PRESIDENT’S WELCOME<br />

On behalf of <strong>Water</strong> <strong>Polo</strong> Queensland, I welcome all the players, coaches,<br />

officials and spectators to the 2012 National Club <strong>Water</strong> <strong>Polo</strong><br />

Championships (16 Years and Under) here in Brisbane.<br />

This year’s Championships bring together more than 50 teams from around<br />

Australia demonstrating the growing influence our sport is having across<br />

the country. We are proud to have this opportunity to host more than 600<br />

of our sports best young athletes.<br />

We thank all teams for attending and wish you a most successful and<br />

enjoyable Championships in Brisbane.<br />

<strong>Australian</strong> <strong>Water</strong> <strong>Polo</strong> <strong>Inc</strong>. acknowledges the contribution and ongoing<br />

support of the <strong>Australian</strong> Sports Commission to the sport of water polo.<br />

AUSTRALIAN WATER POLO INC POLICY STATEMENT<br />

Dear Parents and Spectators,<br />

CHILDREN & IMAGES<br />

Recently there have been some concerns from parents about the risks posed<br />

directly and indirectly to children and young people regarding people taking<br />

video and photographs of players in junior water polo competitions throughout<br />

Australia.<br />

It is very rare but evidence in Australia indicates that sometimes this information<br />

can end up being posted on an Internet site or published in a magazine or<br />

newspaper where it may be used by unscrupulous people to target children.<br />

Australia <strong>Water</strong> <strong>Polo</strong> <strong>Inc</strong> understands that many parents or relatives that have<br />

children playing within junior competitions, may from time to time, take video or<br />

photographs of their child or friends for family mementos.<br />

Australia <strong>Water</strong> <strong>Polo</strong> <strong>Inc</strong> fosters the belief that providing a safe environment for<br />

all children who compete every week in competitions and tournaments across<br />

the country is of paramount importance.<br />

To help Australia <strong>Water</strong> <strong>Polo</strong> <strong>Inc</strong> provide a safer environment for our children we<br />

would request that parents join us in partnership to address the following<br />

strategies to make water polo a safer environment for our children:<br />

1. That all parents and spectators firstly ask the permission of the athlete’s parent<br />

/ guardian prior to taking their image where practical. Ensure that they are<br />

aware of the way in which the image may be used prior to taking a<br />

photograph or video of their child. Do not use images of other children on<br />

internet web sites, and do not use names of children when displaying images<br />

in the public arena. Change rooms must be camera-free zones.<br />

2. As a parent, if you notice inappropriate photographic behaviour regarding<br />

people that you don’t know, then we suggest that you advise pool<br />

management and the coach or manager of your team immediately. We also<br />

suggest that you advise your state body of these concerns as soon as it is<br />

practically possible.<br />

3. Professional photographers must register with pool management and the<br />

tournament director or the event coordinator.

We shall play the rules within the spirit of the game and applaud all good plays<br />

whether they are made by our team or the opposition.<br />

We shall participate for our own enjoyment and benefit, and we shall respect<br />

the rights, dignity and worth of all participants regardless of their gender, ability,<br />

cultural background or religion.<br />

We reject the use of performance enhancing drugs and abide by the guidelines<br />

set forth by the <strong>Australian</strong> <strong>Water</strong> <strong>Polo</strong> Anti-Doping Policy.<br />

COMPETITION RULES<br />

This competition will be played under FINA Rules with local rules as detailed.<br />

Judiciary proceedings will be in accordance with AWPI Championships Judiciary<br />

Guidelines.<br />

Up to three (3) officials, being a coach, assistant coach and manager are permitted<br />

to sit on the bench along with six (6) substitutes.<br />

Teams: Up to 15 players can be used during the Championships, but a maximum of 13<br />

in any match. Each team shall consist of seven players, one of who shall be the<br />

goalkeeper and who shall wear the goalkeepers cap and not more than six<br />

reserves that may be used as substitutes.<br />

Conduct & Behaviour - Coaches & Players<br />

1. The coach can speak and pass instructions to his team, but cannot shout<br />

continuously.<br />

2. The coach may move to the five (5) metre line when the coach’s team is in<br />

possession of the ball. The defending coach must remain seated.<br />

3. The coach is responsible for the behaviour of all officials and players on the bench.<br />

4. The coach cannot comment or make any gestures on the refereeing during the<br />

game.<br />

5. In any case all the persons who are authorised to sit on the bench are obliged to<br />

stay sitting down and not to intervene verbally.<br />

- in the case where the coach is sanctioned by the issuing with a yellow card it does<br />

not result in a loss of privileges.<br />

- in all these cases the referee must sanction all those persons who do not respect<br />

these rules by issuing a red card.<br />

6. The referee may issue a red card to a coach, official or player/s on the bench for<br />

misconduct and in this situation the player must vacate the bench and exit the<br />

competition area. The issuing of a red card to a coach or team official will result in<br />

an automatic suspension as set out in section 2.1.1 of the AWPI Championships<br />

Judiciary Guidelines.<br />

7. All athletes and team officials must abide by the restricted areas of the pool deck<br />

designated as “no go” areas. SPECTATORS ARE NOT ALLOWED ON THE POOL DECK.<br />

Eligibility: All players must be registered with their respective State Association and<br />

Club. Team lists must be approved by the State Association<br />

Pools: For the Preliminary and Playoff Games up to four venues and six pools will be<br />

used.<br />

Starting Times: Team names must be with the Table Officials 30 minutes prior to each<br />

game and teams must be ready to commence at least 15 minutes prior to the<br />

scheduled staring time. As time is of utmost importance, all teams must be ready to<br />

commence play at the scheduled time. Games will not start earlier than published<br />

times.<br />

Caps: The first named teams shall wear WHITE caps and commence play to the LEFT<br />

of the Official Table. If there is a clash of caps, the first name team has the choice.<br />

Officials: The Referees Co-ordinator will appoint all referees. Queensland <strong>Water</strong> <strong>Polo</strong><br />

will provide all table officials and referees will goal judge for the first game in each<br />

session. Each team is to provide a Table Official and one (1) Goal Judge for the<br />

game following the one just completed.<br />

Match Times: Timeouts are limited to one (1) per game per team, except in Semi Finals<br />

and Medal Games where FINA rules will apply. 30 second clocks will be used in all<br />

games. There will be 4x6 minutes of actual playing time for Preliminary Matches and<br />

Playoffs with breaks of two (2) minutes during which the benches shall change ends<br />

at half time; for Semi Finals and Medal Games there will be 4x8 minute actual<br />

playing time with 2 minute breaks. Golden Goal rules will apply where extra time is


necessary in playoff games to determine teams’ progression. Extra time in Semi<br />

Finals and Medal Games will be played over 2x3 minutes actual playing time. If the<br />

scores are still tied in Semi Final and Medal games, a penalty shoot out will<br />

determine the result.<br />

Pool Sizes: All preliminary rounds and playoff games will be played in pools approx 23-<br />

25 metres for Girls, 30 metres for Boys, with Medal games played in full size pools for<br />

each gender.<br />

Points: Win 3, Draw 2, Loss 1, Forfeit/Disqualification 0.<br />

In the event of a Forfeit/Disqualification the goal margin will be 5 – 0 unless a game is<br />

played and the margin is greater.<br />

Group Positions: Positions will be decided on points.<br />

BL 9.6.3 Tie Breaking<br />

BL 9.6.3.1 If two (2) teams shall have equal points, further classification shall be<br />

established as follows:<br />

BL 9.6.3.1.1 The team winning the game between them shall be placed higher.<br />

BL 9.6.3.1.2 If the game between them was tied, then the results against the highest<br />

placed team(s) in the group shall be considered.<br />

BL 9.6.3.1.3 The first comparison shall be based on goal difference, and if still tied, then<br />

based on goals scored.<br />

BL 9.6.3.1.4 The comparison shall be made first compared to the highest placed team<br />

(or teams, if tied) in the group.<br />

BL 9.6.3.1.5 If still tied, the results against the next highest placed team (or teams, if<br />

tied) shall be used in succession until all results have been considered.<br />

BL 9.6.3.1.6 If still tied, the teams shall shoot penalty shots to determine which team<br />

shall be placed higher. Each team shall nominate five (5) players and a<br />

goalkeeper who will participate in the penalty shoot out. The team shall shoot five<br />

(5) penalty shots at the goal of the other team, alternating shots. If a tie exists after<br />

each team has taken five (5) shots, then teams shall take sets of alternate shots until<br />

one team scores and the other does not. The procedure shall be conducted<br />

following the final game of the round or at the first practical opportunity.<br />

BL 9.6.3.1.7 If there is more than one tie in a group, the highest placed tie shall be<br />

determined first.<br />

BL 9.6.3.1.8 If it is the situation where there is more than one tie in a group and it is not<br />

possible to determine the highest placed team then all results within the group shall<br />

be used to determine the highest placed team.<br />

BL 9.6.3.2 If three (3) or more teams shall have equal points, further classification shall<br />

be established as follows:<br />

BL 9.6.3.2.1 The results among the tied teams shall determine which team is placed<br />

highest.<br />

BL 9.6.3.2.2 If, at any time during the application of the procedure set out in this BL<br />

9.6.3.2, the number of tied teams is reduced to two (2), then BL 9.6.3.1 shall be used<br />

to determine which of the two (2) remaining teams is placed higher.<br />

BL 9.6.3.2.3 The comparison shall be made first, upon the points of the games among<br />

the tied teams, second, the goal difference, and third, based upon goals scored.<br />

BL 9.6.3.2.4 If still tied, the games played against the highest placed team (or teams, if<br />

tied) shall be considered.<br />

BL 9.6.3.2.5 The first comparison shall be based on goal difference, and if still tied, then<br />

based on goals scored.<br />

BL 9.6.3.2.6 If still tied, the results against the next highest placed team (or teams, if<br />

tied) shall be used in succession until all results have been considered.<br />

BL 9.6.3.2.7 If still tied, the teams shall shoot penalty shots to determine which team<br />

shall be placed highest. Each team shall nominate five (5) players and a<br />

goalkeeper who will participate in the penalty shoot out. Each team shall shoot five<br />

(5) penalty shots at its opponent’s goal in alternate succession. The first team shall


take its first penalty shot and then each other team shall take its first penalty shot,<br />

etc. If a tie shall exist after that procedure, the teams shall then take sets of<br />

alternate shots until one team misses and the other(s) score. The procedure shall be<br />

conducted following the final game of the round or at the first practical<br />

opportunity.<br />

BL 9.6.3.2.8 If there is more than one tie in a group, the highest placed tie shall be<br />

determined first.<br />

Appeals, Protests & Judiciary<br />

An appeal or protest relative to the conduct of these Championships must be made<br />

to the duly appointed representative of AWPI present at the event, in writing by the<br />

Captain/s of the team/s concerned, accompanied in each instance by a fee of<br />

twenty dollars ($20.00), and within one (1) hour of the completion of the match.<br />

All exclusions for the remainder of the game must be reported by the referee on the<br />

appropriate Report Form (copies of the forms will be available at the officials’ table<br />

for each game) to the Operations Manager or his delegate. This includes players,<br />

coaches and/or team officials who receive a red card. These players, coaches or<br />

officials will have two options in accordance with the AWPI Championships<br />

Judiciary Guidelines;<br />

1) Accept the decision and the automatic suspension (refer 2.1.1 of the Guidelines);<br />

2) Appeal the suspension (refer 2.1.2 of the Guidelines, note that the player, coach or<br />

team official is suspended until the judiciary committee has delivered its<br />

judgement).<br />

The player, coach or team official may appeal the ejection, red card or report<br />

pursuant to Clause 2.1.2 within 1 hour of receiving notification of the report to the<br />

Operations Manager or his delegate. The Judiciary Committee will be appointed by<br />

the Operations Manager or his delegate consisting of a Chairman of the Judiciary<br />

and at least one other member appointed by him. All members of the committee<br />

must be neutral, i.e. they may not be from either club, a referee or delegate<br />

involved in the game that resulted in the complaint/charge. Judiciary tribunals,<br />

where required, must be held within a reasonable time after the game in which the<br />

offence occurred. Consideration must be given to future game times.<br />

The hearing procedures are set out in clause 2.9 of the AWPI Championship Judiciary<br />

Guidelines. The championships Judiciary Chairman will advise the<br />

player/coach/team official, club and Operations Manager or his delegate of<br />

tribunal decisions within 1 hour of tribunal hearing. All appeals against decisions<br />

made by the championships Judiciary Committee must be directed within 14 days<br />

of any decision to the Chief Executive Officer, <strong>Australian</strong> <strong>Water</strong> <strong>Polo</strong> <strong>Inc</strong>. for<br />

presentation and hearing by the <strong>Australian</strong> <strong>Water</strong> <strong>Polo</strong> <strong>Inc</strong> Board. The appeals<br />

process adopted by the AWPI Board will be consistent with Section 22 of the AWPI<br />

Constitution.<br />

Any suspension awarded to a player, coach or team official as contemplated herein<br />

only applies to that person’s involvement and participation in the championships<br />

except where the conduct for which the person is suspended is deemed by the<br />

AWPI Board to warrant suspension from all levels of water polo competition under<br />

the control or ambit of AWPI, a Member or Club, in which case the AWPI, Member<br />

or Club must enforce and uphold that suspension in relation to such other levels of<br />

water polo.
