PROFESSIONAL TERMS OF REFERENCE (TOR)Since its inception in June 2007, the Centre collaborates with the WHO according tothe following terms of reference:1) Collaborate in the development of a pedagogical framework and strategy, tosystemize and operationalise public health training and education (built onevidence-based human resource development).2) Co-develop and share training, educational tools and standards in areas ofpublic health practice (epidemiological and economic healthcare needsassessment, impact assessment, health planning, evaluation, clinicalgovernance, communication skills, participatory needs assessment, communitydevelopment, etc).3) Provide evaluation of public health projects and disseminate good practice thathas a sustaining impact on population and individual health.4) Strengthen the concept of health service utilization with regard to limitedresources through the use of economic analysis and evaluation, asdemonstrated by examples of efficient allocation of resources for healthservices in the UK and Europe.5) Support WHO efforts to upgrade and strengthen public health nationalcapabilities in the Member States, adopting best practice approaches.6) Facilitate professional exchange programmes, and create training opportunitiesin research, Continuing Professional Development and “Training the Trainers”programmes.7) Provide logistical, technical, administrative support and co-organize WHOpublic health workshops, visits, and fellowships.WHO CC ICL UK ANNUAL REPORT 2008 | 09 8
