7.3.5.2.3. In the event there exists an agreement or covenant between the Republic of Turkey and the other state or states whichcontains provisions regulating the attestation process of the signature, seal or stamp on documents, the attestation process of thetranslations of the documents may also be conducted according to the provisions of such agreement or covenant.7.3.5.2.4. In the event the translations of documents prepared in countries where there are no Consulates of the Republic of Turkeyare made by a sworn translator in the country they were prepared and the translation does not bear the “apostille annotation ofratification", on the other hand, the signature on the translation in question and the seal or stamp, if any, on it should be attested, inthe given order, by the Ministry of Foreign Affairs of that country, the Consulate of the Republic of Turkey responsible for relationswith that country or the representation, in Turkey, of that country, and the Republic of Turkey Foreign Affairs Ministry.7.3.5.2.5. Uluslararası Akreditasyon Forumu Karşılıklı Tanınma Antlaşmasında yer alan ulusal akreditasyonkurumlarınca akredite edilmiş belgelendirme kuruluşları veya Uluslararası Laboratuar Akreditasyon İşbirliği KarşılıklıTanınma Anlaşmasında yer alan akreditasyon kurumları tarafından düzenlenen Kalite Yönetim Sistem Belgesinin, TürkAkreditasyon Kurumundan alınan teyit yazısıyla birlikte sunulması zorunludur. İhale tarihi veya bu tarihten önceki biryıl içinde alınan teyit yazıları geçerlidir. Bu belgeler tasdik işleminden muaftır. Bu belgelerden yabancı dildedüzenlenenlerin tercümelerinin Türkiye’deki yeminli tercümanlar tarafından yapılması ve noter tarafından onaylanmasızorunludur. Bu tercümeler de Türkiye Cumhuriyeti Dışişleri Bakanlığı tasdik işleminden muaftır.7.3.6.2. Türk Akreditasyon Kurumu tarafından akredite edilen belgelendirme kuruluşları tarafından düzenlenen veTÜRKAK Akreditasyon Markası taşıyan belgeler için Türk Akreditasyon Kurumundan teyit yazısı alınması zorunludeğildir. Ayrıca, bu belgelerden yurt dışında düzenlenenler de tasdik işleminden muaftır. Ancak, yabancı dildedüzenlenen belgelerin tercümelerinin Türkiye’deki yeminli tercümanlar tarafından yapılması ve noter tarafındanonaylanması zorunludur. Bu tercümeler, Türkiye Cumhuriyeti Dışişleri Bakanlığı tasdik işleminden muaftır.” Bubelgenin ihale tarihinde geçerli olması yeterlidir.The documents given by the documenting agencies accredited by Turkish Accreditation Institute or the documenting agenciesaccredited by the national accreditation institutions included in the “International Accreditation Forum Reciprocal RecognitionAgreement” and the translations of these documents will be excluded from the approval procedure by the Turkish Consulate in thecountry where the documents are submitted or Turkish Ministry of Foreign Affairs if they are confirmed that they have beenaccredited in accordance with the international rules, with a letter to be obtained from Turkish Accreditation Institution. However, itis required to be confirmed with a written notification taken from Turkish Accreditation Institute which is showing the continuance ofvalidity of the documents organized by these institutes (from the in subject arranged documents, fixing of the ones which are possiblein accord with the provisions of TÜRKAK de3pendent to) and that they are the accredited accreditation institutions placed within theInternational Accreditation Forum Reciprocal Recognition Agreement. This confirmation letter must not be older than one year atthe tender/final application date. It is not mandatory to receive confirmation from Turkish Accreditation Institute for the documentsand certificates that are bearing announced accreditation institutions, which are accredited by Turkish Accreditation Institutes orTÜRKAK Accreditation Mark. It is satisfactory that this document is valid at the time of tender.7.4. Yabancı istekli tarafından ihaleye teklif verilmesi halinde, bu Şartname ve eklerinde istenilen belgelerin,isteklinin kendi ülkesindeki mevzuat uyarınca düzenlenmiş olan dengi belgelerin sunulması gerekir.7.4. In the event proposals are submitted for the tender by a foreign applicant, documents, prepared as equivalent to the documentsrequired in these specifications and its attachments as per the legislation in the applicant's country.7.5.
