SRNL-STI-2009-00571Rev. 15.1.2.1 Identify Site Conditions that Drive the Need for an Enhancement OptionThere are five site conditions that are necessary for the selection of MNA at a site.Failure to demonstrate the presence of any one of these conditions precludes theselection of MNA and necessitates selection and implementation of an enhancementtechnology that can mitigate the failed criteria. The failed criterion thus becomes thedriver for an enhancement option, i.e., the “enhancement driver” for the site. Users of theITRC EA flowchart should have already completed this step before entering the PSVEdecision process. However, for the purposes of continuity, the five questions that helpevaluate the suitability of selecting MNA at a site are:1. Are the current risks acceptable or do current conditions pose an unacceptable riskto a receptor that could be mitigated by implementation of other remediationtechnologies?2. Is the plume stable or shrinking?3. Are conditions sustainable?4. Is the remediation timeframe acceptable?5. Are the cost-benefits acceptable?For more details about how to assess whether MNA is a suitable strategy for a given siteor whether an enhancement option will be necessary to accelerate the remedialprogress at the site, refer to the Enhanced Attenuation: Chlorinated Organics ITRCGuidance Document (ITRC, 2008).5.1.2.2 Evaluate Whether SVE Technologies are Suitable for the Site (PreliminaryScreening Stage)For sites where MNA is found to be inadequate, SVE technologies, active or passive,can be an effective means of addressing many of the critical conditions that initiallyprecluded the selection of MNA. However, certain site conditions and technologylimitations may preclude the selection of SVE and must be evaluated.i. Can SVE Technologies Eliminate One or More Drivers for an EnhancementOption?This decision point in the flowchart requires ayes/no response based on existing knowledgeof site lithology and hydrogeology,observations made during sitereconnaissance surveys and knowledge of thetechnological strengths and limitations of SVEremedies.
