When agreement cannot be found between two or more actors it is <strong>the</strong> responsibility <strong>of</strong><strong>the</strong> proposer to find an adequate solution.[G 1] Additional explanation is not judged necessary.1.2.6. When a requirement in a notified national rule cannot be fulfilled by an actor, <strong>the</strong>proposer shall seek advice from <strong>the</strong> relevant competent authority.[G 1] The proposer who intends to introduce <strong>the</strong> significant change in <strong>the</strong> railway system isresponsible <strong>for</strong> finding <strong>the</strong> adequate solution when agreement cannot be found ei<strong>the</strong>r <strong>for</strong>sharing <strong>the</strong> risks at <strong>the</strong> interfaces or <strong>for</strong> transferring hazards and safety measures betweenactors.[G 2] By analogy with <strong>the</strong> last paragraph in Article 2 (2), when a requirement in a notified nationalrule cannot be fulfilled by an actor, <strong>the</strong> proposer may ask <strong>the</strong> Member State <strong>for</strong> derogation.1.2.7. Independently from <strong>the</strong> definition <strong>of</strong> <strong>the</strong> system under assessment, <strong>the</strong> proposer isresponsible <strong>for</strong> ensuring that <strong>the</strong> risk management covers <strong>the</strong> system itself and <strong>the</strong>integration into <strong>the</strong> railway system as a whole.[G 1] Additional explanation is not judged necessary.
