1. Review <strong>of</strong> Meeting Agenda.<br />

Two agenda items were added:<br />

• Report from the RFG<br />

• Discussion <strong>of</strong> how to best proceed to make changes to the DO-260A, DO-282A<br />

message set and how to best proceed with future changes to the standards.<br />

<strong>07</strong>/<strong>SC186</strong>-250.<br />

The minutes were accepted with one change to correct Rich Jennings’ comment on the<br />

need for common symbol sets for CDTI.<br />

3. Date, Place and Time <strong>of</strong> Next Meetings<br />

Late <strong>20</strong>08 (<strong>August</strong>) Australia meeting: we took a poll to arrive at an expected<br />

approximate head count and determined it would be 30 – 40 … Vinny took an action to<br />

continue to work with Greg Dunstone to finalize the exact date in <strong>August</strong>.<br />

<strong>No</strong>te: Dr. Falkov explained some developments in Russia and the <strong>No</strong>rdic states: VDL<br />

M4 will be implemented in Russia and the <strong>No</strong>rdic states and there is a plan there to<br />

mandate ADS-B.<br />

4. Review proposed TORs for <strong>SC186</strong> and WG1.<br />

Proposed revised terms <strong>of</strong> reference for <strong>SC186</strong> and WG1 were presented to the<br />

committee. The revisions were agreed to with two editorial changes:<br />

• Need to change WG to <strong>SC186</strong> in last sentence <strong>of</strong> the 186 TORs.<br />

• Update TIS-B MASPS dates in 186 tors<br />

With these changes, both TORs were approved by the plenary. The plenary agreed to<br />

present the <strong>SC186</strong> TORs to the <strong>RTCA</strong> Program Management Committee for<br />

consideration.<br />

There was a discusison as to whether the other working groups in <strong>SC186</strong> should have<br />

terms <strong>of</strong> reference. It was agreed that they should. As such, the plenary requested an<br />

action for all WG chairs to bring back a proposed terms <strong>of</strong> reference to the next plenary.<br />

5. Discussion <strong>of</strong> upcoming changes to standards and message set.<br />

It was agreed to open a discussion <strong>of</strong> finding a more timely path to make changes to our<br />

standards and specifically to the message set as needed.<br />

George Ligler recommended that the plenary establish an ad-hoc group to work out a<br />

multi-year approach to accomplish this objective and avoid having standards lag 3 or 4<br />

years behind where they ought to.


The plenary agreed to establish this ad-hoc group. It was agreed that the group will work<br />

on applying the structure that is already in place with regard to our document waterfall<br />

(i.e., ASA MASPS followed by ADS-B MASPS then link and ASSAP/CDTI MOPS).<br />

The group is actioned to come up with a specific plan to work on the details <strong>of</strong> how we<br />

will proceed.<br />

The group will propose a plan <strong>of</strong> how to apply our process and accelerate as much as<br />

possible the implementation <strong>of</strong> new air-to-air applications.<br />

The plenary agreed to the following membership for this ad-hoc group:<br />

The ad-hoc group will also make recommendations as to “trigger points” for revisions to<br />

ASA MASPS and the subsequent document water fall.<br />

The group will issue a status report to the plenary in October and will issue a final report<br />

to the plenary in January.<br />

6. SBS Program Status Briefing – Vinny Capezzuto<br />

Vinny gave a status update on the SBS program. Highlights:<br />

• NPRM due out 9/<strong>20</strong><strong>07</strong>.<br />

• Will be moving towards the next phase shortly, as we begin ground infrastructure<br />

deployment.<br />

• <strong>20</strong>13 complete date for ground infrastructure to be deployed.<br />

• Vinny emphasized that the ASSAP/CDTI approval is key to the program.<br />

• PHL IOC 2/<strong>20</strong>10 conflict detection (surface).<br />

• Need to talk about the WG1 OSED for Surface Conflict Detection for June<br />

<strong>20</strong>09… need to make sure that we have an integrated schedule that coordinates<br />

program <strong>of</strong>fice needs with this IOC date.<br />

Vinny raised a concern about the schedule coordination and making sure that WG chairs<br />

are working with the program <strong>of</strong>fice.<br />

7. Working Group Reports<br />

• WG-1 – Operations and Implementation (Randy Bone)<br />

Randy reported on progress for the surface alerting application. Jim Duke was<br />

nominated and approved by the plenary to co-chair the ATSA-SURF subgroup. The<br />

current plan is to have the OSED, SPR, and Interop in approximatey 1 and ½ years. It<br />

was agreed that a controller needs to be part <strong>of</strong> the core team for the OSED. A draft<br />

application description is planned to be presented to the plenary in January.<br />

• WG-2 – TIS-B MASPS (Ken Staub) and Final Review/Approval - Proposed<br />

Final Draft – revised DO-286A – Minimum Aviation System Performance<br />

Standards (MASPS) for Traffic Information Service – Broadcast (TIS-B), <strong>RTCA</strong><br />

<strong>Paper</strong> <strong>No</strong>. 158-<strong>07</strong>/SC-186-249.<br />

DO-286A: all responses were concur with comment. All comments were adjudicated<br />

with concurrence from the comment authors. ADS-R: Ken recommended that an <strong>RTCA</strong><br />

publication is not needed as ADS-R is well addressed by program <strong>of</strong>fice requirements.<br />

Ken’s two recommendations were approved by the plenary: (1) The TIS-B revision<br />

cited above was approved to be sent to the <strong>RTCA</strong> PMC as DO-286B. (2) The ADS-R<br />

material will not be published. The ADS-R material will be archived by <strong>RTCA</strong>.<br />

• WG-3 – 1090 MHz MOPS (Tom Pagano)<br />

Gary Furr showed a web site that he has constructed for the plenary and asked for plenary<br />

approval to put committee archival files on the site. The plenary agreed to have Gary<br />

populate the site.<br />

• WG-4/B ASAS MOPS (Don Walker, Sethu Rathinam)<br />

Don presented WG4 progress. An issue <strong>of</strong> concern for which plenary consideration was<br />

requested was the CD application. The working group is concerned that the specific<br />

thresholds in the CD requirements in the ASA MASPS are not sufficiently mature to<br />

make into requirements. The working group discussed options this week, there were<br />

three. Don presented to the plenary the three options with the request that the plenary<br />

endorse one <strong>of</strong> the three; the WG recommendation was for the third option.<br />

1. Drop the CD application<br />

2. Do the required homework to validate the CD thresholds – estimated to be about a<br />

9 month effort<br />

3. Make algorithm performance a requirement based on example scenarios, make<br />

thresholds recommendations in appendices rather than requirements, and let<br />

vendors develop the final design and compete<br />

After some discussion, the plenary endorsed option 3.<br />

Sethu reported that the CDTI group has moved to document drafting … 80% <strong>of</strong> draft<br />

material is complete and they are in the process <strong>of</strong> detailed review. Writing should be<br />

done within the next 6 – 8 weeks. The group is holding teleconferenes every 2 weeks …<br />

Sethu felt that the schedule risk for meeting the April target is relatively small.<br />

• WG-5 – UAT MOPS<br />

George Ligler reported that the UAT SARPS will be in an ICAO amendment that takes<br />

effect in <strong>No</strong>vember <strong>of</strong> this year.<br />

• RFG (Roberta Messiah, Jim Baird)<br />

Roberta reported on the VSA and ITP applications.<br />

VSA: The RFG has agreed to an approach to use <strong>of</strong> flight ID and has agreed to a<br />

performance spec based on a comparison with what pilots are doing today.<br />

The status <strong>of</strong> VSA is considered yellow because <strong>of</strong> discussion <strong>of</strong> two versions <strong>of</strong> the app:<br />

basic vs. advanced.<br />

ITP: The OSED is mature and will be moved forward into SPR. The OPA scope has<br />

been agreed.<br />

Jim Baird reported on the RAD application: the comments on the OSED have been<br />

resolved; the OSA and OPA have begun in parallel.<br />

George Ligler presented a paper on 4096 code and asked for plenary agreement that we<br />

remove the geographic filter in DO-260A so that the 4096 code is broadcast outside the<br />

United States. The plenary agreed to have WG3 go work on a change DO-260A to take<br />

care <strong>of</strong> this. WG3 will work towards a January approval.<br />
