Never<strong>the</strong>less,<strong>the</strong> CSM requests to document <strong>the</strong> decisions on <strong>the</strong> significance <strong>of</strong> all changes in order toenable <strong>the</strong> NSA to fulfil <strong>the</strong>ir responsibility to monitor <strong>the</strong> <strong>application</strong> <strong>of</strong> <strong>the</strong> CSM Regulation:see Article 8 (2).Article 5. Risk management processArticle 5 (1)The risk management process described in <strong>the</strong> Annex I shall apply:(a) <strong>for</strong> a significant change as specified in Article 4, including <strong>the</strong> placing in service <strong>of</strong> structuralsub-systems as referred to in Article 2(2)(b);(b) where a TSI as referred to in Article 2 (2)(a) refers to this Regulation in order to prescribe <strong>the</strong>risk management process described in Annex I.[G 1] This paragraph summarises <strong>the</strong> different cases where <strong>the</strong> CSM process shall be applied.The articles referred to in Article 5 (1) request <strong>the</strong> proposer to apply <strong>the</strong> CSM process tosignificant changes and to keep adequate documentation to justify his decision: see also <strong>the</strong>explanations <strong>of</strong> Article 4 (2) above.Article 5 (2)The risk management process described in Annex I shall be applied by <strong>the</strong> proposer.[G 1] Additional explanation is not judged necessary. Definition (11) <strong>of</strong> <strong>the</strong> proposer in Article 3explains who can be <strong>the</strong> proposer.Article 5 (3)The proposer shall ensure that risks introduced by suppliers and service providers, including<strong>the</strong>ir subcontractors, are managed. To this end, <strong>the</strong> proposer may request that suppliers andservice providers, including <strong>the</strong>ir subcontractors, participate in <strong>the</strong> risk management processdescribed in Annex I.[G 1] Additional explanation is not judged necessary.Article 6. Independent assessmentArticle 6 (1)An independent assessment <strong>of</strong> <strong>the</strong> correct <strong>application</strong> <strong>of</strong> <strong>the</strong> risk management process describedin Annex I and <strong>of</strong> <strong>the</strong> results <strong>of</strong> this <strong>application</strong> shall be carried out by a body which shall meet<strong>the</strong> criteria listed in Annex II. Where <strong>the</strong> assessment body is not already identified by Communityor national legislation, <strong>the</strong> proposer shall appoint its own assessment body which may beano<strong>the</strong>r organisation or an internal department.
