economic strategists to distance themselves from the technical
classical thinking and to try to shorten this time-period, by applying
modern techniques that can attract investments.
WHERE SHOULD THE STRATEGIC PROCESS FOR THE
ECONOMIC DEVELOPMENT START?
The efforts of our city to face the growing population and the
economic requirements urged us to have a look at the clear traces of
our city's economic self-administration in centuries, in order to
clarify to some extend the reasons of the continuous economic
decline after the Proclamation of Independence, and to take the
courage to show how unprepared will, the new century, find us (the
education being inefficient, the industry being destroyed and the
urbanization being incomplete). It is about time that we do our best
to set the priorities and take the proper decisions for the future. It
should be taken into account that in our country the free-market is
recently introduced. The economic process is taking its rise from a
private, not consolidated sector with the help of incapable and
unmotivated authorities from the local and central government.
The mixed staff, charged with this very important mission, should
detect all the possibilities of exploiting the resources efficiently in
order to be able to face the great challenging factors expected to be
introduced in the coming century.
Certainly, we should consider the positive experience of our
predecessors. We should also consider what has been
