60 Locomotive Engineer Responsibilities and Certification60.2 Engineer Certification Requirements ForOperating LocomotivesCertified engineers may operate locomotives under the followingconditions:1. A certified locomotive servicing engineer may not operatelocomotives coupled to cars.2. A certified locomotive servicing engineer may operate locomotiveswithin a yard or terminal area for hostling purposes.3. Only certified train service engineers may operate locomotivescoupled to cars.4. Certified student engineers may operate locomotives within thelimits of their class of service under the direct supervision of theengineer instructor.60.3 Territory QualificationsTrain service engineers are qualified on an assigned territory whenthey have operated over the territory in at least one of these capacities:• As a train service engineer without a pilot• As a train service engineer completing familiarization trips with aqualified train service engineer pilot• As a crew member on board the controlling locomotive overthe assigned territory60-2 ARRC Air Brakes and Train Handling Manual June 1, 1996
60 Locomotive Engineer Responsibilities and Certification60.4 Familiarization TripsA certified train service engineer who has not worked the assignedterritory in any capacity must make a familiarization trip(s) with aqualified train service engineer pilot to learn the territory.A certified train service engineer who has not worked the assignedterritory in any capacity during the previous 24 months may make afamiliarization trip(s) with a qualified train service engineer pilot toreview the territory. In both instances:1. A crew member assigned to work on board the controllinglocomotive may serve as pilot, provided he or she is currently acertified train service engineer and is qualified on the territory.2. Supervisors of locomotive engineers will determine:• The number of required familiarization trips• If and when an engineer is qualified3. No familiarization trips are required for yard assignments.June 1, 1996 ARRC Air Brakes and Train Handling Manual 60-3
