GENERAL TERMS AND CONDITIONS FOR TEACHINGPOSTSOnly those possessing prescribed qualific<strong>at</strong>ions <strong>and</strong> the required specializ<strong>at</strong>ion(s) whereverindic<strong>at</strong>ed in the enclosed annexure, may apply along with <strong>at</strong>tested copies of testimonials (from Metric &onwards) <strong>and</strong> those who are already working shall apply through proper channel.C<strong>and</strong>id<strong>at</strong>es applying for the post of Professor <strong>and</strong> Associ<strong>at</strong>e Professor as per UGCqualific<strong>at</strong>ions are required to send ten copies of filled Performance Based Appraisal System (PBAS)performa as well as to submit five duly- bound sets of reprints of their five <strong>and</strong> three majorpublic<strong>at</strong>ions, respectively, along with their applic<strong>at</strong>ions. In the case of Professor, two out of five suchpublic<strong>at</strong>ions could be books or research reports.For Associ<strong>at</strong>e Professor, 300 points consolid<strong>at</strong>ed API score, <strong>and</strong> for Professor 400 such pointsas based on Performance Based Appraisal System (PBAS) shall be needed, which the c<strong>and</strong>id<strong>at</strong>esshould calcul<strong>at</strong>e <strong>and</strong> justify on their own, enclosing necessary documentary evidence in support of theirclaim.C<strong>and</strong>id<strong>at</strong>es for the post of Professor can be considered in absentia based on their bio-d<strong>at</strong>a,provided a written request is received to the effect. Meritorious c<strong>and</strong>id<strong>at</strong>es may be invited to join asProfessor (or equivalent) positions with the approval of the competent authority.C<strong>and</strong>id<strong>at</strong>es to be called for interview, especially even where specializ<strong>at</strong>ions are mentionedagainst any post, will be decided by the Screening Committee whose recommend<strong>at</strong>ions for one beingcalled (or not being called) for interview shall be final. Only those possessing the requiredspecializ<strong>at</strong>ion(s) <strong>and</strong> fulfilling the minimum eligibility conditions thus need apply.The requirement of having strict specializ<strong>at</strong>ion(s) will not be applicable in the case of <strong>posts</strong> ofAssistant Professors reserved for S.C. c<strong>and</strong>id<strong>at</strong>es.Only c<strong>and</strong>id<strong>at</strong>es found eligible by the Screening Committee will be called for interview.Those declared ineligible will not be informed of their st<strong>at</strong>us being as such. A Ph.D. Degree with First Class <strong>at</strong> Bachelor’s or Master’s Degree in the appropri<strong>at</strong>e branchof specializ<strong>at</strong>ion in Pharmacy, <strong>and</strong> experience of ten years in <strong>teaching</strong>, research, industry <strong>and</strong>/ or profession <strong>at</strong> the level of lecturer or equivalent grade excluding period spent on obtainingthe research degree.4. Annexure- VUGC QUALIFICATIONS FOR THE POSTS OF PROFESSOR, ASSOCIATEPROFESSORS & ASSISTANT PROFESSOR.-PROFESSORA. (i) An eminent scholar with Ph.D. qualific<strong>at</strong>ion(s) in the concerned/allied/ relevantdiscipline <strong>and</strong> published work of high quality, actively engaged in research withevidence of published work with a minimum of ten public<strong>at</strong>ions in refereed journals.(ii) The Ph.D. degree shall be a m<strong>and</strong><strong>at</strong>ory qualific<strong>at</strong>ion for the appointment ofProfessors <strong>and</strong> for promotion as professors.(iii) A minimum of ten years of <strong>teaching</strong> experience in university/college, <strong>and</strong>/orexperience in research <strong>at</strong> the University/N<strong>at</strong>ional level institutions/industries, includingexperience of guiding c<strong>and</strong>id<strong>at</strong>es for research <strong>at</strong> doctoral level.(iv) Contribution to educ<strong>at</strong>ional innov<strong>at</strong>ion, design of new curricula <strong>and</strong> courses, <strong>and</strong>technology – medi<strong>at</strong>ed <strong>teaching</strong> learning process.(v) A minimum score as stipul<strong>at</strong>ed in the Academic Performance Indic<strong>at</strong>or(API) basedPerformance Based Appraisal System(PBAS) set out in the UGC/ St<strong>at</strong>e Govt. notific<strong>at</strong>ion.Tables 1 to IX of Appendix IV.ORB. An outst<strong>and</strong>ing professional, with established reput<strong>at</strong>ion in the relevant field, who hasmade significant contributions to the knowledge in the concerned/allied/relevant discipline,to be substanti<strong>at</strong>ed by credentials.ASSOCIATE PROFESSOR(i) Good academic record with a Ph.D degree in the concerned/allied/ relevantdisciplines.(ii) The Ph.D. degree shall be a m<strong>and</strong><strong>at</strong>ory qualific<strong>at</strong>ion for all c<strong>and</strong>id<strong>at</strong>es to beappointment as Associ<strong>at</strong>e Professors through Direct recruitment.(iii) A Master’s degree with <strong>at</strong> least 55% marks (or an equivalent grade in a point scalewherever grading system is followed).(iv) A minimum of eight years of experience of <strong>teaching</strong> <strong>and</strong> / or research in anacademic/ research position equivalent to th<strong>at</strong> of Assistant Professor in aUniversity, college or accredited research institutions/ industry excluding theperiod of Ph.D. research with evidence of published work <strong>and</strong> a minimum of fivepublic<strong>at</strong>ions as books <strong>and</strong>/or research papers in refereed journals only/ policypapers.(v)Contribution to educ<strong>at</strong>ional innov<strong>at</strong>ion, design of new curricula <strong>and</strong> courses, <strong>and</strong>technology – medi<strong>at</strong>ed <strong>teaching</strong> learning process with evidence of having guideddoctoral c<strong>and</strong>id<strong>at</strong>es <strong>and</strong> research students.


(vi) A minimum score as stipul<strong>at</strong>ed in the Academic Performance Indic<strong>at</strong>or(API) basedPerformance Based Appraisal System(PBAS) set out in the UGC/ St<strong>at</strong>e Govt.notific<strong>at</strong>ion Tables 1 to IX of Appendix IV.ASSISTANT PROFESSORi. N<strong>at</strong>ional Eligibility Test (NET) shall be compulsory for appointment <strong>at</strong> the entrylevel of Assistant Professor, subject to the exemptions to the degree of Ph.D. inrespect of those persons obtaining the award through a process of registr<strong>at</strong>ion,coursework <strong>and</strong> external evalu<strong>at</strong>ion, as have been laid down by the UGCthrough its regul<strong>at</strong>ions, <strong>and</strong> so adopted by the St<strong>at</strong>e Government vide letter no.7/66-2003 CIV(3) d<strong>at</strong>ed 17.07.2009 (Appendix III).ii The minimum requirements of a good academic record, 55 % marks (or anequivalent grade in a point scale wherever grading system is followed) <strong>at</strong> themaster’s level.iii A minimum of 55 % marks (or an equivalent grade in a point scale wherevergrading system is followed) will be required <strong>at</strong> the Master’s level for thoserecruited as teachers <strong>at</strong> any level from industries <strong>and</strong> research institutions <strong>and</strong> <strong>at</strong>the entry level of Assistant Professor , Assistant Librarians, Assistant Directors ofPhysical Educ<strong>at</strong>ion <strong>and</strong> Sports.iv. A relax<strong>at</strong>ion of 5 % may be provided <strong>at</strong> the gradu<strong>at</strong>e <strong>and</strong> master’s level for theScheduled Caste/Scheduled Tribe/Differently-abled (physically <strong>and</strong> visuallydifferently-abled) c<strong>at</strong>egories for the purpose of eligibility <strong>and</strong> for assessing goodacademic record during direct recruitment to <strong>teaching</strong> positions. The eligibilitymarks of 55% marks (or an equivalent grade in a point scale wherever gradingsystem is followed) <strong>and</strong> the relax<strong>at</strong>ion of 5 % to the c<strong>at</strong>egories mentioned aboveare permissible, based on only the qualifying marks without including any gracemark procedures.v. Explan<strong>at</strong>ory Note for Tables II (A) <strong>and</strong> II (B)1. All universities/colleges will set up verifiable systems for the API rel<strong>at</strong>ed inform<strong>at</strong>ion required in these tableswithin THREE months of notific<strong>at</strong>ion of these regul<strong>at</strong>ions. They will have to be dcumented <strong>and</strong> coll<strong>at</strong>ed annuallyby the Internal Quality Assessment Cells (IQACs) of the universities/colleges for follow up by theuniversities/colleges authorities in order to facilit<strong>at</strong>e this process. All teachers shall submit the duly filled-inPerformance Based Appraisal System (PBAS) proforma to the IQAC annually.2. However, in order to remedy the difficulties of collecting retrospective inform<strong>at</strong>ion <strong>and</strong> to facilit<strong>at</strong>eimplement<strong>at</strong>ion of these regul<strong>at</strong>ions from 31.12.2008 in the CAS promotion the API based PBAS will beprogressively <strong>and</strong> prospectively rolled out.3. Accordingly, the PBAS based on the API scores of c<strong>at</strong>egories I <strong>and</strong> II as mentioned in these tables is to beimplemented for one year, initially based on the existing systems in universities/colleges for one year only with theminimum average scores as depicted in Table II (A) <strong>and</strong> (B) in rows I to III. This annualized API scores can thenbe compounded progressively as <strong>and</strong> when the teacher becomes eligible for CAS promotion to the next cadre.Thus, if a teacher is considered for CAS promotion in 2011, one year API scores for 2010-11 alone will berequired for assessment. In case of a teacher being considered or CAS promotion in 2012, two years average ofAPI scores for these c<strong>at</strong>egories will be required for assessment <strong>and</strong> so on leading progressively for the completeassessment period.4. As shown in Table II, the aggreg<strong>at</strong>e minimum API score required (given in row III can be earned from any of thetwo broad c<strong>at</strong>egories, subject to the minimum prescribed in each c<strong>at</strong>egory. This will provide for due weightage toteachers who contribute additionally through any of the components given in C<strong>at</strong>egories I <strong>and</strong> II also for thediffering n<strong>at</strong>ure of contributions possible in different institutional settings.5. For C<strong>at</strong>egory III (research <strong>and</strong> academic contributions) maintenance of past record is done on a normal basis byteachers <strong>and</strong> hence no difficulty is envisaged in applying the API scores for this c<strong>at</strong>egory for the entire assessmentperiod. In this c<strong>at</strong>egory an aggreg<strong>at</strong>e minimum score is required for promotion over each stage. Altern<strong>at</strong>ively, <strong>at</strong>eacher should acquire the required minimum aggreg<strong>at</strong>e score over two previous stages, taken together. In the caseof promotion to Professor the public<strong>at</strong>ion requirement shall be met over the two previous stages.6. C<strong>and</strong>id<strong>at</strong>es should offer themselves for assessment for promotion, if they fulfill the minimum API scores indic<strong>at</strong>edin Tables I <strong>and</strong> II, by submitting an applic<strong>at</strong>ion <strong>and</strong> the required proforma. They can do so three months before thedue d<strong>at</strong>e if they consider themselves eligible. C<strong>and</strong>id<strong>at</strong>es who do not consider themselves eligible can also apply <strong>at</strong>a l<strong>at</strong>er d<strong>at</strong>e.7. If, however, on final assessment, c<strong>and</strong>id<strong>at</strong>es do not either fulfill the minimum criteria under Rows III <strong>and</strong> IV ofTables II (A) <strong>and</strong> II (B) or obtain less than 50% in the expert assessment, they will be reassessed only after aminimum period of one year.8.
