In case increases occur with regard to the expense items stipulated in article (25.1. and 25.2) or similar new expense items; itwill be deemed that the bid price includes the necessary margin to compensate for such increases or differences. Teklif edilen bedelin %3’ünden az oranda geçici teminat veren isteklilerin teklifleri değerlendirme dışıbırakılacaktır.26.1. Tenderers shall submit a preliminary guarantee at the amount to be determined by them, corresponding to not less than 3% ofthe bid price they have submitted. The bids of those who have submitted preliminary guarantees of less than 3% of the bid price willbe excluded from the evaluation.26.2. Guarantees of the banks or private financial agencies submitted as preliminary guarantee shall be at least 30 (thirty) dayslonger from the bid validity period.26.3. Kabul edilebilir bir geçici teminat ile birlikte verilmeyen teklifler, idare tarafından istenilen katılma şartlarınınsağlanamadığı gerekçesiyle değerlendirme dışı bırakılacaktır.26.4. Bids not accompanied by an acceptable preliminary guarantee shall be excluded from the evaluation process on grounds thatthe required conditions of participation have not been met.Madde 27- Teminat olarak kabul edilecek değerlerArticle 27- Values to be accepted as guarantee27.1. Teminat olarak kabul edilecek değerler aşağıda sayılmıştır:a) Teklifteki para birimi üzerinden nakit,b) Teklifteki para birimi üzerinden Bankalar ve özel finans kurumları tarafından verilen teminat mektupları.c) Teklifteki para birimi üzerinden Hazine Müsteşarlığınca ihraç edilen Devlet İç Borçlanma Senetleri ve bu senetleryerine düzenlenen belgeler.27.1. Values to be accepted as guarantee are listed below;a) Cash over the currency in the offerb) Letters of guarantee issued by banks and Private Financial Agencies over the currency in the offerc) State Domestic Borrowing Paper issued by the Undersecretary of Treasury and documents issued in place of these bills over thecurrency in the offer27.2. 27.1. (c) bendinde belirtilen senetler ve bu senetler yerine düzenlenen belgelerden nominal değere faiz dahiledilerek ihraç edilenler, anaparaya tekabül eden satış değeri üzerinden teminat olarak kabul edilir.27.2. The bills mentioned in paragraph 27.1. (c) and papers issued to take their place which have interest added to the face valueshall be accepted as guarantee at their sale price corresponding to the principal amount.27.3. İlgili mevzuatına göre Türkiye′de faaliyette bulunmasına izin verilen yabancı bankaların düzenleyecekleri teminatmektupları ile Türkiye dışında faaliyette bulunan banka veya benzeri kredi kuruluşlarının kontrgarantisi üzerineTürkiye’de faaliyette bulunan bankaların veya özel finans kurumlarının düzenleyecekleri teminat mektupları da teminatolarak kabul edilir.17
