It is <strong>the</strong> responsibility<strong>of</strong> <strong>the</strong> proposer to determine which importance should be given to each <strong>of</strong> <strong>the</strong>se criteria <strong>for</strong><strong>the</strong> assessed change.²Change<strong>Safety</strong> RelevanceIs it safety related?NoC: Not significant Record decisionYesO<strong>the</strong>r criteria1. low failure consequence?2. low novelty?3. low complexity?4. easy monitoring?5. high reversibility?YesB: Not significant Record and justifydecision (PRA)NoA: Significant Change Apply CSM.Figure 1 : Use <strong>of</strong> criteria in Article 4 <strong>for</strong> assessing <strong>the</strong> significance <strong>of</strong> a changeArticle 4 (2)When <strong>the</strong> proposed change has an impact on safety, <strong>the</strong> proposer shall decide, by expertjudgement, <strong>the</strong> significance <strong>of</strong> <strong>the</strong> change based on <strong>the</strong> following criteria:(a) failure consequence: credible worst-case scenario in <strong>the</strong> event <strong>of</strong> failure <strong>of</strong> <strong>the</strong> system underassessment, taking into account <strong>the</strong> existence <strong>of</strong> safety barriers outside <strong>the</strong> system;(b) novelty used in implementing <strong>the</strong> change: this concerns both what is innovative in <strong>the</strong>railway sector, and what is new just <strong>for</strong> <strong>the</strong> organisation implementing <strong>the</strong> change;(c) complexity <strong>of</strong> <strong>the</strong> change;(d) monitoring: <strong>the</strong> inability to monitor <strong>the</strong> implemented change throughout <strong>the</strong> system life-cycleand take appropriate interventions;(e) reversibility: <strong>the</strong> inability to revert to <strong>the</strong> system be<strong>for</strong>e <strong>the</strong> change;(f) additionality: assessment <strong>of</strong> <strong>the</strong> significance <strong>of</strong> <strong>the</strong> change taking into account all recentsafety-related modifications to <strong>the</strong> system under assessment and which were not judged assignificant.The proposer shall keep adequate documentation to justify his decision.
