European Railway AgencyGuide <strong>for</strong> <strong>the</strong> <strong>application</strong> <strong>of</strong> <strong>the</strong> CSM Regulation undertakings' and infrastructure managers' safety management system. Section 1.1.1 inAnnex I provides <strong>the</strong> overall risk management framework which is covered by <strong>the</strong> CSMRegulation. The CSM Regulation also sets out a harmonised decision process <strong>for</strong> assessing<strong>the</strong> significance <strong>of</strong> changes: see Article 4.[G 2] By virtue <strong>of</strong> Article 2 (1), <strong>the</strong> risk management and risk assessment processes <strong>of</strong> <strong>the</strong> CSMcover safety risks related to technical, operational and organisational changes <strong>of</strong> railwaysystems. They do not deal with o<strong>the</strong>r project risks such as <strong>for</strong> example <strong>the</strong> management <strong>of</strong>financial risks or <strong>of</strong> risks to miss project deadlines.Article 2. ScopeArticle 2 (1)The CSM on risk evaluation and assessment shall apply to any change <strong>of</strong> <strong>the</strong> railway system ina Member State, as referred to in point (2) (d) <strong>of</strong> Annex III to Directive 2004/49/EC, which isconsidered to be significant within <strong>the</strong> meaning <strong>of</strong> Article 4 <strong>of</strong> this Regulation. Those changesmay be <strong>of</strong> a technical, operational or organisational nature. As regards organisational changes,only those changes which could impact <strong>the</strong> operating conditions shall be considered.[G 1] The CSM helps <strong>the</strong> actors to meet <strong>the</strong> requirements in Annex III(2)(d) <strong>of</strong> <strong>the</strong> Railway <strong>Safety</strong>Directive {Ref. 1} related to <strong>the</strong> RU and IM safety management system.
