A sealed tender is invited for “SUPPLY OF DRILLING ACCESSORIES / ITEMS FORCONSTRUCTION OF ROADS/BRIDGE WORKS IN 65RCC AND 67RCC SECTORS AT 509 SS&TC(GREF) AT BASTIA ( NEAR TANAKPUR) UNDER 50 BRTF(GREF) IN STF/PROJECT HIRAK INUTTARAKHAND STATE".2. The tender documents may be downloaded from BRO website www.bro.gov.in or www.bro.nic.inor CPP Portal at www.eprocure.gov.in and printout is to be taken on A4 size paper. It is advisable thatthe downloaded tender document to be printed through laser printer only. Submission of Xerox copy orphoto copy is not permitted. The downloaded tender form should be accompanied by tender cost of Rs.500/- for subject work in the form of DD. The un-enlisted firms who have successfully executed similarwork for central/state Govt agency/Public sector company for one work of 17 lacs /two work of 13lacs/three works of 9 lacs each or more in the last three years shall be eligible to participate. Thetender shall be accompanied with completion certificate for such work issued by an officer of the rank ofExecutive Engineer or above. The down loaded tender not accompanied with such certificate shall besummarily rejected.3. The work is estimated to cost Rs. 21.41 Lacs (Rupees Twenty one lacs forty one thousandonly). However, the estimated cost is not guarantee and is given as a rough guide and if the work costsmore or less, tenderer will have no claim on that account of what so ever nature.4. The work is to be completed within 60 days from the date of placement of work order.5. The tender shall be based on General Conditions of Contract IAFW-1815 (Z) & (R) and specialconditions and Particular Specification with Schedule ‘A’ (Description of items of work) to bepriced by the tenderer, in figures and words.6. Not more than one tender shall be submitted by the Contractor or the firm of Contractors. Under nocircumstance, will a father and his son(s) or other close relationship having business dealing with oneanother will be allowed to tender for the same work as separate competitors. A breach of this condition willrender the tender of both parties liable for rejection.7. Application for issue of tender documents must be submitted to Headquarters, 50 BRTF (GREF), PIN– 930050, C/O 56 APO. Tele. No. 05965-230103 & Fax No. 05965-230102 so as to reach this office on orbefore Upto 1200 hrs on 25 Jun 2013. Postal delays or any reason for late receipt of applications willnot be entertained. Applicant must attach a Demand Draft of Rs. 500/- (Rupees five hundred only) infavour of Commander 50BRTF payable at SBI, Champawat. This amount is non-refundable cost of tenderdocument except for the applicant to whom tender documents not issued.8. The Tenderer must be very careful to deliver a bonafide tender or alternatively return BLANKTENDER complete with all documents forming part of the tender, failing which, the Accepting Officer at hisabsolute discretion shall reserve the right for any such compensation as the Accepting Officer may considerreasonable from the Contractor. A bonafide tender must satisfy each and every conditions laid down in thisnotice.9. Invitation for application for issue of tender does not constitute any guarantee for issue of tender toapplicant, even to enlisted contractors of appropriate class. Issue of tender will be decided by AcceptingOfficer based on record of past performance, financial position and experience of similar works. Thedecision of Accepting Officer for issue of tender or otherwise to the applicants/contractors shall be final andthe applicant/contractor will not be entitled for any compensation for rejection of his application.10. Commander 50 (BRTF), PIN – 930050 , C/O 56 APO will be the ACCEPTING OFFICER, hereinafterreferred to as such for the purpose of this contract.11. Applicants must attach valid sales tax registration certificate, and particulars of financial andtechnical resources. Registration certificate with MES/PWD/Railways/CPWD or other Government Agenciesand list of similar works executed by them during last three years indicating the designation of the officerunder whom works executed alongwith their application. Tender forms, condition of contract and other necessary documents together with self-addressedenvelope to be used for return of tender documents will be issued to eligible contractors up to 1200 hrson 26 Jun 2013. The Accepting Officer does not bind himself to issue tender forms to all applicants and hisdecision regarding selection of applicants for issue of tender shall be final and binding.13. The tender shall be accompanied by Earnest Money, amounting to Rs. 43,000/- (Rupees Fortythree thousand only) in the form of Deposit at call Receipt or Deposit receipts issued in favour ofCommander, 50 BRTF(GREF) payable at Champawat by a Nationalized/Scheduled Bank or receipt TreasuryChallan. The amount being credited to the Revenue deposit of the Commander, 50 BRTF(GREF), PIN-930050, C/O 56 APO. Commander, 50 BRTF(GREF) will return the Earnest Money wherever applicable to allun-successful tenderers by endorsing the authority on the deposit receipt for its refund on production by thetenderers or certified by Accepting Officer that a bonafide tender was received. Any deposit lying with thedepartment in any form against any tender and/or contract shall not be considered for adjustment as theearnest money against this tender. Any tender not accompanied with the earnest money in the form of asindicated herein before or accompanied with any letter/communication containing any request foradjustment of any other deposit as earnest money shall be treated as non-bonafide tender. In case ofrevocation of offer by the lowest bidder who is not registered with BRO, the amount of EMD shall beforfeited and ban on further issue of tenders or removal from the approved list of enlistment shall beimposed by the Accepting Officer in case of registered firms.14. The security deposit amount for this work shall be 25% (Twenty five percent) more than the amountof Earnest Money calculated based on tendered cost (i.e. 1.25 times of earnest money) subject to amaximum of Rs. 11,25,000/- (Rupees Eleven lacs twenty five thousand only).15. The tenderers are advised to visit site by making prior appointment with Officer Commanding 509SS&TC (GREF), C/O 56 APO Tele. No. 05943-265039. The tenderer shall be deemed to have been fullknowledge of all relevant documents, site condition and modes of operation required. The tenderer shall bedeemed to have visited the site and made himself acquainted with the various factors affecting his quotation.16. Tender containing cover (Envelope) should be duly sealed but priced bid (‘Q’ Bid) and unpriced bid(‘T’ Bid) will be in two different envelopes. The same will be dropped in the tender box kept within theoffice of the Commander, 50 BRTF(GREF), PIN – 930050, C/O 56 APO upto 1200 hrs on 11 Jul 2013. ‘T’Bid will be opened immediately after the time mentioned thereon by a Board of Officers detailed by theCommander 50 BRTF(GREF) C/o 56APO and 'Q Bid" will be opened at 1200 Hrs on 18 Jul 2013.17. The Accepting Officer, ie, Commander, 50 BRTF(GREF) reserves his right to accept tender submittedby public undertaking giving a price preference over other tenderer (s) which may lower as admissible underthe Government Policy. No claim for any compensation or otherwise shall be admissible from suchtenderers whose tender may be rejected on account of said policy.18. Any tender which stipulated any alteration to any of the conditions laid down or which proposesother conditions, whatsoever is liable to be rejected.19. The submission of tender by a tenderer implies that he has read this notice and conditions ofcontract and has made himself aware of the scope and specifications of the work to be done and legalconditions including site conditions and other factors having bearing on the execution of work.20. The Accepting Officer does not bind himself to accept the lowest or any tender or to give anyreasons for not doing so.21.
