of‘postal charges’ for dispatching letters to external examiners and practical award lists to theUniversity subject to a maximum of Rs. 100/- for all practical examinations put together and for


Examinations Account of the University. Ms. No.129, Finance (TA) Dept., dated 17-04-2010.(b) Teachers who are drawing Scale of Pay of Asst. Professor i.e., Rs.15600 – 39100 + AGPRs.6000 be paid Grade –II DA of Rs.200/-.(c) Teachers working in unaided posts but are drawing UGC Scales of pay be also paid Grade-I/Grade –II DA as per their Scale of Pay on submission of certificate of scale of pay from thePrincipal/Secretary and Correspondent of the College.(d) Teachers in aided posts with State Scales are eligible for Grade-I or Grade-II DA as per Clause3.1 of G.O.Ms. No. 129, Finance (TA) Dept., dated 17-04-2010.(e) Teachers working in unaided posts who are not drawing in a scale of pay be paid Grade-III DAof Rs.150/-.(f) Only the Pay Scale attached to the post/s will be taken into consideration for determination ofGrade of D.A.(g) The period of absence from the headquarters of an employee for purpose of regulating dailyallowance shall be as indicated below irrespective of the mode of travel.(i) A day should be reckoned as to cover 24 hours of absence from the headquarters commencingfrom the time the Officer leaves the headquarters. For every 24 hours of absence fromheadquarters one daily allowance is admissible.(ii) For any fraction of 24 hours of absence the rates of Daily Allowance shall be as follows:a) Absence of 12 hours and more : 1 Daily Allowanceb) Absence of 6 hours and more : ½ Daily Allowance(but up to maximum of 12 hours)c) Absence of less than six hours : No Daily Allowance(iii) External Examiners coming from beyond 50kms from the outskirts of the town who are inthe UGC scale of pay of Rs.15600-39100+AGP Rs.6000 and above are eligible to travel by3 rd AC or equivalent class, if the higher class train facility available, otherwise bus fare willbe paid.(iv) Teachers in aided posts in State Scales of Rs.13660-38570 and above are also eligible totravel by 3 rd AC or equivalent class.(v) All other External Examiners coming from beyond 50 kms distance are eligible for 2 nd classtrain fare or bus fare only.


(vi) Higher class fare shall be paid only if such higher class journey is available for the said routeand stations claimed. Whenever higher class train facility is not available for a given route/sector, second class train fare or bus fare, as the case may be, shall be paid.
