1 Introduction to inQbationinQbation is a Washington, DC metropolitan area-based web design agency that specializes inthe design, development, and search engine optimization (SEO) of government and non-profitorganization websites and easy-to-use (user-friendly) content management systems (CMS).Our goal is to help organizations cost-effectively meet and exceed their website goals andobjectives. Data.gov could not havelaunched the new design without your help.Thank you again.”• When The White House needed a rapidresponse to the oil spill crisis, GSA’s KeithThurston, Assistant Deputy Administrator inthe Office of Technology Strategy, calledupon inQbation to assist in creatingRestoreTheGulf.gov.inQbation LLC is a woman-owned and minority-owned small business enterprise (WBE/MBE)with a current staff of 19 professionals across three offices. We have experienced 400% growthover the last year, 800% growth over two years and expect to create 19 new professional jobsin 2011, thereby doubling our staff and performance capabilities.1

2 Corporate Capabilities2.1 Web Design, Development, UsabilityPerhaps our greatest strength is identifying, understanding, and cultivating the target webvisitor segments. Our approach to user interface (UI) design incorporates human factorsengineering, ergonomics, accessibility, Section 508 compliance and web usability. We believe that user-focused design is extremely important to a successful interface. It takesquite a bit of thinking and effort to make complicated things simple, easy, intuitive, andmeaningful. We take an outside-in perspective to create excellent user experiences for bothweb and mobile visitors.2.2 Content Management (Drupal)We believe that database-driven content management systems (CMS) represent one of thegreatest breakthroughs in the development and proliferation of the World Wide Web. Wefocus on designing and delivering easy-to-use, search engine friendly content managementsystems that empower our clients to take control of their content and outreach programs.inQbation has embraced Drupal as one of our two content management systems (CMS) ofchoice – the other being WordPress. We are excited about the upcoming release of Drupal 7,particularly the usability of the back-end content management system. So far, we have helpedto deploy Drupal on several projects for The White House, OMB, World Bank, and GSA:• FedSpace.gov• Performance.gov• Restorethegulf.gov• Federal IT Dashboard• Data.gov• USAspending.gov2.3 Search Engine Optimization (SEO)A description of our corporate capabilities would not be complete without mentioning ourskills, expertise, innovation and insight into search engine optimization (SEO). We have createda search engine analysis tool and community called SEO Quotient, (www.SEOQ.com), whichhelps us diagnose and measure performance and improve search engine ranking. We typicallyrank at the top of Google for the following keyword phrases:• DC SEO expert • Government social media policy• Washington DC web designer • DC WordPress expertBlake Newman, CEO, inQbation.com, Blake@inQbation.com, 703.999.1232, P.O. Box 650863, Potomac Falls, VA 20165inQbation LLC is a Washington DC Web Design and Development Company2

2.4 Social Media IntegrationAs pioneers in social media marketing, we have helped the federal government and non-profitorganizations develop and deploy social media policy. These activities range from establishingsocial media profiles to branding to automating and syndicating content feeds between theorganizational website and social media profiles. We can implement social media share iconsand integrate features like Facebook connect and Open ID so web visitors can sign up and log inusing their previously established social media identity. inQbation offers a wide range of socialmedia functionality and integration. We can even develop a social media platform on your site.2.5 Mobile DesignWe recognize that the fastest growing segment of web visitors is mobile device users. As aresult, inQbation places a high priority on identifying the requirements of mobile devices andincorporating them into a mobile UI. For example, most people who are using a mobile deviceto access a website are looking for directional or contact information. Usually, mobile deviceusers are not looking to read or review extensive PDFs or a large volume of content. For thisreason, the user interface (UI) for a mobile device user is likely to need a different navigationscheme than from the user interface of a desk-based work station and should be much faster toload, since mobile connectivity is significantly slower than Wi-Fi or direct connect. Someexamples of our recent mobile UI designs include:Blake Newman, CEO, inQbation.com, Blake@inQbation.com, 703.999.1232, P.O. 4.4 The inQbation Website Development Life CycleWe leverage the Scrum methodology, which basically entails breaking down large projects intosmaller, digestible sub-projects (or sprints), which can be designed and delivered over a periodof a few weeks. This helps us improve quality control and deliver more usable websites.inQbation deploys a structured method and approach to its web design and development lifecycle including the following project phases: Discovery, Design, Development and Deployment.DiscoveryDuring the Discovery phase, inQbation works with organizational stakeholders and decisionmakers to understand the organizational mission and target audience to ensure that the futurewebsite achieves the organization’s priorities, goals and statutory mandate.Deliverables include wire frames (story boards), use case scenarios, user acceptance test (UAT)plan, and a database model and site map that will act as an engineering plan for the futurewebsite content management system.Example wire frames (for ACUS.GOV):• http://www.inqbation.com/clients/ACUS/alpha-1.html• http://www.inqbation.com/clients/ACUS/charlie-1.html• http://www.inqbation.com/clients/ACUS/delta-1.html• http://www.inqbation.com/clients/ACUS/foxtrot-1.htmlDesignEnlightened by the Discovery process, particularly the wire frames, inQbation developsmockups of a proposed new design. We work closely with organizational stakeholders anddecision makers to analyze the merits of each design concept and create a revised conceptbased on the strengths and positive attributes of the first three mockups. We will assign one art director and three (3) designers to produce at least three (3) uniqueconceptual designs that are based on the approved wire frames. Once complete, they arepresented to the organization for review, analysis and feedback. We take this information backto our labs, select the concept that most closely matches the organization objectives, and applythe feedback to this single design concept and make revisions. This design, presentation, analysis, feedback and revision process repeats itself until the client is satisfied with the finalproduct.Once the design is approved, we continue to identify unique inside page templates and designthose. A similar design iteration cycle will occur with the inside page designs.Blake Newman, CEO, inQbation.com, Blake@inQbation.com, 703.999.1232, P.O.
