Europarc accreditati<strong>on</strong> – what is it, why is it worthwhile, and whatacti<strong>on</strong>s are taking place?Julie Barker gave a presentati<strong>on</strong> about tourism partnership working in<str<strong>on</strong>g>the</str<strong>on</strong>g> Dales, and background to <str<strong>on</strong>g>the</str<strong>on</strong>g> formati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> group (presentati<strong>on</strong>attached).Summary <str<strong>on</strong>g>of</str<strong>on</strong>g> presentati<strong>on</strong>: History <str<strong>on</strong>g>of</str<strong>on</strong>g> Tourism in <str<strong>on</strong>g>the</str<strong>on</strong>g> Dales and how it has developed,dem<strong>on</strong>strating <str<strong>on</strong>g>the</str<strong>on</strong>g> commitment <str<strong>on</strong>g>of</str<strong>on</strong>g> Partners. Broad overview <str<strong>on</strong>g>of</str<strong>on</strong>g> Partnership working leading to <str<strong>on</strong>g>the</str<strong>on</strong>g>Europarc Charter. Definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> sustainable tourism as agreed by Europarc. European Sustainable Tourism Charter (revalidati<strong>on</strong> due<str<strong>on</strong>g>2012</str<strong>on</strong>g>) require ‘a permanent forum involving those involved intourism in and around <str<strong>on</strong>g>the</str<strong>on</strong>g> protected area in its developmentand management’.3. Terms <str<strong>on</strong>g>of</str<strong>on</strong>g> Reference for <str<strong>on</strong>g>the</str<strong>on</strong>g> group• The Terms <str<strong>on</strong>g>of</str<strong>on</strong>g> Reference had been circulated prior to <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>meeting</str<strong>on</strong>g>and were agreed by <str<strong>on</strong>g>the</str<strong>on</strong>g> group.• KB commented that it was hoped that <str<strong>on</strong>g>the</str<strong>on</strong>g> group would bringtoge<str<strong>on</strong>g>the</str<strong>on</strong>g>r various interests to help take forward <str<strong>on</strong>g>the</str<strong>on</strong>g> benefits <str<strong>on</strong>g>of</str<strong>on</strong>g>tourism based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> special qualities <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Yorkshire DalesNati<strong>on</strong>al Park and Nidderdale Area <str<strong>on</strong>g>of</str<strong>on</strong>g> Outstanding Natural Beauty.1

Current tourism activities.Members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> group gave a quick resume <str<strong>on</strong>g>of</str<strong>on</strong>g> current tourism projectstaking place in <str<strong>on</strong>g>the</str<strong>on</strong>g> Yorkshire Dales. These included:a) Escape to Yorkshire Dales (Welcome to Yorkshire)Leaflets were distributed about Escape to Yorkshire Dales byWelcome to Yorkshire.b) Distinctly Dales (Local distinctiveness project)Quotes to be evaluated that week. The project is to take place in Winter / early Spring about <str<strong>on</strong>g>the</str<strong>on</strong>g>distinctiveness <str<strong>on</strong>g>of</str<strong>on</strong>g> each area <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Dales, and work with localbusinesses.c) Dales Integrated Transport AllianceMetro had put in a bid around promoting green travel opti<strong>on</strong>s (seehttp://www.dalesc<strong>on</strong>nect.net/).d) Dales Tourism Business NetworkSusan Briggs co-ordinates <str<strong>on</strong>g>the</str<strong>on</strong>g> network. It is free with no bureaucracy(see www.dalestourism.com). There is a regular newsletter and <str<strong>on</strong>g>the</str<strong>on</strong>g>rehas been very str<strong>on</strong>g interest. Two <str<strong>on</strong>g>meeting</str<strong>on</strong>g>s were due to be heldso<strong>on</strong>.e) Hidden HowgillsThis is a project run by local businesses marketing <str<strong>on</strong>g>the</str<strong>on</strong>g> Howgills.f) Harrogate Destinati<strong>on</strong> Management Organisati<strong>on</strong>This brings toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r partners and businesses. Process for developing <str<strong>on</strong>g>the</str<strong>on</strong>g> 2013 to 2018 Strategy and Acti<strong>on</strong> Plan• Timescale• C<strong>on</strong>sultati<strong>on</strong>• Steering group involvement• MA introduced this secti<strong>on</strong> and commented that it will be a process<str<strong>on</strong>g>of</str<strong>on</strong>g> pulling work toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than any new pieces <str<strong>on</strong>g>of</str<strong>on</strong>g> work. Thetwo main aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> it were <str<strong>on</strong>g>the</str<strong>on</strong>g> assessment and acti<strong>on</strong> plan. It isquite a compressed (Draft by March <str<strong>on</strong>g>2012</str<strong>on</strong>g> for public c<strong>on</strong>sultati<strong>on</strong>.Final versi<strong>on</strong> for September <str<strong>on</strong>g>2012</str<strong>on</strong>g>). The key questi<strong>on</strong>s to beaddressed as part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> strategy (see appendix 3) were introducedat <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>meeting</str<strong>on</strong>g> with <str<strong>on</strong>g>the</str<strong>on</strong>g> aim <str<strong>on</strong>g>of</str<strong>on</strong>g> every<strong>on</strong>e giving feedback <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> 6questi<strong>on</strong>s before <str<strong>on</strong>g>the</str<strong>on</strong>g> next <str<strong>on</strong>g>meeting</str<strong>on</strong>g> to Mark Allum.• The key point raised was that a timeline needs to be developed for<str<strong>on</strong>g>the</str<strong>on</strong>g> acti<strong>on</strong> plan. It is <str<strong>on</strong>g>the</str<strong>on</strong>g> acti<strong>on</strong> plan that will be <str<strong>on</strong>g>the</str<strong>on</strong>g> main focus from<str<strong>on</strong>g>the</str<strong>on</strong>g> group, though <str<strong>on</strong>g>the</str<strong>on</strong>g> group will also need to agree <str<strong>on</strong>g>the</str<strong>on</strong>g> overarchingstrategy.• The Welcome to Yorkshire acti<strong>on</strong> plan and Forest <str<strong>on</strong>g>of</str<strong>on</strong>g> Bowlandacti<strong>on</strong> plan to be distributed am<strong>on</strong>gst <str<strong>on</strong>g>the</str<strong>on</strong>g> group.7. YDNPA, Nidderdale AONB & this group could facilitate sustainableproduct development, supporting and enabling <str<strong>on</strong>g>the</str<strong>on</strong>g> private sector to create experiences andproducts that are sustainable, in line with local policies and deliver ec<strong>on</strong>omic benefits to <str<strong>on</strong>g>the</str<strong>on</strong>g>local ec<strong>on</strong>omy.• When we come to write <str<strong>on</strong>g>the</str<strong>on</strong>g> strategy, instead <str<strong>on</strong>g>of</str<strong>on</strong>g> simply writing <str<strong>on</strong>g>the</str<strong>on</strong>g> strategy we do need toidentify current gaps, market needs and where <str<strong>on</strong>g>the</str<strong>on</strong>g>re is real potential.• Aim to work with, understand and encourage around 80 tourism businesses to adoptsustainable tourism measures.• Look at investment in <str<strong>on</strong>g>the</str<strong>on</strong>g> infrastructure, ensuring that <str<strong>on</strong>g>the</str<strong>on</strong>g> journey becomes part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>experience, equally valued and c<strong>on</strong>sidered• Visitors are already coming to <str<strong>on</strong>g>the</str<strong>on</strong>g> area and some businesses benefit ec<strong>on</strong>omically. Thereare some projects in <str<strong>on</strong>g>the</str<strong>on</strong>g> area to develop <str<strong>on</strong>g>the</str<strong>on</strong>g> destinati<strong>on</strong> and some initiatives looking atproduct development but <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a gap. One important functi<strong>on</strong> for this group could be toidentify future trends and what visitors are likely to want in <str<strong>on</strong>g>the</str<strong>on</strong>g> future, to stimulate and5


facilitate product and destinati<strong>on</strong> development and crucially to ensure that businesses areinvolved in all this activity.• There is also a need for better communicati<strong>on</strong> with tourism businesses. They currentlyreceive informati<strong>on</strong> from Welcome to Yorkshire, ei<str<strong>on</strong>g>the</str<strong>on</strong>g>r to encourage <str<strong>on</strong>g>the</str<strong>on</strong>g>m to becomemembers or as part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir membership package. Businesses d<strong>on</strong>’t understand what isgoing <strong>on</strong>, what <str<strong>on</strong>g>the</str<strong>on</strong>g>y need to be doing to take advantage <str<strong>on</strong>g>of</str<strong>on</strong>g> current and future trends, how toimprove <str<strong>on</strong>g>the</str<strong>on</strong>g>ir services or marketing and how to be more sustainable. Better communicati<strong>on</strong>is needed.• Businesses d<strong>on</strong>’t understand Europarc, what it might mean for <str<strong>on</strong>g>the</str<strong>on</strong>g>m and what we’d like<str<strong>on</strong>g>the</str<strong>on</strong>g>m to do – better communicati<strong>on</strong> is needed to remedy this.Susan Briggs/The Tourism Network6

Whilst a strategy is defined loosely as:Any form <str<strong>on</strong>g>of</str<strong>on</strong>g> tourism development, management or activity which ensures <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>gtermprotecti<strong>on</strong> and preservati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> natural, cultural and social resources andc<strong>on</strong>tributes in a positive and equitable manner to <str<strong>on</strong>g>the</str<strong>on</strong>g> ec<strong>on</strong>omic development andwell-being <str<strong>on</strong>g>of</str<strong>on</strong>g> individuals living, working, or staying in protected areasHowever, <str<strong>on</strong>g>the</str<strong>on</strong>g> Europarc Federati<strong>on</strong> are prescriptive about what it should c<strong>on</strong>tain andc<strong>on</strong>sider.What <str<strong>on</strong>g>the</str<strong>on</strong>g> Strategy has to c<strong>on</strong>siderThe guidance from <str<strong>on</strong>g>the</str<strong>on</strong>g> Europarc Federati<strong>on</strong> is that <str<strong>on</strong>g>the</str<strong>on</strong>g> strategy should be based <strong>on</strong> carefulc<strong>on</strong>sultati<strong>on</strong> and be approved and understood by local stakeholders. It should c<strong>on</strong>tain:• a definiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> area to be influenced by <str<strong>on</strong>g>the</str<strong>on</strong>g> strategy, which may extend outside <str<strong>on</strong>g>the</str<strong>on</strong>g>protected area;• an assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> area’s natural, historic and cultural heritage, tourisminfrastructure, and ec<strong>on</strong>omic and social circumstances; c<strong>on</strong>sidering issues <str<strong>on</strong>g>of</str<strong>on</strong>g> capacity,need and potential opportunity;• an assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> current visitors and potential future markets;• a set <str<strong>on</strong>g>of</str<strong>on</strong>g> strategic objectives for <str<strong>on</strong>g>the</str<strong>on</strong>g> development and management <str<strong>on</strong>g>of</str<strong>on</strong>g> tourism, covering:- c<strong>on</strong>servati<strong>on</strong> and enhancement <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment and heritage,- ec<strong>on</strong>omic and social development,- preservati<strong>on</strong> and improvement <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> quality <str<strong>on</strong>g>of</str<strong>on</strong>g> life <str<strong>on</strong>g>of</str<strong>on</strong>g> local residents,- visitor management and enhancement <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> quality <str<strong>on</strong>g>of</str<strong>on</strong>g> tourism <str<strong>on</strong>g>of</str<strong>on</strong>g>fered;• an acti<strong>on</strong> plan to meet <str<strong>on</strong>g>the</str<strong>on</strong>g>se objectives;• an indicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> resources and partners to implement <str<strong>on</strong>g>the</str<strong>on</strong>g> strategy;• proposals for m<strong>on</strong>itoring results.What it should look like• It should have regard to existing objectives and acti<strong>on</strong>s, ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than ‘starting fromscratch’.• It should be a brief document that is laid out clearly.• It should be written in plain English.• It will be written with key partners as <str<strong>on</strong>g>the</str<strong>on</strong>g> main audience.7


• The objectives should be ‘SMART’ to avoid ‘mo<str<strong>on</strong>g>the</str<strong>on</strong>g>rhood and apple pie’ so thatprogress can be meaningfully measured.• It should have a Dales ‘feel’ to it ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r than being a generic document.TimescaleThe Strategy and Acti<strong>on</strong> Plan for <str<strong>on</strong>g>the</str<strong>on</strong>g> 2013 to 2018 period will need to be submitted to <str<strong>on</strong>g>the</str<strong>on</strong>g>Europarc Federati<strong>on</strong> by December <str<strong>on</strong>g>2012</str<strong>on</strong>g>. An essential part <str<strong>on</strong>g>of</str<strong>on</strong>g> its development will bec<strong>on</strong>sultati<strong>on</strong> with local organisati<strong>on</strong>s, businesses and interested individuals.
