The next point states that research is needed to become aware of “…howinformation can be effectively managed to meet educational and societal objectives orto explore how information management skills impact on overall school and academicperformance” (ALA, 1989, p. 5). The American Library Association further commentsthat State Departments of Education should be in charge of producing lifelongindependent and self-directed learners (ALA, 1989, p. 5). To accomplish this, teachertraining should include a component that addresses teaching with more problem-based,cooperative activities. This approach teaches students how to access different kinds ofinformation to solve problems. This preparation would include part of the training donewith media specialists. The fourth recommendation is to develop a literate citizenry byusing resource based learning instead of textbook learning. The fifth point to considerwas changing the expectations for teacher training so that teachers are taught how toteach literacy in the new world. Finally, the sixth point was about how literacy concernswill fit into the themes of the White House conference: “The White House conferencethemes of literacy, productivity, and democracy will provide a unique opportunity tofoster public awareness of the importance of information literacy” (ALA, 1989, p. 6). In1989, these recommendations were seen as opportunities to develop informationliteracy.In 1998, the American Association of School Librarians and the Association forEducational Communications and Technologies (1998) developed standards andindicators for what they believed were necessary for information literate students.
