experience. By supporting the “customs paradise” policy combined with the motivated adoption of VAT, Singapore managed to eliminate not only the nourishing ground of corruption, but also to give a fatal stroke to the corruption habitat of the customs. WHY WE DEMAND FOR SHKODER TO BE PROCLAIMED A FREE ZONE? • The attraction of the necessary investments is made possible. • The bureaucracy, the corruption (having its strongest roots at the customs), the incompetence of the state administration, the high and not stable income-tax policy, the outdated banking system and the lack of order have all kept the foreign investors away. The experience of free zones in Europe, USA, Asia, Australia have proved that besides creating the conditions for attracting investments we need, they are extremely successful even when it comes to the transformation of the technology, professional management and, why not, the avoidance of contradictions with the incomplete local legislation. Under the status of the free zone, isolated within the watery “canal” as an extraterritorial area, Shkodra in fact will follow the idea of, as stated by the proverb well known by now, “one country two systems”, which means to the foreign investors that the paradise for investments in Albania is the port city of Shkodra. - The expansion of the Shkoder market Many economic observers think that the insufficient marketplace has been one factor for the limitation of the big 76

investments. The proclamation of Shkoder as a free zone with all the export conveniences implies the removal of the limitations although the area of the internal Shkoder market is relatively small. Under the status of the free zone, investors are free to produce for the domestic market, the Albanian customs zone and the neighbouring and regional countries. Transportation can be easily arranged due to the favourable geographic position of the City and its access to the sea. Contrary to the pessimism of the economic analysts of Tirana, the phenomena of the satiation of the “small” market of Shkodra after the inflow of investments brought by the "free zone", is normal and not considered by the foreign investors as a restraining factor. On the contrary they are interested to increase as much as possible their activity in the commercial and industrial free zone of our city in order to supply, according to the plan, their markets in general (here and there in the world) and also the target markets of consumers interested or waiting the ordered products “Made in Shkodra”. As we said at the beginning, this policy, to the tradesmen of Shkodra, was known since the first half of the 19 arly th century. They regul supplied with their goods the common market known at that time as the axis of Vienna, Trieste, Shkodra, Thessaloniki and Istanbul. - The abatement of the social-economic crisis At a time when unemployment is the biggest wound of our society, the problems caused by the retarded and spontaneous phenomenon of the rushed urbanisation should be dealt with before they gain the full features of the social-economic crisis. The poverty of the unemployed “nurtures” the social conflict that will be certainly associated with serious acts of crime, thefts, smuggling, Mafia, etc. (based on the experience of American crisis of the 30's). 77
