FORWARDI am very pleased on behalf of the Ministry of Health, Enugu State government tocommend the Partnership for Transforming Health Systems (PATHS) final report2002-2008 to you.PATHS has been working in the state now for six years and during that period hasbecome a household name and trusted friend for many of us involved in the delivery ofhealth care and even beyond the boundaries of health.PATHS has worked with a number of Health Commissioners and Permanent Secretariesduring its lifetime, all of whom have held the programme in high regard and recognisethat the programme has had a significant impact in changing the face of health care inthe state.It has supported the implementation of the District Health System which has doneso much towards integrating our previously fragmented services and revitalising ourprimary care services. It has supported the development and implementation of theunderpinning systems necessary to make the District Health System work and, workingin partnership with the Health Commodities Procurement project, has brought muchneeded drugs and equipment to our facilities. It has trained well over two thousandhealth care workers, both clinical and non clinical, in an effort to help improve thequality of care provided; all of which has moved the state closer towards achieving theMillennium Development Goals. It has supported the pioneering of ground breakingpractices in Public Private Partnerships by enabling the Government to work hand inhand with communities and the private and faith based sectors.PATHS has done so much that it is difficult to list it all, but the state is extremely gratefuland will long remember PATHS for its unfailing support and efforts.Our sincere thanks go to the Department for International Development (DFID) whofunded the programme; and the staff of the PATHS office who helped make it possible.You will be missed, but we hope that PATHS 2 will continue to support the stategovernment in its efforts towards improving health care for the people of Enugu state.Dr Martin ChukwunweikeCommissioner for HealthState Ministry of Health“Togetherness in Health” the Enugu Experience in Health Sector Reform, 2002-2008 3
