60 Locomotive Engineer Responsibilities <strong>and</strong> Certification60 LOCOMOTIVE ENGINEERRESPONSIBILITIES ANDCERTIFICATION60.1 General ResponsibilitiesEngineer certification must comply with these federal <strong>and</strong> companyrequirements:1. Engineers must be certified in the appropriate class of service tooperate a locomotive.2. Engineers must certify according to federal regulations (49 CFRpart 240) <strong>and</strong> ARRC certification requirements <strong>and</strong> programs.3. Engineers must possess an engineer’s certificate <strong>and</strong> display it atthe request of a company manager or Federal <strong>Railroad</strong> Administration(FRA) representative.4. Engineers must report convictions for:• Operating a motor vehicle while under the influence orimpaired by alcohol or a controlled substance• Refusing to undergo testing by a law enforcement officerwho wants to determine whether the engineer is operating amotor vehicle while under the influence of alcohol or acontrolled substanceState-sponsored diversion programs, guilty pleas, <strong>and</strong> completedstate actions to cancel, revoke, suspend, or deny adriver’s license are considered convictions under this rule.Engineers must report any conviction to his or her supervisorresponsible for engineer certification no later than 5 businessdays following the day the engineer receives notice of the motorvehicle conviction.June 1, 1996 ARRC <strong>Air</strong> <strong>Brakes</strong> <strong>and</strong> <strong>Train</strong> H<strong>and</strong>ling Manual 60-1
