Workshop on Economic Instruments of WaterResource Management, January 9 – 10, 2009Economic Instruments of Water ResourceManagement: Recent DevelopmentsThis educational workshop was organised to introducecurrently available economic instruments for watermanagement, for the benefit of mid-career academics,administrators, and young researchers engaged in waterresource development and research. IGIDR invitedsome leading international and national experts fromadministration, economics, engineering and law tointroduce current developments in specific topics.Their presentations were followed by questions andclarifications. The beneficiaries were invitedparticipants selected through advertisement. The firstsession of the workshop had three speakers introducingcurrent economic instruments of irrigation, drinkingwater, and flood management. The second session hadfour presentations viz. on (i) virtual water trade, (ii)equity measurement, (iii) water law and rights, and (iv)efficiency issues of participatory management. As afollow-up measure, the presentations have been hostedon the IGIDR conference website. The workshop wasconvened by Dr. Nirmal Sengupta, Dr. Vijay LaxmiPandey, Dr. P.G. Babu and Dr. Sripad Motiram.III. Capacity Building for Kabul UniversityLecturersIGIDR organised two research capacity developmentprogrammes for Lecturers of Kabul University incollaboration with the Centre for Policy and HumanDevelopment of Kabul University, Afghanistan; thefirst from March 31 to April 12, 2008, and the secondfrom March 15 to 28, 2009. The first batch consistedof 20 participant lecturers while the second had 12lecturers, both male and female participants, from avariety of subject disciplines. Both the programmeswere supported by United Nations DevelopmentProgramme (UNDP), Kabul. The objective of theprogrammes was to strengthen research capacity inSocial Sciences and promote human developmentresearch and evidence-based human developmentpolicy recommendations in Afghanistan, and buildnational capacity to formulate and influence policies,strategies and solutions. The objective was also toenrich human development related data at the nationallevel, including methodologies for data analysis. Boththe programmes were directed and coordinated byProfessor Shovan Ray of IGIDR.IV. Young Scholars’ Programmes supported byUNDP and Planning Commission, June 15 to 18,2008 and November 10 to 22, 2008A series of (six) Young Scholars‘ Programme wasconducted at IGIDR during the three-year period 2007to 2009. The broad subject area was humandevelopment research, which included a range of issuesin economic and social history perspective, researchmethods, education, healthcare, NFHS, population anddemography, environment and natural resources,gender-related deficiencies, human rights, food securityand malnutrition, poverty and inequality, deprivationsbased on MDGs, farmer distress and agriculturalbackwardness, employment, economic growth,development theories, displacements, and data analysisrelated to the above issues. The candidates were drawnfrom applicants in the field of Social Sciences,Humanities, Mathematics and Statistics who hold atleast a Master‘s degree. Recently appointed collegelecturers were also offered places. The Programme wassupported by UNDP/ Planning Commission as part ofIGIDR‘s larger project cooperation agreement withthem. They were intended to build research capacity onaspects of Human Development mentioned above. Thetotal intake in each of the six batches was of the orderof 35-40 participants from different disciplines andfrom all over India, selected from applicants thatnumbered around 300 for each programme batch. Theprogrammes included lectures, discussion groups andindividual research, for which library and otheriv Annual Report 2008-09
Prefaceadvanced facilities were provided by IGIDR. Resourcepersons were drawn from IGIDR faculty and eminentscholar-teachers from all over India. All participantswere expected to give a short presentation and write a2000 word essay on a human development topic oftheir interest. The two programmes per year were heldtypically in June and November of the three years.While this programme fostered capacity for researchamong young academics and enlightenment amongcivil society groups, the well spread outreach activityprovided considerable visibility to the Institute. TheYSP series was directed and coordinated by ProfessorShovan Ray of IGIDR.National and International CollaborationIGIDR has embarked on ambitious programmes ofcollaboration with several universities and institutions(national and international). Among majorcollaborating initiatives are:Erasmus Mundus Masters Programme on Law andEconomics (EMLE) and Erasmus Mundus DoctoralProgram on Law and Economics (EDLE)EMLE is a prestigious international programme towhich 100 students, preferably with a Masters degreeor four years of undergraduate degree in related areas,from all around the world (including India) areadmitted through a rigorous centralized selectionprocess. This prestigious programme has been selectedfor Erasmus Mundus label by the European Union.Several top European Universities such as Universityof Hamburg (Germany), Erasmus UniversityRotterdam (Netherlands), Bologna (Italy), Ghent(Belgium), Vienna (Austria), Université Paul CézanneAix/Marseille 3 at Aix-en-Provence (France), Haifa(Israel), Warsaw (Poland) and IGIDR are partners inthis edition of the program (2010-15). Successfulcandidates are awarded a degree by the consortium andinstitutions where the student undertook the coursework.Erasmus Mundus Doctoral Programme on Law andEconomics (EDLE) has also been selected for theErasmus Mundus label by the European Union.Currently, Erasmus University at Rotterdam, Bolognaand Hamburg are partners and IGIDR is an associatepartner, whereby students could spend six months toone year at IGIDR. The Erasmus Mundus facilitator forthis collaboration has been Dr. P.G. BabuLaw and Economics Training WorkshopIGIDR has been organising intensive trainingprogrammes in Law and Economics from 2003onwards. As part of this, in 2008, under the Asia LinkProgramme on Human Resource Development in Lawand Economics in India and Europe, short coursesrunning for a week each (10 lectures per course) onThe Regulation of Environmental Law, Law andEconomics of Property, Competition and Regulationfrom a Law and Economics Perspective, and CorporateLaw and Economics were taught by European faculty.The co-ordinator for this workshop was Dr. P.G. Babu.Collaborations with Hamburg and BayreuthIGIDR has reaffirmed in 2009 its long standingMemorandum of Understanding with the University ofHamburg which is in force since 2001 forcollaborations in the area of Law and Economics. It hassigned a bilateral agreement with Universities ofAmsterdam and Bayreuth for student exchangeprogrammes whereby IGIDR students could go to theseuniversities for a semester and their students couldcome to IGIDR to take courses; faculty could visit eachother to give block seminars.Collaboration with CSHThe institute signed a Memorandum of Understandingwith the Centre de Sciences Humaines (CSH) in July2008 to collaborate on various academic activities ofmutual interest. The CSH is an autonomous academicinstitution under the dual supervision of the FrenchMinistry of Foreign and European Affairs (MAEE) andthe French National Centre for Scientific Research(CNRS). Fields of study of interest to the CSH in theSocial Sciences include Economics, Political Science,International Relations, International Law, Geography,Demography, Sociology, and Anthropology.Indira Gandhi Institute of Development Researchv
