I checked the date on the top-left corner, established that itwas not 1 April, then sat down at the visitor's chair beside hiscluttered desk to read it. Fish's first page was a justification forthe assassination, citing Milosevic's destabilising plans for a GreaterSerbia, his illegal covert support for Radovan Karadzic and hisgenocidal plans for the Albanian population <strong>of</strong> Kosovo. <strong>The</strong> second pageoutlined the execution <strong>of</strong> the assassination.Fish proposed three alternative plans for the attempt and gaveadvantages and disadvantages for each. His first proposal was to usethe increment to train and equip a dissident Serbian paramilitaryfaction to assassinate Milosevic in Serbia. Fish argued that theadvantage <strong>of</strong> this plan was its deniability, the disadvantage that itwould be difficult to control. His second plan was to use an incrementteam to infiltrate Serbia and kill Milosevic with a bomb or sniperambush. He argued that this plan would have a high chance <strong>of</strong> successbut would not be deniable if it went wrong. <strong>The</strong> third proposal was toarrange a car `accident' to kill Milosevic, possibly while attendingthe ICFY (International Conference on the Former Yugoslavia) peacetalks in Geneva. Fish proposed using a bright flashing strobe gun todisorientate Milosevic's chauffeur while the cavalcade passed through atunnel. <strong>The</strong> advantage <strong>of</strong> a tunnel crash was that there would be fewerincidental witnesses and a greater chance that the ensuing accidentwould be fatal.`You're <strong>of</strong>f your trolley,' I muttered and passed it back to him. <strong>The</strong>audacity and ruthlessness <strong>of</strong> the plan was astonishing.
