ZELSПРЕЗЕНТИРАНА ПРЕДЛОГ-ПРОГРАМАТА НА СВЕТСКА БАНКААВСТРИСКАТА УРБАНА ПРОГРАМА ЗА ПАРТНЕРСТВО, ЗА ПОДДРШКА НА ЗЕМЈИТЕ ОД ЗАПАДЕН БАЛКАНDRAFT-PROGRAM OF WORLD BANKAUSTRIAN URBAN PROGRAM FOR PARTNERSHIP, SUPPORT OF THE COUNTRIES OF WEST BALKAN PRESENTEDПретставници од општините Кичево, Прилепи Карпош, претставник од ЗЕЛС и од Асоцијацијатана комунални јавни претпријатија АДКОМ, во периодотод 25 до 27 мај 2011 година, во Виена учествуваана Симпозиум за развој на Западен Балкан, штого организираше Светска банка/ австриската Урбанапрограма за партнерство. Беше одржана работилницана која пред претставниците на асоцијациите залокалната самоуправа беше прикажана анализа напроектите кои донаторите ги реализирале во земјитеод Југоисточна Европа за градење на капацитетитена локалните власти, со акцент на земјите од ЗападенБалкан (Македонија, Србија, Косово, Албанија,Црна Гора, Хрватска и Босна и Херцеговина). Донаторитево овие земји користеле слични или исти методологииза дејствување и реализација на своите Програмиза поддршка на процесот на децентрализација,со ограничен број на пилот општини, а најчесто програмскитеактивности ги спроведувале со поддршкана нивните асоцијации на локалната самоуправа. Најзастапенибиле проектите за градење на капацитетитена локалните власти и тоа: финансиски менаџмент,имплементација на законодавството за локалната самоуправа,просторно и урбанистичко планирање, давањетоуслуги на граѓаните, намалување на невработеностаи економскиот развој, меѓуопштинскатасоработка, стандарди и процедури на локалните властина земјите членки на ЕУ.Заклучено беше дека донаторското финансирањеза директна поддршка на локалните власти генералное во опаѓање, но дека од голема важност е да продолжиразмената на воспоставените добри практикиимплементирани во изминатите десетина години,како и обезбедувањето на нивната одржливост и натамошноразвивање од страна на локалните власти.На Симпозиум за иновативни и одржливи градови,се дискутираше за потребата од поддршка на проектикои даваат нови перспективи за развој на локалнатавласт. Беа презентирани успешни приказни воовој правец, со чија примена бил овозможен напредокIn the period from 25 to 27 May 2011 in Viennathe representatives of the municipalities Kichevo,Prilep and Karposh, representative of ZELS and ofAssociation of Communal Public Enterprises AD-KOM participated on the Symposium for developmentof West Balkan organized by World Bank/ AustrianUrban Program for Partnership. Workshop washeld where the representatives of the associationsfor local self-governments were shown analysis ofthe projects the donors had realized in the countriesof Southeast Europe for the purpose of buildingcapacities of the local governments, with an accentat countries from West Balkan (Macedonia, Serbian,Kosovo, Albania, Montenegro, Croatia and Bosniaand Herzegovina). The donors of these countriesused similar or same methodologies for acting andrealization of their Programs for support of the processof decentralization, including limited number ofpilot municipalities and even more the program activitieswere performed by support of their associationsof local self-government. The most representedwere the projects for capacity building of the localgovernments as follows: financial management, implementationof the legislation of local self-government,physical and urban planning, providing servicesto citizens, reduction of the unemployment andeconomic development, intermunicipal cooperation,standards and procedures of the local governmentsof the EU Member States.The conclusion was made that the donor fundingfor direct support of the local government is ingeneral decreasing but it is of big importance to continuethe exchange of established good practices implementedin the past ten years as well as provisionof their sustainability and further development by localgovernments.At the Symposium for innovative and sustainablecities the need was discussed for the support ofprojects providing new perspectives for local governmentdevelopment. Successful stories were presentedin this direction that would enable promotion ofthe city or the region that is providing better conditionsfor the citizens. Special impression made the“story” of Enrique Peñalosa, former mayor of Bogota,Columbia, regarding the leader role of the managersin policy creation for development and realisationas well as taking reforms for providing promotionand availability of services to the citizens withlow incomes and socially vulnerable citizens. The examplesfrom Poland, India, Bolivia and Uganda wereas well followed by great attention as they referred tothe fact that the role of the local governments in theperforming of these changes is of huge importance.The representatives of World Bank presentedthe Draft-Program of the organization for support ofWest Balkan covering the following areas:Urban/local planning – by support of infrastruc-MAY 2011 5
