ЗЕЛСучилишта каде има паралелки од по само неколку деца,но беше посочен и проблемот со паралелки кои го надминуваатзаконски дозволениот максимум од 34 децакаде доколку се формираат две паралеки, тие би ималеброј на децапод дозволениот минимум, односно помалкуод 24 деца. Во сегашната законска поставеност, бешезабележано дека најдоцниот датум кога МОН треба дасе изјасни дали ќе даде согласност за формирање напаралелки со помал број на ученици, треба да биде - 15август. Целта е општината да направи навремено екипирањена одделението со потребниот наставен кадари обезбедување на други услови. Претставниот од МОНпојасни дека согласноста за формирање на нова паралелка,автоматски не значи дека МОН ќе обезбеди идополнителни средства за општината, бидејќи распределбатана средствата се врши согласно со утврдениотгодишен Буџет на РМ и утврдената распределба наблок дотациите по општините.Во делот на процедурите беше истакнато дека одголемо значење е нивно графичко претставување, коедава увид за евентуалните пропусти кои можат да настанат.Беа дадени и одредени практични примери, абеше истакната и иницијатива за создавање на каталогна вакви важни процедури во образованието. Вниманиепредизвика и одредената законска новина заводење на општински регистри за училиштата. Бешеконстатирано дека исполнувањето на оваа законскаобврска, општините различно ја реализараат и декана поголем број општини им е потребна дополнителнапрактична обука за водењето на овие регистри. Присутнитебеа запознаени и со стратегиските цели за интегриранообразование и со ЕУ долгорочните стратегискипредизвици и итни приоритети.and protocols as important tools for adequate and promptimplementation of the law obligations in the area of education.The Draft-Protocol by Ministry of Education andScience for forming classes with smaller number of studentscaused discussions thus producing interesting suggestionsfor this area. It was suggested that the registrationof the first year children should start in April for thepurpose of prompt starting of the on spot activities forannulling the non-diligence of the parents that do notperform this legal obligation. It was stated that part ofthe data reaching the MoI in certain environments donot provide the clearest picture of the number of children(certain families have changed their city or stateand it was not registered).Almost mutual attitude of thepresent was that the local schools should not be closedin spite of the fact that there are classes with only severalchildren, but the problem was stated with the classesover passing the legally allowed maximum of 34 childrenand where in case of forming of two classes the numberof children will be under the allowed minimum, that islower than 24 children.Within the present law set up, it was stated that thelatest date when Ministry of Education and Science is toexpress its opinion regarding the consent for classes withsmall number of children should be 15 August. The aimof the municipality is to provide prompt equipping of theclass with the necessary teaching staff as well as providingother conditions. The representative of the Ministryof Education and Science explained that the consent forforming new class automatically does not mean that theMinistry will provide additional assets for the municipalityas the disposal of the assets is performed pursuant tothe established annual Budget of the Republic of Macedoniaand the established disposal of block donations permunicipalities.In the part of procedures it was stated that theirgraphical presentation is of bi importance thus providinginsight for eventual faults that5 may appear. Certainpractical examples were given and the initiative for creationof catalogue of such important procedures in theeducation was presented. The attention was drawn bycertain legal novelty for keeping international registersin the school. It was stated that the performance of thislaw obligation is differently realised by the municipalitiesand that the major part of the municipalities need additionalpractical training for keeping these registers. Thepresent were acknowledged with the strategic aims forintegrated education as well with the EU long-term strategicchallenges and emergency priorities.4МАЈ 2011
