Resident’s <strong>Parking</strong> <strong>Permit</strong> Guidance NotesPlease detach and keep for your referenceChanges have recently been made to this permit scheme, so please read these notescarefullyGENERALOnly residents living within a Controlled <strong>Parking</strong> Zone are entitled to a permit for that zone, in accordance with theTraffic Regulation Order.Each question on the application form should be completed and fully answered.DURATION<strong>Permit</strong>s are normally issued for a period of 12 months – commencing 1st October to 30th September. <strong>Permit</strong>s issuedduring the year will be for the balance of the period to 30th September.COSTThe current 12 month charge for a resident’s parking permit is £50 for a single permit and £75 for a second permit;please refer to PERMIT ELIGIBILITY / VALIDITY below. If you do not have any off-street parking then the property is entitled to apply for up to two resident’s permits –the cost of the first permit is £50, the second permit £75 for a 12 month period. If there is one off street spaceavailable, the entitlement is one permit. If there are two or more off street spaces available, there is no entitlement toan on-street permit.A permit does not give the holder a right to park outside their home or guarantee that any parking space will beavailable.<strong>Permit</strong>s are only valid for the vehicle for which they are issued. If you change your vehicle, even for a short time, youmust contact <strong>Parking</strong> Services to arrange a new permit or dispensation.<strong>Permit</strong>s are only valid until the expiry date shown. Vehicles with out of date permits may be issued a penalty notice.<strong>Parking</strong> Services aims to send reminder notices to all permit holders shortly before they expire. However it remainsthe keeper’s responsibility to ensure there is a valid permit, clearly displayed.Page 5 of 7


ADDRESS TO SEND APPLICATIONS<strong>Application</strong> forms, together with the appropriate fee and proofs of residence and vehicle ownership must be eitherreturned by post or taken to <strong>Surrey</strong> <strong>Heath</strong> <strong>Borough</strong> Council, Knoll Road, Camberley, <strong>Surrey</strong>, GU15 3HD. Openinghours are 8.30am to 5.30pm, Monday to Thursday and Friday 8.30am to 5.00pm (excluding Bank Holidays).WHERE TO DISPLAYEach new permit will be issued together with a protective cover which should be affixed to the inside of your vehicle’swindscreen on the nearside. The permit must be displayed on the vehicle to which it relates in such a way that theparticulars are readily visible from the front or nearside of the vehicle.WHERE TO USEThe residents parking permit will be issued to the vehicle and will display the vehicle registration number, the name ofthe road where you are entitled to park. The residents parking permit will only be valid when the vehicle is completelyparked within the clearly marked parking places. A permit does not give any concession to park on yellow lines orother restrictions.REFUNDSA permit holder who surrenders a permit to the Council after the permit has become valid is entitled to a pro ratarefund for the remaining full months of the permit. A £15 administration charge for this applies.LOST PERMITSIf a permit is lost, destroyed, damaged or stolen, the permit holder must notify <strong>Parking</strong> Services immediately, so thatan application for a duplicate permit can be made. A £15 administration charge for this applies.CHANGE OF VEHICLEA new permit must be obtained in the event of a change of vehicle. Please complete a new application form availablefrom <strong>Parking</strong> Services at <strong>Surrey</strong> <strong>Heath</strong> <strong>Borough</strong> Council on 01276 707174 or online at www.surreyheath.gov.uk Thenormal evidence of ownership will be required (although not the evidence of residence) and the new permit will havethe same expiry date as the old one. A £15 administration charge for this appliesWHAT HAPPENS IF A CONTRACTOR OR TRADESMAN IS VISITING THE PROPERTY?Contractors and tradesmen are responsible for ensuring that they park in accordance with the parking restrictionswithin that road. A contractor with an appointment during the Controlled <strong>Parking</strong> Zone hours of 8:30am to 6:00pmMonday to Saturday should contact <strong>Parking</strong> Services at <strong>Surrey</strong> <strong>Heath</strong> <strong>Borough</strong> Council on 01276 28561 to requestauthorisation to park.WHEN WILL I RECEIVE THE PERMIT?Once an application form and payment has been received it will be verified and processed by <strong>Parking</strong> Services.Please allow 14 days for the delivery of your permit. DEFINITION OF ‘RESIDENT’To qualify for a resident’s parking permit, the address provided in your application form must be your ‘usual place ofabode’. The council must be satisfied that an applicant is a genuine resident and resides at the property for at least 4days a week.FRAUDOn-street parking is a scarce resource, and the Council has a responsibility to ensure that only genuine local residentsobtain permits. To that end, the Council takes very seriously any case where someone dishonestly obtains or attemptsto obtain a permit to which they are not entitled.Regular checks are made to protect against permits being obtained dishonestly, including by false statements orforgery, and the Council will consider legal action, which may include criminal prosecution, in cases where it appearsthis has happened.CONTRAVENTIONSIt is a contravention of the relevant Traffic Regulatory Order to park (without proper cause) in a resident’s bay withoutdisplaying a valid permit, even if an application has been made to the Council.
