EditorialFollowing the introduction of PCI’s four core values inOctober last year, our Singapore office has fused Integrity,Initiative, Safety and Harmony with local qualities to shapethe Vision, Mission and Values of PCSG, <strong>SPC</strong> and COSG.In this issue of ROAR, I am proud and honoured to unveilour very own Vision, Mission and Values.I am pleased to announce that we have made remarkableaccomplishments over the past several months. On 7 April,we welcomed the delivery of the first VLCC Ayacuchoowned by our joint venture company, CV Shipping PteLtd. Meanwhile, PST is currently conducting Project Ariesto upgrade its facilities to provide customers with moreflexibility for oil-storage solutions.Moving downstream, we successfully renewed the tenureof our Commonwealth service station as well as the JalanBuroh service station, our very first <strong>SPC</strong> service station.Our <strong>SPC</strong> tagline – “Keeps getting better” – always leadsour quest to continually provide better service, productsand convenience to our retail customers.Furthermore, our colleague from the HSE departmentrecently joined the inter-country HSE review and sharingsession convened in Grangemouth, Scotland and Lavéra,France refineries, which yielded noteworthy success.In the recent J.P. Morgan Corporate Challenge 2013, 53of our staff enthusiastically participated in a 5.6 km race,the highest participation rate in five consecutive years.This event witnessed again our unwavering team spirit toconquer challenges and strive for excellence.All these achievements would not be possible without theinitiatives and efforts of our colleagues. As such, during theChinese New Year Lunch celebration that took place on 20February, we recognised 26 colleagues for their outstandingperformance and specially acknowledged two colleagues asModel Employees. In 2012,PetroChina increased its productionand operations steadily, and achieveda turnover of RMB2,195.3 billion(US$350 billion) with net profitof RMB115.33 billion (US$18.38billion). Output of crude oil andmarketable natural gas recorded at916.5 million barrels and 2,558.8billion cubic feet respectively. Moregood news – refineries’ throughputhit 1,012.5 million barrels and therewere 748 new service stations, makingthe total number of service stations19,840.A number of projects, which were ofstrategic significance in upstream,refining and trunk pipeline network,were rolled out and satisfactorilyaccelerated. Natural gas from CentralAsia is now supplied to Hong Kongthrough the recently commissionedsecond West-East gas pipeline. Threeregional oil and gas operation centreslocated in Asia, Europe and Americaalso proceeded steadily.“Over the next three years, we’llexpand our presence in overseasmarkets … Our target by the endof 2015 is to have 50 per cent ofour output coming from overseasprojects. With a commendableperformance in the first-quarter, she urged all units to continue the momentum to achieve thesecond-quarter budget progressively. The video conference involved key management and stafffrom about 35 global regional offices.Successful delivery of AyacuchoThe delivery of Ayacucho took place at the scenic cityof Huludao, Liaoning Province, China on 7 April.Ayacucho is the first operating vessel among the 4VLCCs owned by CV Shipping Pte Ltd – a jointventure between PetroChina and PDVSA. Thisdouble hull, double bottom VLCC is built by BohaiShipbuilding Heavy Industry Co., Ltd. (Bohai).It has a length overall (L.O.A) of 332 metres,breadth of 60 metres and depth of 30.5 metres. Itsdeadweight tonnage reaches up to 320,000 MT with the endurance of 26,500 nautical miles.At the delivery ceremony, both shareholders expressed their heartfelt appreciation to everycontributor. They also look forward to more comprehensive and close collaboration betweenPetroChina and PDVSA in the near future.

ROAR 2013 Issue 2 page 05A New “Lease ofLife” for <strong>SPC</strong>’s JalanBuroh Service StationStephanie Tay, Retail Sales, Marketing01On May 28, 1984, <strong>SPC</strong> saw the opening of its very firstservice station at Jalan Buroh, retailing petrol and dieseldirectly to motorists. The station was operated by a dealerin the initial years and subsequently managed by thecompany.Twenty-nine years have gone by with Jalan Buroh servicestation (JBSS) faithfully serving our customers, meetingtheir motoring needs. Apart from fuel and convenienceretailing,the station also saw a brief stint of the sales ofcompressed natural gas (CNG) in 2008 and 2009 bySembCorp Gas who supported the government’s initiativeto explore alternatives to traditional fuel. This made JBSSthe first service station in Singapore to retail CNG tomotorists.With the increased number of customers visiting thestation, demand for convenience store items like drinks andsnacks, also picked up. Bottled water was even sold by thecartons. As the old Chinese saying “ ” so depicts,food ranks high in a Singaporean’s list of priorities. Beingin an industrial area, good food is not easily accessible inJalan Buroh. With this in mind, <strong>SPC</strong> set up an Old ChangKee kiosk in JBSS selling pastries and local delights to caterto the gastronomical needs of our customers and thoseworking in the area. What a treat indeed!Another facility available at JBSS includes a SpeedyCare Auto Service Centre. It provides various vehiclemaintenance service packages using <strong>SPC</strong>’s own brands ofengine oil like SynAce and Advante. Again, this convenienceto customers in the Jalan Buroh area is another plus pointfor the station.<strong>SPC</strong> has recently renewed the land lease of JBSS foranother 10 years, marking the next “lease of life” for thestation. ROAR 2013 Issue 2 page 06HSE Field Study & Review at Europe RefineriesLim Swee Yong, HSE, Executive Vice President OfficeI participated in a refinery HSE review led by PCI head office atthe Grangemouth Refinery in Scotland and the Lavéra Refinery inMarseille, France from 18 to 22 January. The HSE review kicked offwith a meeting held in PCI’s London office.The European’s HSE legislations are considered more comprehensiveand mature as HSE evolved over many years of industrialisation inthe UK and France.We observed that HSE performance is listed as one of the toppriorities for both refineries. They both aim to meet all legislativerequirements in these areas by setting annual performance targetsand are committed to continual improvements in all aspects ofrefinery operations. Also, they build and keep positive relationshipswith local communities, and aim to minimise the impact of refiningfacilities on local people and environment to ensure the sustainablesuccess of the refineries.The refineries are visible in promoting positive safety culture and thetop management is held responsible for its HSE performance. Itscompliance and adherence to its HSE principles and performanceagainst specific HSE targets is measured. The management teamand employees know that the sustainable long-term future of thebusinesses rest on good HSE track records, including having reliableemergency response and crisis management plans. Their belief thatall accidents are preventable is consistent with PetroChina’s HSEmanagement principles.Although we experienced the worst snow in Europe, we managed tocomplete our field study and review successfully and safely.Background introductionIn 2011, PetroChina acquired a 50 per cent stake in Ineos’European refining business, including the refineries atGrangemouth, Scotland and Lavéra, France. The GrangemouthRefinery processes about 210,000 barrels of crude oil per day(bpd). It is Scotland’s largest mainland oil refinery and oneof the oldest oil refineries and petrochemical complexes inEurope. With almost the same capacity, Lavéra Refinery is oneof the most flexible refineries in Europe capable of processingmultiple types of non-standard crudes. The Lavéra Refinerywas built in the early 1930s. It benefits from the exceptionaladvantage of its location on the coast of the Mediterraneanbasin, both for crude sourcing and for proximity to markets.01 0201. Mr Zhu Shiming shared some best practices on HSE management with the Lavéra team. Both teams actively discussed refinery operational safety matters. 02. The Lavéra Refineryfire brigade briefed the team on the various fire-fighting and medical facilities available on site such as the fire trucks, special trucks for toxic substances and rescue ambulances.


ROAR 2013 Issue 2 page 07Project Aries –PST UpgradingFacilitiesWork TaskLim Hock Huat, PST, Chemical & Special Products01PST continually strives to provide the best possibleservices to our customers and look for areas ofimprovement that could enhance terminal valueadd.One of the key tasks undertaken last year wasto look into upgrading PST facilities to providecustomers with more flexibility for oil-storagesolutions.After careful deliberation and detailed discussions,a 3-in-1 project proposal was initiated andapproved. That included: changing roofs, cleaningtanks and conversion, and the installation of a hotoil system. Through close teamwork with relevantdepartments, the tendering and preparationprocess went smoothly. The contract was eventuallyawarded to Rotary IMC (RIMC).02 03The project was named Aries to signify hard work,consistency and good organisational success.Project Aries’ fieldwork kick-started in February2013 with an emphasis on the importance of timelyproject delivery and HSE-compliance at all times.All personnel working at the site are remindedof any inherent dangers and all the necessaryprecautions that must be taken. Safety briefings,safety inspections, safety drills and rescue exercisesare conducted regularly. Daily toolbox meetingsand confined space gas testing are also carried out.By the end of April, all conversion works werein the final phase and ready for handover to ourcustomers ahead of schedule. The next phase willinvolve changing the roofs and the installation of ahot oil stystem. PST is confident that Project Arieswill be able to attain its targeted completion by 4Q2013 without compromising HSE priorities.01. My story began with<strong>SPC</strong> on 21 April 1980 (when it was only 10 years old). <strong>SPC</strong> waslooking for a lawyer to handle its legal, secretarial and insurance(LSI) affairs and offered the job to this enthusiastic lawyer withoutoil industry experience.<strong>SPC</strong> had a joint venture with Caltex and BP in SRC and we embarkedon numerous refinery upgrades. <strong>SPC</strong> also had multinationalshareholders and foreign directors. The many projects, presentationsto the board on major capital investments and acquisitions, projectfinancing brought an understanding of the commercial, financial,operational aspects of our business, which rounded my legal training.It helped us develop some of the defining principles and agreementsfor <strong>SPC</strong>, SRC and other joint ventures.There were opportunities to socialise and network. The inter-oilcompany games saw me participate competitively with my colleaguesin netball and squash. I was fit as a fiddle then! <strong>SPC</strong> representedSingapore in the ASEAN Council of Petroleum (ASCOPE), anational oil companies’ forum. Its sporting events cemented our goodties with our ASEAN neighbours.When I saw Helen, the firstimpression she gave me wasof a noble and charming lady.When it comes to work, Helenis a confident lady who readilyextends her assistance to fellowcolleagues. She never fails toprovide astute legal advice to theManagement team and is veryprofessional in her work. I wishher the best in all her futureendeavours. May she enjoy herretirement and new life!– Adam Xiong,Executive Vice President, PCSGExecutive Director and Executive VicePresident, <strong>SPC</strong>In the 90s, we faced the Gulf crisis, which shook oil markets. Ilearned the value of good insurance and risk management. Duringthis period, <strong>SPC</strong> became a public listed company. It was a challengeto understand the share market, its regulations, and complianceas board and general meetings took on greater significance as didpublic announcements, fund raising for expansion, annual reportsand corporate governance. In 1999, Keppel bought into <strong>SPC</strong> andwe aspired to be an integrated oil and gas company. The Lion in<strong>SPC</strong> logo was freed! “Never too old to learn” someone said. <strong>SPC</strong>successfully acquired exploration and production assets as it wentupstream. As a listed entity, <strong>SPC</strong> won many awards, particularly theSIAS merit awards for six consecutive years until delisting.When BP wanted to exit SRC and divest its retail chain in Singapore,<strong>SPC</strong> was ready to grasp the opportunity. I vividly remember in 2004,the teamwork, the board reviews, negotiations, the agreements, thelate hours, the signing! We dug deep and found stamina. The leadersand team members instinctively knew what the deals meant to <strong>SPC</strong>and gave their all. When we succeeded in acquiring the refineryinterest, we celebrated with champagne past midnight. Beforewe could breathe easy, the retail acquisition began and we pulledthrough. At long last, <strong>SPC</strong> became the company we envisioned.


ROAR 2013 Issue 2 page 11The takeover by PetroChina came in 2009 and was momentous for us. A newchapter began. <strong>SPC</strong> was delisted and the company culture and managementstyles inevitably changed. This lawyer became the head of a larger LSI team andeven went to Beijing to learn PetroChina’s management philosophy. Now afterthree and a half years with PetroChina, I look on with awe, at the vision andscale of operations of our principals, the Singapore group of companies that LSIserves with its current pool of lawyers and contract administrators. I know <strong>SPC</strong>with PetroChina, will rise to even greater heights!I am truly privileged to be part of the <strong>SPC</strong> team that helped transform a youngoil company into the <strong>SPC</strong> of today. I wish to acknowledge the support of theinspiring leaders, colleagues, the LSI team as well as the past and presentbusiness partners who shaped my <strong>SPC</strong> life.I also wish to thank Mr Xia Hongwei, <strong>SPC</strong> Chairman and President, ManagingDirector of PCSG for asking me to stay on after retirement. On May 5, 2013,I will return as Senior Adviser, LSI for another year. The road stretches ahead!Mrs Chong is a great boss and team leader.She not only supervises our legal work, but alsoencourages us to go for more training and takeup opportunities for intellectual enhancement. ROAR 2013 Issue 2 page 12CNY LunchBy Yuen Yeh, Planning & Projects, Managing Director OfficeOur annual Chinese New Year Lunch was held atPeony Jade, Keppel Club on 20 February, 2013.Mr Xia Hongwei, Managing Director of PCSG, wishedeveryone a very happy new year at the beginning ofthe lunch. In his speech, he touched on the manyachievements in fiscal year 2012, and urged everyoneto continue working hard in 2013.All the employees there received a special red packetcontaining a lottery ticket, which is a sign of prosperity.One of the other highlights was when the “Yu Sheng”(Chinese for ) was served. All diners at the tablestood up and on cue, proceeded to toss the shreddedingredients into the air with chopsticks while callingout various “auspicious wishes”. For example, theysaid phrases like “Nian Nian You Yu ( )” as thefish was added. The word “Yu ( )”, means “surplus”or “abundance” and sounds the same as the Chineseword for fish (Yu, ).The annual CNY Lunch ended on a high note as 28employees were each presented with a Certificate ofHonour. The reunion lunch was filled with joy, fun andmerriment. We hope to keep up such good spirits as wecontinue working towards our new goals in 2013!


ROAR 2013 Issue 2 page 13Giving Back to the ElderlyBy Yuen Yeh, Planning & Projects, Managing Director OfficeFor the eighth consecutive year, we have been the major sponsor andactive participant of the Chinese New Year Lunch programme forthe elderly. Organised by the Singapore Women’s Association (SWA),this year’s lunch was held at Red Star Restaurant and was attendedby 200 residents from four Senior Activity Centres and the Redhillestate. Also present were two Samsui women.Mr Seah Kian Peng, Deputy Speaker of Parliament and Advisor toMarine Parade GRC GROs, was the guest-of-honour for the event.He praised PCSG/<strong>SPC</strong>’s continual support of the SWA lunch andpresented the Appreciation Plaque to <strong>SPC</strong> on behalf of SWA. MsFoo Jang See, Senior Vice President of Refining, received the plaque.This year, there were over 50 volunteers across various departmentsparticipating in this meaningful event from packing goodie bags toguiding elderly to the coaches. It was heartening to see many familiarfaces as well as many new faces amongst the volunteers.Various stage entertainments took place during the lunch, whichbrought smiles and laughter to the elderly, giving us a further senseof assurance that they enjoyed themselves and all the effort spent forthis lunch was worthwhile. We sincerely wish all the elderly a veryhealthy and happy new year, and we also look forward to seeing themagain next year!Thank you all for participating and helping!

It is used to help us organise events tofoster closer working relationships among staff.We allocate time for staff to interact and catchup with each other in an informal setting, whichis impossible to do during work hours. Fosteringcloser ties with our colleagues is a good way tounderstand them better, promote teamwork andgreater tolerance.Middle East Office’s2nd Sports GamesBy Wang Na, PetroChina International (Middle East) Co LtdOur Middle East office (PetroChina International [Middle East] Co Ltd or PCME)held its second sports games at Dubai Safa Park on 12 January. Some interesting sportsevents such as the “super push-ups” and “lightning 100m sprint” were a true test of ourstrength and agility. On the other hand, the “elastic jump rope” and “dream hula hoop”put our flexibility and dexterity to the test. The event ended with a “team relay race”,which showed the spirit and solidarity of our employees.The Marketing Group conducted its annualkick-off meeting on 25 January, 2013. At thesame time, we took the opportunity to organisea teambuilding exercise. We organised a Japanesebuffet dinner for the whole group after ourmeeting and were able to sit at different tablesso we could interact with colleagues at JBP andMillenia Tower. The night endedwith many of us remaining behind to chat andenjoy cups of coffee up until the restaurant’sclosing time.Throughout the competition, the contestants shared their experiences and skills witheach other. They played not only for the championship title, but also to enjoy themoment and happiness of this healthy activity.It is part of the tradition of the corporate culture to organise employees’ sports gamesfor PCME. This further strengthens the bonds between employees, promotes physicalfitness and cultivates a healthy, positive and harmonious team spirit. We had a successfulevent, and we can’t wait for next year’s event.

It was one of the most memorable andjoyous days of our lives. That day, we, two youngpeople from different parts of China, started afamily after nine years living in this beautifulSoutheast Asian island. The wedding was not theend of our pursuit of love, but the beginning of alifelong commitment for love.
