61 AIR BRAKE TESTS61 <strong>Air</strong> Brake Tests61.1 General Responsibilities61.1.1 Complying With FRA RegulationsInspect <strong>and</strong> test brake equipment on locomotives <strong>and</strong> cars accordingto Federal <strong>Railroad</strong> Administration (FRA) regulations containedwithin these rules. The following requirements for inspecting <strong>and</strong>testing brake equipment will help engine <strong>and</strong> train crew membersmove their trains safely <strong>and</strong> efficiently.61.1.2 Responsibility For Required <strong>Air</strong> TestsSupervisors <strong>and</strong> inspectors are jointly responsible with the engineer<strong>and</strong> crew members for the condition of air brake equipment onlocomotives <strong>and</strong> cars to the extent that it is possible to detect defectiveequipment by required air tests.61.2 Requirements For Performing <strong>Air</strong> BrakeTestsThese requirements apply to air brake tests <strong>and</strong> inspections:• <strong>Air</strong> brakes on all cars must be operative unless brakes failenroute.• At least 85 percent of the cars in a train must have operativebrakes under all circumstances.• When departing terminals, engineers must allow their trains to beinspected where required.NOTE: When determining the number of operative brakes,count each platform of a multi-platform car as one car.June 1, 1996 ARRC <strong>Air</strong> <strong>Brakes</strong> <strong>and</strong> <strong>Train</strong> H<strong>and</strong>ling Manual 61-1
