and implement a universal political platform, either of long- or shortterm,
in order to carry out the desired changes, led to the tendency to
imitate those countries already running market economies. Under
these circumstances, a serious contradiction erupted between the
political aim of the democracy and the economic aim of the free
market. As heirs of the communist consequences and ex-members of
the old economic state system, super centralized and overloaded with
an illogical, mixed, unreliable and not competitive industrial sector,
none had the competence to clearly interpret the financial
involvements, understand the essence of the market competitiveness
and determine the best approaches to revitalize the demolished
economy of our City.
The privatization process which was neither quick nor slow,
neither partial nor complete but, of course, not totally fair added
destabilizing effects to the turmoil in the city and the surrounding
rural areas. In the period from 1992 to this day, the high-ranking staff
of the purposely set up departments, in order to carry out the
economic privatization process, found it sufficient to implement a
simplified model suitable to a free market sample that did not
properly assess the social costs and political disorders. Without a
necessary legal structure, a true multiparty system and consistent
parliamentary procedures, not only did the true democracy and
market economy fail to be built but also no business ethics were
established.
The diminution of the role of the state and its incapability to
select and affect those policies, which progressively develop the
social and physical infrastructure that the free market cannot fulfill,
created the delicate interdependence of the democracy with a weak
administrative state. The lack of long-term investments, the quasitotal
unemployment and the total destruction of the state structures
due to the freezing and collapse of the economy caused by the
activities of the pyramid schemes, led the electoral Zone 8 to new
elections, too.
