Shkodra free zone

implementation of economic policy of the free zones which resolves
the unemployment problem (guarantees the socioeconomic
equilibrium), neutralises the anomalies and corruption, creates the
conditions to establish
business ethics, solves contradictions resulting
from incomplete legal structures because it attracts all the necessary
financial capital to invest in (brain) education, industry and to
successfully complete the urbanisation of Shkodra port-city.
In order to modestly contribute to the creation of a common
doctrine relating to this status, we will briefly explain what the
meaning of a free zone is:
THE “FREE ZONE”
There are many years that the discussion, on declaring free
zones around Albania, is on the agenda. In 1991, the professional
press of the economists, in accordance with the knowledge they
presented, made public the idea of decreeing the whole Albania as
a
free zone.
Having assimilated the archived data of the free zone of
Shkodra offered from the Turks in 1502 and those of 19931997
period, we were given the chance to have many direct contacts with
some foreign countries and "free zone" areas in Eastern Asia.
Impressed by the quick and strong economic development under
this
status we felt obliged to prepare the following materials.
A free zone can be a country or a clearly defined area within
the geographical borders of a country where all the goods, except
those prohibited by law, can be brought in (to be kept safe and stored
at the existing conditions or undergo a manufacturing or industrial
production) and produced without paying any custom, excise,
sale or
service duties.
The free zones, in case the law that applies to them exists (in
Albania, law 8072, dated 15.02.1996), enjoy a relatively strong
