The surveillance was far tooamateurish to be from the Italian authorities, and the occupants wouldnot have run away if they were officials. The only explanation was thatMI6 had hired an amateur surveillance team to watch me once theItalians had refused to help them any more. When the patrol car left, Ibought a Stanley knife in the service station and slashed their tyres.Back in my car, I faxed the British ambassador in Rome using my newlypurchased replacement Psion and mobile phone and asked him to send methe bill. Not surprisingly, he didn't send me the bill - I would havesent it straight to my lawyer.A few days later, my stay in Rimini was over. The landlady of myapartment did not like the embarrassment of the police visit and shetold me that the apartment had been `booked by some Germans last year'.She asked me to leave with a week's notice. I was without a home andwith the holiday season approaching fast it was impossible to findother accommodation in Rimini. But perhaps that was a blessing indisguise. I moved north and after a few weeks roughing it in varioushostels I found an apartment in Riva del Garda, a far more pleasanttown on the northern edge of Lake Garda. It was a sportsman's paradise,with fantastic cycling, windsurfing and walking opportunities for thesummer, and with good skiing nearby in the winter. I decided to settlethere for a while, MI6 permitting.But my optimism was short-lived. A few days later, on a trip to MonteCarlo for a job interview, MI6 had me arrested again by the MonacoSpecial Investigations Unit, who threw me into the cells of theirstation, by the harbour front. Sitting on a hard bench for a few hours,I rued that I was becoming even more of a connoisseur of police cellsthan Ronnie from Belmarsh. MI6 asked the Monaco police to confiscate mynew Psion and mobile phone, but fortunately they rang for advice fromthe DST, who advised them to let me go. After six hours of detentionthey released me on condition I went straight back to Italy.Shortly after returning home to Riva del Garda, I found that MI6 hadbeen busy again in my absence. The estate agency with whom I had foundmy flat rang me up and called me into their office on the pretext ofrequiring a copy of my passport. `Richard,' announced Betty, the elderof the two sisters who ran the agency, `while you were away, we had avisit from two men who said that they were from the police.' Angerwelled up inside me at this latest intervention from MI6, but worse wasto come as Betty explained. `But we realised straight away that theywere not really from the police because they asked such unprofessionalquestions about you.'`Like what?' I asked.`They wanted to know how much you were paying in rent for your flat,and whether you had a telephone line - the real police would not beinterested in that.'`Did they say anything else?' For although Betty realised immediatelywhat was going on, Riva del Garda is a small town and I knew that shewould not have been the only person whom MI6's hired goons approached.I soon detected hostility from other acquaintances who had presumablybeen fed the same line, then after a month or two my new landlady gotcold feet and told me to leave my new flat. Once again I was without ahome, and yet MI6 still had not finished with me.Another trip to Milan was necessary, but more surveillance immediatelyappeared, this time a white Volkswagon Polo. The same fat bloke in ared vest was behind the wheel, with a long-haired, scruffy companionalongside. This time they made no pretence at discretion and sat gluedto my bumper. If I stopped in an autostrada lay-by to check my map,they stopped right behind me. On the roads leading into Milan, if Iindicated left, but turned right, they did the same. I dived on to aroundabout near the central station in the city centre and drove aroundit, indicating at every turn-off, but swerving back on at the lastmoment. They did the same, right on my bumper. I drove around again,this time a bit faster. They did the same, the narrow tyres on theirPolo squealing. I accelerated, my BMW gripped firmly and I pulled awaya car length from them. Once more around the roundabout and I hadpulled out half a lap lead on him. Two more sinister circles and I wasright on his tail. The fat bloke was grimacing in his rear view mirror,unsure how to react, and his companion was shouting down his mobilephone for advice from his controller. I flashed my lights and gave thema friendly wave. `Where will this end?' I thought to myself, unsurewhether the story was farce or tragedy.EPILOGUEMI6 have spent a substantial amount of British taxpayers' money onpreventing me from taking them to an employment tribunal or informingthe public of the toll that their lack of accountability has had on mylife - a toll that mirrors the harm the unaccountable agency inflictson other individuals whose civil liberties are violated. MI6 prosecutedand imprisoned me under laws which on 20 July 2000 were scathinglycondemned by a UN report into Britain's human rights record. They tookexpensive injunctions out against me in the UK, Switzerland, Germany,the USA and New Zealand, all in disregard for laws governing freedom ofspeech, guessing correctly that I did not have the funds to appealthrough the courts. They have had me arrested or detained a total of 11times in the UK, France, New Zealand, the USA, Switzerland, Germany,Monaco and Italy and have used these detentions as excuses toconfiscate valuable personal property which has not been returned, andwhich Special Branch have spent thousands of man-hours examining. MI6senior managers have used their leverage with friendly intelligenceservices to have me banned from France, the USA, Switzerland andAustralia, again guessing correctly that I would have limited funds toappeal.MI6 have never justified to the government why this expenditure isnecessary; MI6 is not accountable so it need not do so.
