Most of the folks with signs where people whohad never demonstrated before. They were moms, dads, grandmothers, grandfathers, young adults, families — all with a commonbond, worried about the government spending and the taxes it’s creating for the people of this country and for generations tocome. Demonstrations like this were happening all across the country on Wednesday, tax day. Lastyear, supplies from MWD accountedfor 71 percent of theregion’s water supply.The Water Authority’s Boardof Directors will consider anumber of actions at its April23 meeting to respond to thesupply cut from MWD. Amongthe actions the board will consider:• Implementing water supplycutbacks to its 24 member retailwater agencies and cities;• Declaring a Level 2“Drought Alert” condition,which would enable the WaterAuthority’s 24 member retailwater agencies and cities toimpose water use restrictionsand water rates designed toensure supply reductions areachieved;• Using dry-year supplies tooffset some of the water supplycutback from MWD.In a separate action, MWD’sBoard of Directors approved anaverage rate increase of 19.7percent effective September2009. The Water AuthorityBoard of Directors is expectedto consider water rate increasesfor the September 2009-December2010 period at its June25 meeting.MWD’s actions to curtail suppliesand raise rates stem froman unprecedented combinationof water supply challengesgripping much of California.Regulatory restrictions to protectfish species in the Bay-Delta are dramatically reducingwater deliveries from NorthernCalifornia, and may remainin effect for years. A thirdconsecutive year of drought isalso constraining supplies. Asa result of these factors, manyof the state’s major reservoirshave been drawn down to verylow levels.MWD’s rates are based, inlarge part, on the cost of itswaters supplies. As suppliesfrom its less-expensive sourcesare reduced, MWD must relyupon more costly water sourcesto help meet demands. Inaddition, reduced water salesfrom allocations means higherwater rates are needed on theremaining supplies to coverMWD’s expenses. In turn, thecost of MWD’s supplies to theWater Authority has a majorimpact on driving up waterrates in the region.On April 23, the Water Authority’sBoard of Directors willconsider moving to the nextstage of its Drought ManagementPlan and allocate its reducedsupply to its 24 memberretail agencies. Thoseordinances authorize mandatoryconservation restrictionsand rate structures designedto achieve the needed watersavings level. A Drought Alertcondition is used to achieveany level of mandatory watersavings up to 20 percent.Under a Drought Alert –the second level of the WaterAuthority’s four-level modeldrought ordinance – voluntarywater use restrictions outlinedin the model drought ordinancebecome mandatory. Examplesof these restrictions include notwashing down sidewalks anddriveways, watering residentialand commercial landscapesonly in early morning or lateevening hours, and servingwater in restaurants only byrequest.In addition, more landscapewatering restrictions take effect,including limits on how manydays per week and minutesper day lawns and plants canbe watered. Leaks must alsobe repaired more quickly, anddecorative fountains and otherwater features must not be usedunless they use recycled water.Actual restrictions may varyby retail agency. For example,nine agencies have ordinanceswith provisions at this level thatrestrict or potentially restrictnew water service unless theincreased demand is offset.Some retail agencies also planto use measures such as tieredrates or water allocations basedon meter size or individualproperty characteristics (suchas lot size, landscaping, numberof residents) to help reducedemand.“It’s critical for residents andbusinesses to check with theirlocal water provider to makesure they understand the ratesand restrictions in their community,”Lewis said. “It will helpthem learn what they need todo to help our region cope withthe effects of the water shortageand minimize their risk ofpenalties or dramatic increasesto their water bills.”If the San Diego region doesnot stay within its MWD supplyallocation, MWD will levysignificant rate penalties onthe Water Authority. Thesecosts would be passed throughto Water Authority memberagencies that did not stay withintheir allocation from the WaterAuthority.

In 2008the only Challenger availablewas the SRT-8 with a healthy6.1-liter 425 horsepoweredHemi V8 backed by a 5-speedautomatic transmission or anoptional 6-speed manual.The RT I was testing hadthe optional 6-speed manualtransmission and under thehood was a 5.7-liter Hemi V8producing 370 horsepowerand 398 pound foot of torque.My tester was Hemi Orangewith black RT stripes downthe side, slate colored interiorwith leather trimmed bucketseats. The Challenger wasvery comfortable and whatreally stood out was the waythe Hemi sounded at idle andduring acceleration, not annoyingbut just enough rumbleto make you say, Yea!Before I forget the SE wasadded as well and it comeswith a V6 that produces 250horsepower and 250 poundfoot of torque. I haven’t drivena V6 but it is on my list.Standing back one can’t helpbut remember the 70’s Challenger,but once inside thereis a big car with lots of room,except for the rear passengers,but if you slide the front seat upa little your rear passengers willenjoy the ride.The Challenger RT rodevery smooth and handledthe corners with control andsmoothness. Power windowsand door locks and a keylessignition, just hook the key fobto the belt loop and you’regood to go with a push of theignition button.Even though this was notthe SRT 8 there is great performancesteering, electronic stabilitycontrol, all-speed tractioncontrol, performance suspension,4-wheel anti-lock brakes,standard 3.05 rear differentialratio. I must comment on thisfeature, with this gear ratio andthe gear ratio’s in the 6-speedmanual transmission it will beturning a low 1500 rpm at 70miles per hour, sound good?For fuel mileage it is great, 16city and 25 freeway, for highspeed passing it is terrible.The RT falls flat on its faceand one or two gears need tobe dropped to push this 4,140pound coupe around the carpassing. That is the only negativeI could find on this RT. And yet, costs are going up so premiumsare going up and where is that money going?Further food for thought. Medicare insists on paying for labtests that give the lab corporations over 50 percent profit. Pharmaceuticalprofits are above that figure. Insurance companymanagment/board salaries are obscene, and they provide noactual patient care. Labor unions continue to force nursingparticipation and become a bigger nightmare than insurancecontracting to hospital administrations. Is there a commontheme here?Again, the medical student deftly wielded his future scalpel.“It would seem that the government allows, no, fosters it all.”He will get an A this rotation! Yes, lab and pharmaceuticalcompanies have very powerful lobbyists. Yes, labor unions area tad notorious when it comes to manipulating politicians. TheFive-Year Consolidated Plan satisfies the statutory requirements for these programs. The City is required to update this plan for Fiscal Years 2009 - 2014. Additionally, the City is required toprepare a one-year action plan describing the activities that will be completed during Fiscal Year 2009-10 to meet a portion of the goals established in the five-year plan.The primary purpose of the Consolidated Plan is to develop a plan for addressing the needs for lower income groups who are the intended beneficiaries of the HUD formula programs. TheCDBG funds must be utilized to meet one of three national objectives to qualify for funding: 1) benefit 70% low and moderate income persons in the community; 2) aid in the elimination of slumand blight; or 3) meet other community development needs having a particular urgency because existing conditions pose a serious threat. HOME funds may be used “to provide incentivesto develop and support affordable rental housing and homeownership affordability through the acquisition, new construction, reconstruction, or rehabilitation with suitable amenities, includingreal property acquisition, site improvement, conversion, demolition and other expenses.” It may also be used to provide for the payment of reasonable administrative and planning costs, andto provide for the payment of operating expenses of community housing development organizations (CHDO’s) – 24 CFR 92.205(a).” Each participating jurisdiction must set aside 15% of theirHOME entitlement for CHDO’s. The El Cajon City Council took these tentative actions at the February 24, 2009, public hearing: allocated $1,234,525 of anticipated CDBG funds, and $759,051of anticipated HOME funds. Nowit’s only with my daughter whois 10 years old. You didn’t mentiona few details, such as howthe dog and your daughter dotogether when not playing, soI’ll assume they do okay.I would guess that there are afew things going on here. First,there are most likely hormoneshappening. Your dog is veryclose to the age where theybegin their first estrus cycle andthat can influence behaviorchanges. I understand thatyour vet wants you to waitto spay her, (many vets wantdogs to reach a more maturegrowth stage before spayingor neutering), but this may beadding to the problem. Talkto your vet about spaying yourdog now, but realize that it canstill take a month or so for thehormones to completely leavethe system.What are you teachingyour dog?Next, your dog is no longera puppy, and in fact is a youngadolescent dog. Like humanteenagers this is a time ofdiscovery. Unfortunately, theway people respond in relationto the dog’s behavior cansend a very strong message todogs trying to find their placeamong the humans they livewith and the overall environment.When people begin a journeywith a dog, one of themost important things theyneed to realize is that dogswalk along a different “path.”The way dogs do things doesnot always conform to the waywe humans prefer in terms ofour own comfort and pleasure.Dogs are best at being dogs—they are not born understandinghuman “rules.”Dogs are good “accountants.”They use a cost-benefitanalysis approach to justabout anything. When askedto do something, the dog askshimself “What’s in it for me?”This is the process dogs gothrough as they consider howto respond to the requests ofhumans.With that in mind, eachtime you respond to yourdog’s behavior, it providesher with instant feedbackabout whether she shouldchoose that behavior again ornot—what is the cost and whatis the benefit? If you providea benefit, it is more likely yourdog will do the behavior again.If not, she won’t. Your dog hasquickly learned that growlingand snapping at your daughterresults in her being ableto keep her toy. That doesn’tmean you should have doneanything different with safetyin mind, but now your dog willneed some behavior modificationthat shows her she doesn’thave to respond that way.Play arousalWhen dogs are playing theyhave a rush of chemicals thathelp the mind and body keepup with the level of play. Unfortunately,those same chemicalsalso lower thresholds. Inother words, your dog willbe less tolerant of things thatmight not otherwise botherher, but when aroused, shedoesn’t cope well. This soundslike that might be the case,and when your daughter triesto take things from her in thisheightened state of arousal,she is unable to respond withcalm reason. Your dog simplyreacts by growling and snappingat her as if to say, “Don’ttake my very important toy.”While we never want dogsusing this type of communicationtoward humans,do understand that it is justthat—communication andinformation for you to findthe resources to help yourdog learn to me more tolerantwhen excited.ADOPT-A-PETJenny is a beautiful 2-yr old SiberianHusky.
