A principal target of SP6 is to promote knowledge, stimulate debate and reach consensus -
Europe wide - on the URBANTRACK concepts, methodologies, tools and recommendations
developed by the project at different stages of definition throughout the entire project duration.
In order to achieve these objectives, two types of networks were put in place, one of operators
managed by UITP, the other of suppliers by UNIFE.
In order to extend the consensus building process beyond the operators who are direct
Consortium members, an URBANTRACK Network of Operators of Metro and Light Rail, led
by UITP, has been created. SP6 is the subproject within URBANTRACK created in order to
manage this Group.
To increase industry involvement, currently limited to one major supplier and a few small-
medium sized companies, an URBANTRACK Network of Industries led by UNIFE, is in the
process of being created.
This Report presents the constitution of the Network of Operators, the results of the starting
meetings, the subcontract as well as the method of work and the status of the working plan to
be developed by the Network during the project lifetime. It also presents the current status of
the Network of Industries (not yet commenced), plans for meetings, proposed constitution,
subcontracting details and work plan for the project’s duration.
0.2. PROBLEMS ENCOUNTERED
The Network of Industries has been delayed due to ongoing discussions over the composition
of the network, cooperation of consortium partners in disseminating information / results and
general issues of competition and confidentiality. No meeting has taken place to date. It is
anticipated that agreement will be reached in the beginning of the third year on the issues
mentioned and the Network will commence with its first meeting in the first quarter of year 3.
0.3. PARTNERS INVOLVED AND THEIR CONTRIBUTION
UITP manages the Network of Operators.
UNIFE leads the Network of Industries.

The Network of operators is managed by UITP. UITP contacted several operators in order to
extend the consensus building process beyond the group of public transport operators who are
directly consortium members, so that numerous smaller and mid sized European operators can
have a say in the process of defining URBANTRACK specifications.
The Network has been constituted during the course of the first 12 months of the project. 15
operators signed a first declaration of participation in the URBANTRACK network of operators
between October and November 2006:
No.- Company- City/Country
- Brno public transport company, Czech Republic
- City of Bergen – Bergen - Norway
- Centro WMPTA – Birmingham - UK
- Eurolum (Veolia Transport), France
The Network of industries is in the process of being established and is managed by UNIFE. It
will be comprised of the four core INNOTRACK infrastructure industry partners (Corus,
Carillion, Voestalpine, Belfour Beatty), EFRTC and other small and medium sized contractors
identified.
The Network of industries is being established to bolster industry involvement in the project,
which is currently limited to one major supplier and several small-medium sized engineering
research and design companies. The network, consisting of track-work contractors, will provide
input into the project and assessment of the practicability of technologies under development. It
will also serve as a link between INNOTRACK and Urban Track projects, fostering cross-
collaboration and pursuing common approaches on specific aspects, including LCC.
Creation of the network was temporarily delayed by the Executive Committee due to concerns
over confidentiality of deliverables and the fact that only two deliverables were due at month
12. The network was approved for commencement in early 2008. Over the course of the next six
months, notice was sent out to the four core INNOTRACK partners, the EFRTC, members of the
UNIFE as well as project partners who were invited to forward the invitation onto prospective
industry participants. A list of interested industries was finalized in July 2008 and a date was
sought for the first meeting.
The first meeting has been delayed due to ongoing discussions over the composition of the
network, cooperation of consortium partners in disseminating information/results and general
issues of competition and confidentiality. It is anticipated that agreement will be reached in the
beginning of the third year (from month 25) on the issues mentioned above and the network
will commence with its first meeting in the first quarter of year 3. A joint network of industries
and operators meeting will follow.

4. WORKPLAN FOR THE MEMBERS OF THE NETWORKS
4.1. THE NETWORK OF OPERATORS
The Network of Operators meets in principle twice a year till the end of the project life and is
expected to give opinions on selected URBANTRACK results and deliverables.
UITP provides logistical and management support to the Network of Operators meetings
including the dissemination of documents, and planning and preparation of the meetings. Each
operator is responsible for their Expert’s travel and hotel arrangements.
Apart from the meetings, the main tool used by the Network of Operators is the
http://ftp://dropbox.urbantrack.eu web space, which has been activated end of 2007 and to
which all Network of Operators and consortium members have access in order to facilitate joint
work on documents in the periods between meetings.
Currently the deliverables are divided as confidential (use inside the Consortium only) or for
public use. However, if the partners declare a deliverable is confidential, they must produce a
non-confidential version for distribution to the network of Operators and Industries.
It has been agreed within the URBANTRACK consortium that a selection of the most relevant
documents and deliverables will be presented to the Network of Operators. As a general rule
information should be provided one month ahead of every meeting the documents to be
discussed and presented to the Network of operators members for comments will be available
using the above mentioned web space.
A selection of the following deliverables will presented to the Network of Operators when
available. The list shown below (subject to further review upon progress) presents documents
that are going to be made available for the Network of Operators.
In addition, members of the Network of Operators might be further asked to provide inputs to
the URBANTRACK work packages/deliverables through questionnaires or through direct
contacts. First questionnaires were sent in April 2007 with a very high rate of replies.

The Network of Industries will meet twice a year until the end of the project life. In addition,
collaboration with the Network of Operators will occur through joint meetings (1 or 2 per year).
The members of the network will discuss and scrutinise selected deliverables in detail, propose
modifications where it is considered necessary and offer advice/assistance to industry partners
as requested.
Meetings will be structured according to the following agenda:
– Brief review of project status
– Presentation of SP abstracts (focussed on technical innovations) by task leaders
– Industry view on technologies/innovations presented and interactive discussion
– Actions and assistance by Industry partners
– Cooperation with Operators
Abstracts are to be written by task leaders (in conjunction with UNIFE) and sent to the network
